Submitted by: Lichtenstein
Date: April 26, 2007

the PREAMBLE the principles that apply in the resolution:

states, “No
one shall be held in slavery or servitude; slavery and the slave trade shall be
prohibited in all their forms.”,
and
Whereas Article 23 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment.”, and

2 of the
UNIVERSAL

born or in out of wedlock, shall enjoy the same social protection.”,
and
Whereas Article 26, section
1 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “Everyone has the right to education. Education shall be free, at
least in the elementary and fundamental stages. Elementary education shall be
compulsory. Technical and professional education shall be made generally
available and higher education shall be equally accessible to all on the basis
of merit.”, and
Appalled
that in West Africa, children are enslaved to
work for major chocolate corporations on cocoa farms, and
Noting
with deep concern that many children in
Ethiopia are forced to work to support their families and are denied the right
to go to school, and
Alarmed
by the Islamist politicians who convinced the
Nigerian people not to vaccinate their children against common illnesses such as
polio, causing the rate of childhood polio to increase and many children to lose
their lives, and
Recognizing
that Muslim religious leaders of
Senegal send undersized, underfed boys out into the streets and force them to
collect a daily quota of 250-650 francs a day; if they fail, they are beaten,

1.
Request that member
nations with a GNP of more than 15,000 per capita add an optional tax increase
of at least .25% nationwide.
2.
The money will go
towards building boarding schools with housing for homeless, orphaned, and/or
deprived childcare and school aged children in Ethiopia, Nigeria, and Senegal.
3.
The name of this
program shall be United Nations Child Deprivation Project (UNCDP).
4.
Another portion of the
money will be distributed to areas of Nigeria where child vaccinations are not
readily available. UNCDP staffers
will distribute vaccinations to the children as needed
5.
For additional money, a
“Fill the Pail” street corner fundraiser would be requested in multiple major
cities worldwide where it is legal.
Also, a worldwide telethon sponsored by the UN (and hosted by Oprah Winfrey
along with a select group of UNCDP staffers) to raise awareness as well as funds
for the causes that the UNCDP will address.
Oprah has been contacted and enthusiastically agrees with our actions.
6.
If UNCDP is successful
in Ethiopia, Nigeria, and Senegal, after five years it will be expanded into the
Central African Republic, Burundi, and Malawi, which also have situations such
as those above.
7. The program will be authorized for ten years. Every five years, the General Assembly will discuss the continuation or termination of the program. If some of the policies need to be changed, that will also be decided at these meetings.

Date: April 26, 2007
Establishing in
the PREAMBLE the principles that apply in the resolution:
Whereas Article 5 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “No
one shall be subjected to torture or to cruel, inhuman or degrading treatment or
punishment.”, and
Whereas Article 19 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”, and
Recognizing
that Cuba has the most political prisoners per capita in the western hemisphere,
and
Having
considered since 1989, the international Red Cross has been denied access to
Cuban prisons, and
Fully
aware of prisoner’s health as the prisoners come out either dead or too sick,
and
Taking
into consideration that only 16 prisoners have been freed due to medical
grounds, since 2003,
Be It Hereby Resolved That The General
Assembly:
1.
Other countries that
trade with Cuba will put pressure on the Cuban government to release prisoners.
2.
The closed camps could
turn to hospitals for prisoners who need medical care, providing the money for
buildings and medical supplies by increasing 2% of their UN dues from countries
that have a GDP higher than $13,000.
3.
The pressure would
hopefully make the inhumane treatment and violations of civil rights cease.
4.
This plan will spread
out to the countries that have political prisoners, if the plan works on Cuba.
It should take about four years.
