Establishing in
the PREAMBLE the principles that apply in the resolution:
Whereas Article 25, section
1 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “Everyone has the right to a standard of living adequate for the
health and well-being of himself and his family, including food, clothing,
housing, and medical care, and necessary social services, and the right to
security in the event of unemployment, sickness, disability, widowhood, old age,
or other lack of livelihood in circumstances beyond his control.”,
and
Whereas Article 25, section
2 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “Motherhood
and childhood are entitled to special care and assistance. All children, whether
born or in out of wedlock, shall enjoy the same social protection.”,
and
Recognizing that there is an estimated 15 million children under 18 that have been orphaned as a result of AIDs, and more than 12 million of these children live in Sub-Saharan Africa, and
Appalled that it is predicted that this 12 million orphans at the cause of AIDs in Sub-Saharan Africa will increase to 15.7 million by the year 2010, and
Shocked that more than 9% of children have lost at least one parent due to AIDs, and
Concerned that there are 14,000 new
infections of HIV/AIDs worldwide every day,
Be It Hereby Resolved That The General
Assembly:
1. Request that the top 15 member nations with the highest member dues add a 3% increase to their member dues. Request that American and French airline companies add $3.00 to each plane ticket.
2. The money will be distributed to the orphanages so they can afford to buy medications for the children affected by AIDS.
3. The name of this program will be called United Nations African Children Orphanages (U.N.A.O.).
4. The money that is collected is to be distributed to the U.N.A.O. program to orphanages in Botswana, Djibouti, Malawi, Nigeria, South Africa, and Uganda. This program will be authorized for five years. At the end of the fifth year, the General Assembly will discuss the renewal of the program and discuss the addition of more countries with orphans due to AIDS. The first region of expansion will be Southeast [BC1] Asia.

Whereas Article 2 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without any distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”, and
Whereas Article 2 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Furthermore, no distinction shall be made on the basis of political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.”, and
Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and
Whereas Article 16 section
3 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS
states, “The family is the natural and fundamental group unit of society
and is entitled to protection by society and the state.”, and
Realizing that 200,000-400,000 deaths have occurred as the result of murder disease and starvation, and
Observing that millions of displaced people flee to refugee camps in Chad, and
Noting with deep concern that Janjaweed forces are able to continue murders in Chad, and
Alarmed that about 200,000 refugees remain in eastern Chad since the expulsion of the residents by Janjaweed and Sudanese militia in 2003, and
Understanding that approximately 3,500,000 people have been affected by the ordeal, and
Recognizing many water shortages in the Chad refuge area and food shortages are to be expected due to the end of crop production in Chad and Sudan, and
Taking into consideration the attacks from Janjaweed militia in Darfur could become a Rwandan like massacre, and
Appalled that Sudanese government-supported militia Arab forces (Janjaweed) are attacking non- Arabs over land and resources, and
Aware that countries such as China, Malaysia and India are supporting the attacks of Sudan by buying oil, and
Understand that Sudanese oil revenue is approximately 44.76% of the total government revenue, which is 210.7 billion Sudanese dinars (equal to $805 million US dollars), and
Alarmed by the number of rapes in the Darfur region, which runs into the thousands,
Be It Hereby Resolved That The General
Assembly:
1. Request that Sudanese government fulfill these three obligations in regard to the Darfur region: stop the genocide, disband the Janjaweed militia, and keep the peace and give relief to the people of the Darfur.
2. To insure these obligations are met, we emplace the International Sudanese Relief Effort (INSURE).
3. Sudan has six months to stop supporting the Janjaweed and disarm the militia[BC1] .
4. Request 20,000 peacekeepers of the Union of African States be stationed in Darfur to keep the peace. The[BC2] peace keepers will be delayed until disarmament takes place.
5. UN forces set up an initial system of relief for the victims of genocide providing schools for children ages 5 and older, counseling, and basic food and shelter necessities.
6. We will have worldwide concerts in order to raise awareness around the world about genocide, state sponsored murder and rape, raise funds for UN programs educating youth of the world about genocide, and help put an end to similar situations in the future.
7. We ask all member nations to pay their outstanding dues in order to fund the goal of 400 million which will cover the cost of all peace keeping forces and refugee needs throughout the world.
8. Encourage all countries to allow integration and immigration of Darfur victims into their society.
9.
INSURE program
will be authorized for 2 years. After 2 years the program will be discussed by
the General Assembly and the possible renewal of the program for a longer amount
of time. After
[BC3] renewal,
aid will be sent to Rwanda, Sierra Leone, and the Democratic Republic of the
Congo.
[BC1]Originally, there was an oil boycott, but after a vote it was removed.
[BC2]The delay of the Peace Keepers was added.
[BC3]Specific countries were added to the renewal clause.

has the right to life, liberty, and security of person.”, and
Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and
Realizing
that in North Korea an estimated 2 million people died of starvation since 1990,
and
Concerned
that economic sanctions on North Korea have strictly limited food supplies, and
Concerned
that North Koreans are not allowed to leave the country and are only allowed to
visit areas that the government allows them, and
Worried
that children in North Korea are much smaller
than in other countries. Their children are malnourished and it is very
unhealthy for them,
Be It Hereby Resolved That The General
Assembly:
1.
Request that nations
with GNP over $20,000 to increase
3[BC1] %
on their U.N. member dues.
2.
Money is going to go
towards medicines,
housing[BC2] ,
and food for the people who can’t afford it.
3.
Food will go to
children first and then the adults.
4.
Negotiate with Korean
leaders on ways that their citizens may be free to leave and return to the
country whenever they please.
5.
We believe that after
five years of help we will have helped the North Koreans enough for them to
support themselves. But we will renew after

6.
All contributions
should be sent to the Support Our Friends Foundation.
7.
Reduce
[BC4] military
spending in North Korea for a written promise from the discussed countries to
not attack North Korea.

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and
Whereas Article 25, section

Recognizing that 53,000 children are murdered every year, and
Alarmed that all violence against
children and especially child maltreatment occurs in the first decade of life,

Fully aware that according to the
recently released UN Secretary General study on the violence endured by children
aged 0-14 years occurs in the home at the hands of parents, caregivers, and
family, and
Convinced that violence against
infants and younger children are a risk factor for psychiatric disorders,
suicide and depression, anxiety disorders, smoking, alcohol, drug abuse, and
post traumatic stress disorders,
Be It Hereby Resolved That The General
Assembly:
1. Members of the United Nations exceeding $20,000 in GDP per capita will donate 1% of their money.
2. This money will go toward the International Society for Prevention of Child Abuse and Neglect (ISPCAN) and the World Health Organization (WHO).
3. This will help ISPCAN by increasing activities to help prevent child abuse and neglect.
4. This is will help WHO by donating money to the WHO Global Campaign for Violence Prevention.
5. This plan will be in effect for five years. The General Assembly will meet after the five years to discuss if they will renew this plan.
6. This resolution will help any nation that wants to decrease their level of child abuse and maltreatment.
7. This[BC1] will start in the 5 countries with the highest child abuse rates and will expand after 5 years.
8. ISPCAN[BC2] will set up relocation programs for children and will create homes that are connected with international adoption agencies.

Whereas Article 21, section
2 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “Everyone
has the right of equal access to public service in his country.”,
and
Whereas Article 26, section
1 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “Everyone has the right to education. Education shall be free, at
least in the elementary and fundamental stages. Elementary education shall be
compulsory. Technical and professional education shall be made generally
available and higher education shall be equally accessible to all on the basis
of merit.”, and
Concerned
that 50 % of children living in these areas leave school before the fifth grade,
and
Worried
that 28% of the population in
Appalled
that in a small city in India, Kerala, illiteracy rates are lower than most
other rural areas in India, because of its immense population of twenty nine
million and high unemployment rate, and
Worried
that secondary school enrollment is 53%, and
Appalled
that primary school students grade 5 enrollment is 79%, and
Realizing
that India’s literacy rate is 61%, and
Disturbed
by although many groups like Books for Asia try to ensure education, the need
for educational resources throughout the Asian region remains strong, and
Concerned
that its per capita income is about $350, making it harder for people to by
school books,
Be It Hereby Resolved That The General
Assembly:
1.
The name of this
program will be K.A.R.M.A. (Kids in Asia Reading Material Access.)
2.
Request that member
nations add a 3% increase to their UN member dues.
3.
This money will be
forwarded to the K.A.R.M.A. established in India.
4.
If K.A.R.M.A. is
successful in the top 5 populous cities in India, after 5 years the program will
be continued throughout India. After 10 years total, the program will extend to
other low literacy rate countries in Asia.
5.
This program will ask
for voluntary money or donations. The donations will help to cover the
shipping of the books, cost and upkeep of the libraries, books and computers.
6.
This program will ask
for college students training to become teachers to volunteer, for service
hours, to read, teach, and be librarians.
7.
This program will
provide libraries with books specific to the 22 languages of India. Also
it will have computers and an online site that will have E-books provided in
every language and it will easier for natives to get books.
8.
K.A.R.M.A will provide
8[BC1]
libraries per city. The surplus money will go to overhead and upkeep.
9. The libraries will be located in the growing in population cities Surat, Gahaziabad, Faridabad, Delhi, and Patna.
10.
Schools
[BC2] will
be encouraged to visit the libraries.
11.
Each library would cost
about $1 million per library. The total amount of money we will need to raise is
$50,000,000 in USA currency.

All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and
Whereas Article 25, section
1 of the
UNIVERSAL
DECLARATION OF HUMAN RIGHTS
states, “Everyone has the right to a standard of living adequate for the
health and well-being of himself and his family, including food, clothing,
housing, and medical care, and necessary social services, and the right to
security in the event of unemployment, sickness, disability, widowhood, old age,
or other lack of livelihood in circumstances beyond his control.”,
and
Noting
with deep concern that 660,000 people in
Brazil are infected with HIV, and
Observing
in 2003 40 million people were living with AIDS including 2.5 million under the
age of 15, and
Concerned
that the total cost treatment for AIDS in 1994 was $ 85,333, and
Worried that in six sub-Saharan nations it is estimated that the average child
will not live past 40,
Be It Hereby Resolved That The General
Assembly:
1.
We will start an Aids
Prevention Around the World Program (APAWP).
2.
Lower prices of AIDS
treatments by pressing global pharmaceutical companies for price cuts on other
medications.
3.
The countries in which
contributed to the UN by giving 20 million dollars or more could raise their
dues by $1,000,000 so that the UN will have 17,000,000 dollars to use.
4. With this extra money we can pay for AID prevention programs that increase awareness of HIV/AIDs and how it is transferred in South Africa, Swaziland and, Brazil, with a yearlong tour.
