Whereas Article 9 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to arbitrary arrest, detention, or exile.”, and
Whereas Article 19 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”, and
Whereas Article 21, section
1 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone
has the right to take part in the government of his country, directly or through
freely chosen representatives.”,
and
Whereas Article 21, section
2 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone
has the right of equal access to public service in his country.”,
and
Taking
into consideration that ZANU-PF leaders have forced police to breach their
policy of political neutrality and issued specific orders to not arrest ZANU-PF
supporters in connection with political violence, and
Taking into consideration that 163 politically
motivated killings of MDC members have gone unprosecuted, and
Taking into consideration that ZANU-PF militia
have carried no penalties for killing six people, for which they have been
formally accused, and
Taking into consideration that police continue to
detain accused persons beyond the 48-hour statutory limit, and
Taking
into consideration detainees are denied access to legal representation, and
Taking into consideration former detainees have
reported to the Human Rights Watch that police officers frequently beat or
mistreat people in custody,
Be It Hereby
Resolved That The General Assembly:
1.
Accepts the political neutrality of the
police force.
2.
Condemns the murder of members of the MDC.
3.
Prosecutes those members of the ZANU-PF who
have committed politically motivated crimes.
4.
Encourages the peaceful coexistence of the
two opposing political parties.
5.
Provides a fair and balanced court system
with unbiased judges.
6.
Enforces the due process of the court
system.
7.
Disapproves of the unlawful detainment of
prisoners for times exceeding the statutory limit.
8.
Forbids the mistreatment of prisoners when
in custody.

Affirming the Resolution 1624 whereas states were called upon to adopt criteria such as denying safe havens from those who have been suspected and/or charged with terrorism, and
Recognizing that Resolution 1617 urged “all Member States to implement the comprehensive, international standards embodied in the Financial Action Task Force’s (FATF) Forty Recommendations on Money Laundering and the FATF Nine Special Recommendations on Terrorist Financing”, and
Observing that Resolution 1373 declared that all states prevent and suppress and financial aid to terrorism and refrain from supplying any form of support to terrorist acts, and
Alarmed by the amount of terrorism encompassing the world and its regions, and
Aware of all deaths attributed to
these terrorist acts and the amount of money the terrorist acts cause around the
world, and
Realizing the fear that is spread across all nations due to the terrorism in the world,

Endorses a new program called the Victim of Terrorist
Acts Support Committee(VTASC), which provides funding for all nations victim to
terrorists acts, which includes:
a. Financial aid for rebuilding any structures damaged caused by any terrorist
b. Distributes food and clothing to those people that have been affected by terrorist acts.

Fully aware that the
Counter-Terrorism Committee was established by the Security Council.
It was given the task of
monitoring the implementation of resolution 1373 (2001), which requested
countries to implement a number of measures intended to enhance their legal and
institutional ability to counter terrorist activities at home, in their regions
and around the world, and
Recognizing
resolution 1373 (2001) was passed in order to “prevent and suppress terrorists
acts” and “freeze without delay funds and other financial assets or
economic resources of persons who commit, or attempt to commit, terrorist acts
or participate in or facilitate the commission of terrorist acts; of entities
owned or controlled directly or indirectly by such persons; and of persons and
entities acting on behalf of, or at the direction of such persons and entities,
including funds derived or generated from property owned or controlled directly
or indirectly by such persons and associated persons and entities”, an
Keeping in mind that the resolution is under a Committee of the Security Council. The members consist of all the Council. The members will monitor implementation of this resolution, with the assistance of appropriate expertise, and
Noting with deep concern that terrorism is a global concern that has no solution that can help everyone, and
Reminds that terrorism does not have a proper definition to help classify terrorists acts, and
Considers that terrorism is a growing problem and could bring a major threat to the rest of the world, and
Encourages that all countries come together to help prevent the spread of terrorists acts and threats against the global community,
Be It Hereby Resolved That The General Assembly:
1. The General Assembly creates another program, called MTSC (Monitored Terrorism Support Committee), MTSC will closely monitor all countries that have had forms of terrorists acts occur in their country.
2. The program will be monitored by all members of the Security Council.
3. The program will prevent all forms of terrorist acts from occurring.
4. The funding for this program will come from an International Bake Sale and from all countries willing to donate money.
5. All countries that donate money will be informed of the functions of this program, unless the country is under investigation at the time.
6. If the program is successful, then it will be renewed every five years and if it is not renewed, it can later be renewed once it is needed again.

Whereas Article 24, section
1 of the United Nations Charter states, “In
order to ensure prompt and effective action by the United Nations, its Members
confer on the Security Council primary responsibility for the maintenance of
international peace and security, and agree to carry out its duties under this
responsibility the Security Council acts on their behalf.”, and
Whereas
Article 34, section 1 of the United Nations Charter states, “The Security
Council may investigate any dispute, or any situation which might lead to
international friction or give rise to a dispute, in order to determine whether
the continuance of the dispute or situation is likely to endanger the
maintenance of international peace and security.”, and
Whereas Article 35, section
1 of the United Nations Charter states, “Any
Member of the United Nations may bring any dispute, or any situation of the
nature referred to in Article 34, to the attention of the Security Council or of
the General Assembly.”, and
Observing
that the United Nations has not taken a more effective route concerning the
piracy on the seas, and
Realizing
that if the situation of piracy is not taken more seriously, the current status
of the issue will worsen, and
Convinced
that nations who are affected by this issue, should band together and present
the situation to the committee,
Be It Hereby Resolved That The General Assembly:
1.
The Security
Council should start a program called Assuring Resources Go Home (ARGH), the
goal of which is to decrease the threat of piracy.
2.
ARGH will
deploy patrol parties into areas that are the most heavily affected by piracy.
3.
These parties
will contain armed personnel that will eliminate any who participate in piracy
if any aggression is used against the patrols.
4.
The program
will last until a significant decrease of piracy is witnessed. Once a month a
report of the program’s progress will be sent to the Security Council.
5.
The program
will be given supplies and personnel by countries willing to donate such
materials and by the countries that are being patrolled by the parties.

Keeping in mind the regulations
brought up in the Copenhagen 2001 resolution on terror, which Reaffirming
further that such acts, like any act of international terrorism, constitute
a threat to international peace and security, an
Observing the points mentioned in resolution 1373 that focuses on the funding aspect of terrorism and will also freeze the funds of these terrorist organizations, and
Recalling the topics of incitement and terrorism referred to by resolution 1624 in 2005 , which also Condemning in the strongest terms all acts of terrorism irrespective of their motivation and the incitement of such acts, and repudiating attempts at their justification, the Council called on all States to prohibit by law such incitement, prevent such conduct, and deny safe haven to anyone guilty of such conduct, and
Noting with deep concern that there is no set definition for such a menacing and daunting topic, and
Alarmed by the threat that terror brings to the rest of the world, which could be detrimental, and
Aware of the number of people who have lost their lives as a result of terrorist acts,
Be It Hereby Resolved That The General Assembly:
