Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 7, of the Universal Declaration of Human Rights states, "All are equal before the law and are entitled to without any discrimination equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and any incitement to such discrimination.”, and

Whereas Article 25, Section 2 of the Universal Declaration of Human Rights states, "Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.”, and

Realizing that in Peru more than 50% of the population has no regular access to health services and no drinking water in their homes, and

Realizing that Nigeria has a high mortality rate, especially of children below five years old, low life expectancy rate, terrible dietary orientation and habit, rapid spread of perceived curable diseases, a 0.77% of malaria, a 6.3% growth rate for medical care, and an infectious diseases growth rate of -1.1, and

Realizing that in Yugoslavia more than 50% of medicines and medical procedures were purchased privately, leaving many people vulnerable to diseases. Survival depends mainly on money and many people do not have enough to buy medicine,

Be It Hereby Resolved That The General Assembly:

1.      Request that all[BobDole1]  countries put a 3.5[BobDole2] % tax on the purchasing of yachts, high cost season tickets[BobDole3]  (over $110) for sporting events, and airplanes. 

2.      This money is to be forwarded to the purchase of medical and economic supplies for people who need to seek medical help.

3.      The money will be distributed to different areas of Nigeria, Peru, the Ivory[BobDole4]  Coast, and Serbia.

4.      The name of this commission will be United Nations Medical Unit (U.N.M.U.)

5.      If other countries have high mortality rates and poor healthcare they can be added to the program. For every country added to the program, a 0.1% tax will also be added[BobDole5] .

6.      This program will be authorized for six[BobDole6]  years. At the end of the third year, the General Assembly will discuss the renewal of the program.

Whereas Article 11, Section 2 of the Universal Declaration of Human Rights states, “No one shall be held guilty of any penal offense on account of any act or omission which did not constitute a penal offense, under national or international law, at the time when it was committed.  Nor shall a heavier penalty by imposed than the one that was applicable at the time the penal offense was committed.", and

Whereas Article 17, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to own property alone as well as in association with others.”, and

Whereas Article 18 of the Universal Declaration of Human Rights states, “Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in a community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.", and 

Whereas Article 23, Section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment.", and

Whereas Article 26, Section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to education.  Education shall be free, at least in the elementary and fundamental stages.  Elementary education shall be compulsory.  Technical and professional education shall be made generally available and higher education shall by equally accessible to all on the basis of merit.", and

Whereas Iran has executed more than 200 Baha’is and imprisoned thousands of other solely on account of their religious beliefs, and

Whereas more than 500 Baha’i homes have been plundered, cemeteries, holy places, historical sites, and administrative centers have been seized, and none returned, and

Whereas the Baha’i Faith is not recognized as a legitimate religion in Iran and is not protected by any of the human rights, and

Whereas Baha’is are denied jobs and are required to repay the Government for salaries or pensions received on the first day of employment, and

Whereas Baha’i students are denied admittance to public and private universities, and Iranian authorities attempted to shut down the Baha’i Open University by arresting several faculty members and plundering 500 homes,

Be It Hereby Resolved That The General Assembly:

1.      Holds the Government of Iran responsible for defending the rights of all its citizens, including the members of the Baha’i community, as it is Iran’s duty under which promises civil and political rights to its citizens. Part of this will be ensuring that the Baha’i receive equal pay[BobDole1] .

2.      Urges the Government of Iran to allow Baha’i students to attend Iranian universities, Baha’i teachers to teach at Iranian universities, to return any property taken from the Baha’i Open University, to free faculty members of the Baha’i Open University who were put in prison, and allow the Baha’i Open University to re-open and able to function.

3.      Exhorts the Government of Iran to put into action the recommendations made on behalf of the Iranian Baha’i community by the United Nations Special Representative for Human Rights.

4.      Stresses the need for the United Nations Special Representative for Human Rights to be allowed back into Iran to inspect the condition of the Baha’is of Iran.

5.      Requests that the United Nations Special Representative inspect the human rights condition of the Baha’is of Iran through direct contact with them.  The inspections shall go on for as long as the General Assembly sees fit.

6.      If[BobDole2]  Iran fails to comply with the aforementioned operative clauses, U.N. Peace Keeping forces will be brought in. There will also be sanctions against the country.

7.      Continues its examination of the situation of the Baha’is of Iran.  In a years’ time the Special Representative will submit a report to the General Assembly.  During this time, the Secretary General will give assistance to the Special Representative so that he can fulfill his duty.

8.   This[BobDole3]  program will run for 6 years and every year it shall be evaluated by the General Assembly. If this program proves successful other countries that persecute minorities will be added.

Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to a standard of living adequate for the health of himself and his family. Including food, clothing, housing, medical care, necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood due to circumstances beyond their control," and

Whereas Article 25, Section 2 of the Universal Declaration of Human Rights states, "Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection,” and

Whereas 40-50% of pregnant women in Vietnam are anemic, and

Whereas malnutrition affects nearly 40% of Vietnamese children, and

Whereas 25% of children in Vietnam are underweight at birth, and

Whereas 56.5% of children in Vietnam are stunted,

Be It Hereby Resolved That The General Assembly:

  1. Request that all member nations agree to assess a 2.5% tax on all airplane, train, and cruise tickets[BobDole1] .
     
  2. The money generated from this tax will be placed in a fund that will be controlled by a UN committee. The fund will be used to purchase food and supplies for Vietnam[BobDole2] .
     
  3. The committee will be placed into two subdivisions.  One will control the output of the money, and the other will keep track of achievement.
     
  4. The committee that keeps track of the achievement will watch the statistics to see if there is a change in numbers and will try to reduce malnutrition from 40% to 15[BobDole3] %.
     
  5. A 2% tax on all food suppliers who refuse to sell goods to U.N.S.A.C.I.M. will also be placed into effect[BobDole4] .
     
  6. The commissions will be called the United Nations Southeast Asian Commission to Improve Malnutrition (U.N.S.A.C.I.M.).
     
  7. This commission will build Food Centers in the regions with the worst statistics and teach people how to farm their own food.
     
  8. This commission will be authorized for four years.  In the second year, the General Assembly will discuss the achievement and renewal of the program.

Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to a standard of living adequate for the health of himself and his family. Including food, clothing, housing, medical care, necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood due to circumstances beyond their control.", and

Whereas the land erosion that is caused by deforestation is detrimental to the health of the people living in the area, and

Whereas Fiji is a member of the International Tropical Timber Organization (ITTO) which was adopted by the United Nations Conference on Trade and Development in 1983 objective ( c) to promote research and development with a view to improving forest management and wood utilization and objective (f) to encourage members to support and develop tropical timber reforestation and forest management, and

Whereas continuous burning since pre-colonial times has converted those once extensive areas of forest to grass and scrubland of very low fertility, and 

Whereas the rate of deforestation is 0.21%, and 

Whereas deforestation in Fiji is caused by both logging and a drought on the interior of the two largest Fiji Islands, 

Be It Hereby Resolved That The General Assembly:

1.      Request that all member nations agree that a fine of 25[BobDole1] % of profits will be issued for all companies that fail to replant the amount of trees they cut down.

2.      Request that all member nations and timber companies agree to charge a 1.5[BobDole2] % tax on all timber exports from[BobDole3]  all member nations with a deforestation rate of 0.15% or higher.

3.      This money will be forwarded to the purchase of materials that would be used to rebuild parts of destroyed forests and bring irrigation to where the drought is causing deforestation.

4.      Some of this money will also be forwarded to programs that will educate people on the value of the forests, the eco-system and how to prevent deforestation.

5.      The name of this commission will be United Nations Commission to Reforestation and Forest Management in Fiji (UNCRFMF).

6.      This program will last for 5 years and after the third year will be reviewed by the General Assembly[BobDole4] .

Whereas Article 26, section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education”, and

Whereas Article 26, Section 2 of the Universal Declaration of Human Rights states, "Education shall be directed to the full development of the human personality and to strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance, and friendship among all nations, races, or religious groups. It shall further activities of the United Nations for the maintenance of peace.”, and

Noting that the Philippines have more than 50% of children working for more than 60 hours of labor, which leaves not enough time for education. Thus, many of the children have either of the following symptoms: premature aging, psychological stress, depression, or low self-esteem, and

 Apprehensive about the fact that Micronesia has an overwhelmingly increasing population, the educational programs that the government provides for the children are inadequate to meet the children’s needs,

Be It Hereby Resolved That The General Assembly:

1.      Request that all countries agree to charge a 5[BobDole1] % tax on all tobacco products.

2.      Request that all member nations agree to charge 5% tax on all five star hotels and restaurants.

3.      Request that 20[BobDole2]  of the richest countries agree to charge a 5% tax on all concert tickets and season tickets[BobDole3]  for sporting events.

4.      This money will be forwarded to the construction of school buildings and payment of teachers.

5.      This plan will undergo to various areas of Micronesia and Philippines dependent of the areas that have people with the most financial issues and illiterate adults[BobDole4]  and children. Other[BobDole5]  countries with literacy rates below 50% are also eligible for this program.

6.      The name of this commission shall be called the Education Project for Micronesian and the Philippines (EJMP).

7.      School shall be mandatory for the Philippines or the parents will face a $200 fine[BobDole6] .

8.      This program shall be authorized for 8 years.  At the end of the third year, the General Assembly shall discuss for the renewal of the program as well as assess the effectiveness.

Whereas Article 3, of the Universal Declaration of Human Rights states, "Everyone has the right to life, liberty, and security of person.", and

Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to a standard of living adequate for the health of himself and his family. Including food, clothing, housing, medical care, necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood due to circumstances beyond their control," and

Whereas the lost trade with the Soviet Bloc Countries is causing Cuba’s weak economy so that the GDP per capita is $2700, and

Whereas the trade embargo forced in Cuba by the United States is preventing Cuba from improving the economy to a standard level, and

Whereas the education in Cuba is strong, but the embargo on medical supplies is causing 48% of the people in Cuba with AIDs to be left untreated,

Be It Hereby Resolved That The General Assembly:

  1. In the next 5 year to gradually lift the embargo completely.
     

  2. To begin with, the U.N. will urge the United States to trade medical supplies with Cuba, as that is currently the highest need.

Whereas Article 16 of the Universal Declaration of Human Rights states, “Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and found a family.  They are entitled to equal rights as to marriage, during marriage and at its dissolution.  Marriage shall be entered into only with the free and full consent of the intending spouses.  The family is the natural and fundamental group unti of society and is entitled to protection by society and the State,” and

Whereas that 25 to 50 percent of marriages in Japan are arranged marriages.  In Japan arranged marriages are similar to blind dating in the US, and

Whereas Article 1 of the Universal Declaration of Human Rights states, "All human beings are born free and equal in dignity and rights.  They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood,”

Be It Hereby Resolved That The General Assembly:

  1. Once a certain age, women should have the choice to back out of their arranged marriage, (if they disagree with the concept) without having to have parental consent.
     
  2. Countries should urge their citizens to make their own decisions about their marital position.
     
  3. Every five years, people will be sent to countries that apply to check on the program, to make sure that no one is being forced to marry.
     
  4. Every year there will be people sent to countries that apply to make sure that no one is abusing the program, if someone is overly disregarding tradition.
     
  5. This program will continue until people in countries that apply can behave in fair ways on their own.
