Whereas Article 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth in this Declaration without distinction of any kind, such as race, colour, sex, language, religion, political, or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non self governing or under any other limitation of sovereignty.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Keeping in mind that consumption of water doubles every 20 years, twice the amount that the population increases, and

Alarmed that 60% of the infant mortality rate is linked to diseases carried by water, and

Appalled that at least 5 billion people die each year from water borne illness, and

Noting with deep concern that newly industrialized nations such as China, Brazil, India, Thailand, and Mexico, are facing water issues caused by acidification, nitrification, and eutrophication, and

Alarmed that in developing countries, 90-95% of sewage and 70-75% of industrial waste is dumped into rivers without treatment,

1. Request that countries having a GNI less than $13,000 create bonds to develop water treatment systems.

2. To repay bonds, countries having GNI less than $13,000 will lease land at their discretion, to private industries to set up (beverage, etc.) corporations in exchange for bond buy-outs.

3. In addition to the bond funding, request that fundraisers be created to raise funds and awareness of the cause and effects of water pollution in developing countries. Marathons and other events will be established with corporate sponsorship from beverage producers & a celebrity spokesperson. The fundraisers will take place in economically advanced countries such as the United States, Australia, Canada, Switzerland, Japan, and western European countries (U.K., Franc, Germany, Norway, etc.)

4. In conjunction with the marathon promotion, bracelets will be sold at $2.00 to provide additional revenue.

5. 10% of the money generated through the fundraisers will be allocated as incentives to subsidize the shipping costs incurred by corporations willing to establish businesses in these developing countries as part of the bond buy-out agreement. (See clause #2)

6. This money will be provided to countries having a GNI less than $13,000, beginning with those most impoverished, for the purpose of a water treatment system to be installed on the major sources of drinking water for those countries. Environmental pollution clean up will be initiated and monitored.

7. The money will also be used in countries having a GNI less than $13,000 for agricultural and industrial environmental impact educational programs to be established to decrease the amount of pollution.

8. To handle and distribute funds and oversee programs and construction, a commission will be created to receive and distribute funds to designated areas. This commission will be named W.A.T.E.R.R. (Water Association To Establish Revenue Relief)

9. This program will be authorized for ten years. At the end of the fifth year, the General Assembly will discuss renewal of the program.

Whereas Article 1, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and

Whereas Article 23, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, without any discrimination, has the right to equal pay for equal work.”, and

Realizing that half the world -- nearly three billion people – lives on less than two dollars a day, and

Alarmed by the lives of 1.7 million children will be needlessly lost this year (2000) because world governments have failed to reduce poverty levels, and

Concerned that the richest 50 million people in Europe and north America have the same income as 2.7 billion poor people, and

Appalled that the GDP (Gross Domestic Product) of the poorest 48 nations (i.e. a quarter of the world’s countries) is less than the wealth of the world’s three richest people combined,

1. Request that member nations with a GNP per capita more than $8,000 add a 2.5% tax on international shipments of precious metals.

3. This money will be forwarded to the three countries with the lowest GNP per capita for the purchase of vital supplies for the welfare of the people.

4. This money will be distributed to different areas of those three countries according to need.

5. The name of this commission will be United Nations Unit against Poverty (U.N.U.P)

6. If U.N.U.P is successful in those three nations, the program will be started in five more nations with the lowest GNP per capita.

Bearing in mind the inalienable rights of all people recognized by the Charter of the United Nations and proclaimed by the UNIVERSAL DECLARATION OF HUMAN RIGHTS, and

Recalling also the Geneva Convention relative to Nuclear non-Proliferation, and

Gravely concerned and alarmed by the deteriorating cooperation of the Iranian authorities with the International Atomic Energy Agency (I.A.E.A.), and

Considering that the current policies of the Islamic Republic of Iran, are bound to have grave consequences for a lasting peace in the Middle East,

1. Calls upon the Islamic Republic of Iran to exercise of the maximum restraint to contribute towards the establishment of peace by fully cooperating with the I.A.E.A.

2. Request that the Secretary General examine the present situation by all means available to him, and to submit a report no later than November 2005, containing his recommendations on ways and means for ensuring the safety and protection of all neighboring countries.

3. Stress the urgent need to reach a just, durable, and peaceful settlement of this situation by imposing economic sanctions on the Islamic Republic of Iran until such a time that I.A.E.A. recognizes the Islamic Republic of Iran free of all weapons of mass destruction.

Whereas Article 15 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a nationality.”, and

Realizing that refuges have fled from their country because of a civil war, and

Concerned that the people of Chad will be overpopulated and will be in a worse shape than it already is, and

1. Request that all countries donate 0.01% of their military budget to this cause to the people of Chad and the other poor countries of Africa.

2. These donations will be used to purchase food supplies to aid the people of Chad.

5. This program will try to be started in around six months and will run for two years and then be reviewed after the two year period.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel inhumane or degrading treatment.”, and

Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born or in out of wedlock, shall enjoy the same social protection.”, and

Appalled that 15,000 children are fighting for Liberia’s government. These children have been forced to fight and are uneducated. Most of these children come from poor families, and

Concerned that according to a UNICEF website many of them are killed, raped, tortured, and even forced to practice cannibalism, and

Alarmed by the fact that many of them are drugged to make them brave, dull, and to help their fear and loneliness. Also to make them do the unspeakable,

1. Request that the top 20 richest countries donate money to the United Nations.

2. This money will be forwarded to the purchase of medical supplies and clothing for the children forced to fight.

4. Also some of the money will be donated to U.N.H.R. for their program to the help with the protection of child soldiers.

5. If this program is successful we will continue it in the next 5 countries that are greatly affected with the problem of child soldiers.

6. This program will be in effect for 7 years. At the end of the 4^th year, the General Assembly will discuss the renewal of the program.
