Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Realizing that Madagascar is a source county for children trafficked internally for the purposes of sexual exploitation and possibly forced labor, and

Appalled that young girls ages twelve to fourteen are recruited to serve as waitresses, domestic servants, and prostitution even though they do not wish to and are often placed in commercial sexual exploitation upon arrival, and

Concerned young girls who are used in trafficking in Madagascar could be harmed or even killed during attempts to fight back with traffickers or even infected with HIV or AIDS, and

 Worried that if the government does not address the problem of trafficking soon, then trafficking could once again become a major issue in Madagascar and more children could be harmed, and

Observing that around sixteen thousand women and almost twenty thousand men were victims of trafficking in the Czech Republic, and

Aware that about one thousand groups were victims of trafficking,

Be It Hereby Resolved That The General Assembly:

1.      Raise the dues of the twenty-five richest countries by .4% to fund programs set up for those who are victims of human trafficking in poor countries like Madagascar and Czech Republic.

2.      Requests[BobDole1]  that if this program will be the United Nations Human Trafficking Unit (U.N.H.T.U.).

3.      Request that this proposal will last for 3[BobDole2]  years and be monitored by members of UNICEF and the United Nations and if progress is made, then the proposal continue until it is no longer a serious issue.

4.      Requests that UNICEF helps in monitoring human trafficking in countries such as Madagascar and Czech Republic to help decrease the number of victims of trafficking.

5.      Help to establish shelters throughout Madagascar and Czech Republic and in the shelter, supply doctors and psychiatrists to help to provide mental and physical help for victims of trafficking.

6.      Requests that if the U.N.H.T.U. is successful in Madagascar and Czech Republic, that it will be expanded to the next 10[BobDole3]  countries with the worst trafficking.

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 7 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All are equal before the law and are entitled without discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and

Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born or in out of wedlock, shall enjoy the same social protection.”, and

Appalled that there are over 4 million orphans and homeless children in Russia alone, and

Realizing that there are 700,000 orphans living in 2,000 stat-run orphanages, and

Observing that statistics show that only one out of ten Russian orphans become a functional member of society, and

Stunned that the others are lost to drugs, crimes, and suicide, and

Worried that millions of Russian children are living on the streets or in underground sewers desperately needing basic food, medicine, and clothes, and

Concerned that it is very difficult for many hopeful people to adopt a child from any foreign country. Only 80% of children in the world are adopted each year because of the long, almost unbearable process.

Be It Hereby Resolved That The General Assembly:

1.      Request that the General Assembly make some kind of adjustments so that international adoptions are easier. Such as making the cost of adoption more reasonable, making more people eligible to adopt, and by making the process faster.

2.      Requests that member nations with a GNP per capita with more than $20,000 dollars add a 0.3% increase to their U.N. member dues.

3.      This money will go towards funding better orphanages, adding more orphanages so there will not be as many children on the streets, and medical supplies for the children in the orphanages. The money will be distributed in Russian orphanages in the most need first. UNICEF [BobDole1] will help distribute all funds.

4.      We[BobDole2]  will create a list of set qualifications for all families wishing to adopt. There will also be a worldwide list of potential families that desire to adopt internationally.

5.      The name of this commission will be the United Nations Orphan Relief (U.N.O.R.).

6.      If this program is successful in Russia we will expand the program to the next 5 countries with the most orphans, which are: Nigeria, Ethiopia, Democratic Republic of Congo, Tajikistan, and Sumatra Island. Afterwards[BobDole3]  the program will once again expand to the next five countries.

7.      This program will last for 5[BobDole4]  years and after the 3rd year the General Assembly will discuss the renewal and continuation of the program.

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born or in out of wedlock, shall enjoy the same social protection.”, and

Realizing that youth in China are exposed to Aids 10 times more each year, and

Appalled that in the United States more than 8,887 people died from HIV/AIDS in the year 2005, and

Concerned that roughly 26 million of those are living with HIV/AIDS living in Africa, and

Realizing that youth in China are exposed to Aids 10 times more each year, and

 Be It Hereby Resolved That The General Assembly:

  1. Have a race for the vaccination worldwide on the third Saturday of May, with an entry fee of $20, in all the major cities (optional donations will be collected at the end of race). All proceeds will go to the United Nations to help with this program.
     
  2. Send teams of educated immunologist on HIV/AIDS from the 10 richest countries in the world to most affected countries of HIV/AIDS in the world.
     
  3. The[BobDole1]  U.N. should instruct people on good hygienic practices when using needles & the U.N. will work to prevent child sex abuse that leads to HIV/AIDS transmission.
     
  1.  Immunologist would talk to students, & high risked people, offering facts, advice, & the vaccine.
     
  2. There will be translators to help doctors communicate with local citizens.
     
  1. HIV[BobDole2] /AIDs education centers will also be established and open to everyone.
     
  2. Raise[BobDole3]  member dues in the 15 richest countries 0.3% to be given to the top 5 countries with the highest AIDs rate in order to reduce treatment costs. Remaining monies will also be used to fund other aspects of this program.
     
  3. Any[BobDole4]  country that wishes to donate can do so.

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Article 17, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to own property alone as well as in association with others.”, and

Realizing that on December 26th in 2004, Indonesia was devastated by the tsunami that killed 243,530 and over 297,000 people of surrounding countries by the wave, and

Appalled that, according to tsunami relief UN report, 1.8 million to 2.5 million people were displaced, and

Concerned that 90% of Indonesian inhabitants are living in sub-standard housing with poor living conditions, and

Worried that with a lowering life expectancy rate of 69, diseases from the unsanitary conditions could cause the rate to become even lower also affecting India, Malaysia, Maldives, Myanmar, Somalia, and Sri Lanka, who where also hit by the devastating tsunami, and

Be It Hereby Resolved That The General Assembly:

1.      Request that all members having a GNI per capita of over $15,000 raise their dues by 0.5%.
 

  1. The money raised will then go to and will be used by United Nations, along with WHO (World Health Organization) and IBRD (International Bank for
     
  1. Reconstruction and Development), to distribute to all the countries affected and in need of more efficient housing and living conditions, according to needs. The name of this commission is Natural Disaster Relief Fund (N.D.R.F.)
     
  2. If N.D.R.F is a successful organization for the tsunami affected countries, then the relief will be expanded into other countries distraught by other natural disasters such as in United States in New Orleans for Hurricane Katrina.
     
  3. This program will be authorized for 7[BobDole1]  years; at the end of the 4th year, the situations will be reviewed to see if the aid of N.D.R.F is still needed.
