Submitted to:             General Assembly

Submitted by:            Madagascar

Date:                           May 11, 2006

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Realizing that since the early 1900s Madagascar has lost over 75 percent of its rainforest, and

Appalled that, as the rain forests are destroyed the amount of carbon dioxide rises which according to experts causes an increase in global warming, and

Concerned that deforestation is also the reason that more than 20 animal species are facing extinction, or disappearance from the earth, and

Worried that forest destruction through slash-and-burn agriculture, mining, and logging are the main causes of habitat loss,

Be It Hereby Resolved That The General Assembly:

1.      Requesting that a program will be set up to educate all farmers in modern agriculture techniques and how they help to the environment. This program will be called the Farmers Helping the Forest and Agriculture also known as (F.H.F.A).

3.      Also, a replanting and reintroduction program is needed to increase the species of animals and plants that are facing extinction.

4.      We propose, increasing the richest countries dues like China, Japan, and France to help Madagascar with deforestation problems and reintroduction of animals by increasing their dues by 2% each year.

5.      Within five years, the UN can evaluate the effectiveness of the F.H.F.A program. We believe the F.H.F.A program will act as a model for other countries with the same problems, such as Brazil which has the largest rainforest. 10-12 programs will be set up worldwide to solve that problem.

6.      In addition, I’m asking that International Airlines add a $2 tax to every first[BobDole1]  class flight ticket being sold.
