Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 14 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to seek and to enjoy in other countries asylum from persecution.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Realizing that there are an estimated 400,000 refugees in Congo, and

Aware that 1.5 million of the people of Congo are displaced from their homes, and

Condemns the condition of the refugee camps and the number of camps available,

Be It Hereby Resolved That The General Assembly:

1.      Calls upon the member nations with a GDP per capita over [BC1] $10,000 to raise their yearly dues by 5%.  

2.      Approves carrying out this program for 12 ½ years, then, keeping in mind past and present genocides, decides whether to renew, abandon, or modify the program. If successful in the DRC, will spread to other countries in 3 years[BC2] . 

3.      Designates the UNHCR (United Nations High Commissioner for Refugees) and UNICEF to oversee this program.

4.      Encourages the UNHCR to enlarge the housing within the camps allowing refugees more space, thus lowering the chance of disease.

5.      Urges the UNHCR to improve the sanitation of the environments within the camp, including fresh water and waste disposal. 

6.      Calls upon increased availability of necessary vaccines and physicians in the refugee camps. 

7.      Recommends healthy portions of food be available to all refugees. 

8.      Draws attention to the education, including HIV/AIDS education, of all refugees under the age of 18.

9.      Considers stationing UN representatives in the refugee camps for supervision purposes.

10.  Further recommends more permanent residences for the refugees within Congo.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Alarmed that sea levels could rise between 7 and 23 inches by the end of the century, and 

Concerned that the Himalayan glaciers are melting at a rate of about 33 to 49 feet per year, and 

Appalled that evidence distinctly points out that humans are causing global warming, and

Recalling that we solved the problem of the hole in the ozone layer in the 1970’s, 

Be It Hereby Resolved That The General Assembly:

1.      Request that the top 17 [BC1] wealthiest member nations of the U.N. increase their member dues 3%.

2.      The program will be called United Nations Global Warming Prevention (U.N.G.W.P.) and will include a public awareness campaign on global warming.

3.      Campaign will be held in the larger cities of the countries that are causing the most pollution. There will also be campaigning in areas with urban sprawl[BC2] .

4.      Request that all member nations encourage the car companies to decrease the production of entirely gas powered cars.

5.      Request that all member nations cut down on their use of fossil fuels.

6.      Request that all member nations increase their recycling.

7.      Program will end after 15 years, and will be renewed if progress is noticed[BC3] .

8.      Make the Kyoto Protocol mandatory[BC4] .

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Noting with deep concern that 42 million people have AIDS, and

Appalled that it costs less to treat 31 children with AIDS for a year than it costs to get a facelift, and

Guided by the fact that 15-50% of the populations in Botswana, Namibia, Lesotho, South Africa, Swaziland, Zambia, and Zimbabwe have AIDS, and 

Observing that three million people die from AIDS each year, and

Be It Hereby Resolved That The General Assembly:

1.      Request that 10 member nations with the highest GDP add a 4.5% increase to their dues. 

2.      This money is to be forwarded to the purchase of testing supplies, nurses, transportation, and any other supplies necessary to the prevention of HIV/AIDS. The nurses will travel through the included countries, testing for HIV/AIDS and educating about how AIDS is spread. The nurses, (because they know how everything will work most efficiently) will be given the liberty to decide on specifics. The nurses will focus on diagnosing HIV/AIDS and educating people in order to prevent the spread of HIV/AIDS. The UN will staff the program and provide all necessary supplies. All aforementioned nurses in the project must have a degree or be supervised by a nurse with a degree[BC1] .

3.      This money will be distributed in Botswana, Lesotho, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe through the materials used in the program there to combat the high percentage of AIDS. If [BC2] the HIV/AIDS rates decreases by 25% in the countries listed above, the program will spread to 3 more countries with the highest AIDS rate.

4.      The program will be called Educating to Stop AIDS. (ETSA)

5.      The General Assembly will review the program after 15 [BC3] years. If the program is deemed successful, the General Assembly can renew the program. 

6.      U.N. AIDS Awareness fund be created. It will be funded by the 25 countries with the highest GDP who will raise their dues 2%. The program will educate world citizens on the causes and safe prevention of AIDS. It will last for 2 years at which point the General Assembly will vote to extend or abolish the program[BC4] .

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Realizing that some of the deforested areas could’ve had cures to major diseases such as HIV and cancer found in some of the plants and trees, and

Appalled that in 1985, only 34% of the original forests in Madagascar remained, and

Concerned that 5% of the world’s species reside in Madagascar, and are being killed when deforestation occurs, and

Worried that if deforestation continues as it is now, 5% of the worlds species, which are almost all endangered already, will become extinct,

Be It Hereby Resolved That The General Assembly:

1.      Request that member nations with a deforestation rate above 5% will have the following program.

2.      United Nations Against Deforestation or U.N.A.D. will be an organization that includes wildlife rangers that go into the forest before deforestation and capture the animals and either take them to a wildlife reserve or release them into a different forest area. It will also dedicate 1/2 [BC1] of the remaining forests will be donated to scientific research of plants for cures of diseases.

3.      Funding will go as follows. Request that member nations with a GNP per capita more than $20[BC2] ,000 will add a 5 % increase to their U.N. member dues.

4.      If U.N.A.D. is successful in the member nations with a deforestation rate of over 5%, it will go to all member nations with a deforestation rate above 3%.

5.      The program will be authorized for 15 [BC3] years. At the end of the 12th year, the General Assembly will discuss the renewal of the program.

6.      75% of the countries forests must be left untouched[BC4] .

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Realizing that in Papua New Guinea children and women who are with police are often raped and tortured, and

Appalled that the HIV/AIDS epidemic has risen by 30% or more in Papua New Guinea due to police rapes, and

Concerned that the police crimes, such as rape and shooting unarmed children, will not come to an end,

Be It Hereby Resolved That The General Assembly: 

1.      Request that member nations with a GNP per capita more than [BC1] $13,000 add a 4% increase to their U.N. member dues.

2.      This money will be forwarded to hire a police training program and to hire new and better police.

3.      This money will be distributed to areas in Papua New Guinea where the police brutality occurs.

4.      The name of this program will be United Nations Police Brutality Initiative (U.N.P.B.I.).

5.      If U.N.P.B.I. is successful in Papua New Guinea after 6 years the program will be started in 10 more countries with the highest police [BC2] brutality rate.

6.      This program will be authorized for 5[BC3]  years. At the end of the 8th year the General Assembly will discuss the renewal of the program.
