Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 3, of the Universal Declaration of Human Rights states, "Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to a standard of living adequate for the health of himself and his family. Including food, clothing, housing, medical care, necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood due to circumstances beyond their control.", and

Whereas Article 29, Section 2 of the Universal Declaration of Human Rights states, "In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.", and

Alarmed by the fact that 65% of all drugs in the United Kingdom come from Jamaica, and

Concerned about the fact that 1 in every 10 passengers on Air Jamaica and British Airways has as many as 100 packages of cocaine hidden inside them, and

Noting that the death toll in the U.K. caused by drugs has risen from 3,160 in 1997 to 3,333 in 1999, and

Alarmed by the fact that illicit drugs are related to approximately 80% of all organized crime in London, and

Concerned about the fact that illicit drugs are related to approximately 60% of all organized crime in all of the United Kingdom, and

Alarmed by the fact that an average of 25 drug related arrests occur every week in Jamaica, and

Concerned that 80% of the 100 metric tons of Colombia cocaine that passes through Jamaica, ends up in the United States and Europe,

Be It Hereby Resolved That The General Assembly:

1.      Request that all member nations and all international cruise lines agree to charge a 1[BobDole1] % tax on all passenger cruise line tickets.

2.      Request that all member nations and all international airlines agree to charge a [BobDole2] 2% tax on all passenger tickets.

3.      Request that all member nations agree to place a 2[BobDole3] % tax on all legal drugs and alcohol, excluding prescribed medicines.

4.      The money generated from these taxes should be placed in a fund to purchase IonScans (drug detection systems) for airports in Jamaica and the United Kingdom.

5.      The money generated from these taxes should be placed in a fund to build and equip rehabilitation centers in the areas of strongest drug usage rate.

6.      The money generated from these taxes[BobDole4]  should be placed in a fund to train and equip special drug task forces for the use of governments with drug problems.

7.      There will be a council[BobDole5]  to allocate this money consisting of a representative of the five countries with the highest amount of drug problems and the five countries with the lowest amount of drug problems.

8.      This council shall be named The International Fund for Illicit Drug Abuse and Reduction (TIFIDAR).

9.      This program will be put in effect for 5 years, after which time the General Assembly will discuss the effects of this program, and vote on the renewal.

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 5 of the Universal Declaration of Human Rights states, "No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment," and

Whereas the Preamble of the Universal Declaration of Human Rights states, "It is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law," and

Noting that the Front for the Advancement and Progress of Haiti have taken charge of Hinche the 2nd largest city and killed 50 people in the progress to seize the capital,

Recalling that rebelling against any government is illegal, and

Recalling that war is not good for any country, especially a very poor country such as Haiti where 80% of people live in poverty, and

Recalling that there are only 5,000 police officers and no army or military, and

Concerned that even before Haiti was in political crisis, the situation for Haitian children was among the worst in the world, and

Recalling that more than 200,000 Haitian children have lost one or both parents to AIDS, and

Be It Hereby Resolved That The General Assembly:

1.      Request that there be a 1% tax increase on exports and a 1[BobDole1] % tax increase on imports for all countries with a GNP per capita over $20,000.

2.      Request that all member nations and international airlines agree to assess a 2.5[BobDole2] % tax on all passenger airline tickets leaving their destination.

3.      This money will be for the expense of bringing in U.N. peacekeeping forces to help aid the citizens of Haiti.

4.      All[BobDole3]  taxes collected will be treated as loans to be paid back by Haiti and any other countries selected to receive theses funds.

5.      15% of the money will be used to send U.N. peacekeepers that will provide food and medicine to the people of Haiti[BobDole4] .

6.      15% of the money will go toward children who have been orphaned by AIDS in Haiti.

7.      70[BobDole5] % of this money will go to the top ten countries with AIDS and civil war problems.

8.      The name of this commission will be the United Nations Commission to Rebuild the Cities of Haiti.

9.      This program will be authorized for a total of 4 years, or until the country is stable. At the end of the second year, the General Assembly will commence discussion on the renewal of the program as well as assess the effectiveness.

 [BobDole4]The sponsors added amendments that defined how much money would go to each cause.

Whereas every minute 11 people are infected with HIV/AIDs,

Be It Hereby Resolved That The General Assembly:

1.      Request that all member nations agree to assess a 7[BobDole1]  % tax on all hard liquor sales.

2.      Request that all member nations assess a 0.5% tax on military expenditures[BobDole2] .

3.      The tax money will be spent on sending healthcare professionals, medication, and health educators to Africa[BobDole3] .

4.      We will have a committee of 12 members, 3 being from the countries having the lowest AIDs infection rate, 7 being from the countries having the highest infection rate, and 2 from countries with the average rate.

5.      This committee will be called A.P.E.A.R. (AIDs Prevention Expanding African Revenue) and it will re-evaluate the progress of this resolution in three years.

6.      This plan will last for 5 years and will be reviewed for renewal after the third[BobDole4]  year.


 [BobDole1]The tax was increased from 5% to 7%.

 [BobDole3]This was amended to elaborate on how the money was being spent.

Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to a standard of living adequate for the health of himself and his family. Including food, clothing, housing, medical care, necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood due to circumstances beyond their control.", and

Whereas Kofi Annan stated, “At least 3 million children in Belarus, Ukraine, and he Russian Federation require physical treatment due to the Chernobyl accident.”, and

 Whereas a result of the Chernobyl incident caused 18000 km of agricultural land to be contaminated with 2640 km no longer fertile for farming. In addition 35000 km of forested areas (an entire 40% of Ukraine’s forests) were contaminated, and

Recognizing that all citizens of the world should be free to feel safe from a nuclear energy plant disaster,

Be It Hereby Resolved That The General Assembly:

1.      Request that all nations add a 5% luxury[BobDole1]  tax on wine imports and exports for the purchase of safer building materials for nuclear reactors worldwide.
a. Fines will go into effect immediately for one year.
b. This money will go to the improving of old reactors and creating new ones.

2.      A 1% tax will be placed on the energy production of all member nations to insure the monitoring of all nuclear reactors worldwide.
a. The aforementioned taxes will be reviewed every five years[BobDole2] .
b. This money will go to maintaining the efficiency and safety of these reactors.

3.      All money accrued from these taxes over the budget needed will be given equally to member nations who meet the U.N.’s requirements.

4.      Any member nation found not in compliance with this will be fined up to 100[BobDole3]  million dollars to be put into the previous account. Penalty will be decided by a committee  on nuclear safety. This committee shall be known as the CNS[BobDole4]  (Committee on Nuclear Safety) and will consist of the countries that produce the most nuclear energy.

5.      Every five years after the effected date a review of the effectiveness of the resolution can be taken and a vote by the General Assembly[BobDole5]  can be taken of whether or not to maintain this proposition.

Concerned about the uncontrollable population growth throughout Brazil, and

Acknowledging that Brazil has the largest population in Latin America and ranks number six in the world, and

Concerned that 54 million people live below the poverty line in Brazil, and

Acknowledging that protection is provided due to the many disturbing situations today, and

Concerned about the little amount of education given to the countries today, and

Acknowledging that 11% of children are completing eight years of primary school by age 15, and

Acknowledging that education is provided to this country and used fairly, correctly, and equally,

Be It Hereby Resolved That The General Assembly:

1.      Request that all U.N. Member Nations donate some of their dues to this education programt "Times New Roman"">      Requests that a 2% tax on all international flights be mandated to pay for the aforementioned education program.

3.      Request that there are more contraceptives provided for this country due to the uncontrollable population.

4.      Request for small tutor classes to help provide an education for the children of Brazil.

5.      Request that stores are able to give or sell contraceptives to underage children due to the amount of teenage pregnancies.

6.      Make it possible for students to make up missed schooling by going to night school.

Whereas Article 26, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.", and

Whereas Article 26, Section 2 of the Universal Declaration of Human Rights states, "Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance, and friendship among all nations, racial and religious groups, and shall further the activities of the United Nations for the further maintenance of peace.", and

Whereas 42,200 of Ethiopia’s 62,600,000 citizens have attended school, and

Whereas the literacy rate of people age 15 and older in Ethiopia is 38%, and

Whereas the average school leaving age is 13 and Ethiopia spends 4% of its 6.5 billion dollar budget on education, and

Whereas people from every nation are entitled to a free elementary education seeing as it benefits them in all aspects of life,

Be It Hereby Resolved That The General Assembly:

1.      Request that all nations impose a 4.5% tax increase on all cellular phone calls with the profit of this tax being routed to Ethiopia for the construction and repair of learning facilities and as salary funding for educators in Ethiopia.

A.  This tax will be imposed immediately and indefinitely with a UN Review Committee assessing its effectiveness every 2 years and a vote may be taken on whether to continue this tax.

B.  This tax shall be imposed on first world countries only.

2.      A 1% tax increase will be imposed on all international cruises with the profits being used as a salary bonus to all foreign educators transferring to Ethiopia to serve as educators in Ethiopian schools.

3.      All funds from the above tax increases will be for the sole use of Ethiopia.

4.      All member nations found not in compliance with this resolution will be fined up to $175,000,000 which will be deposited into the United Nations Ethiopian Education Fund (UNEEF).

5.      Every 3 years after the effective date a United Nations review committee will assess the effectiveness of this bill and a vote may be taken of whether or not to maintain this bill.
