HR 10 Climate Change

  Op clause 2 - changed. Maintain old way of life and set low interest rate for new homes in new country.

    Op clause 3 - Delete and change to... How many refugees can a country accept, and submit estimate by 2010

    Op clause 4 - Refugees will be provided with requirements to be placed on list, and list of countries offering help, with information about what the host country is like, so refugees can determine where they want to go.

 

Amendment 1: Add operative clause 5: Ask neighboring countries to provide means of transportation for climate refugees. But U.N. pays for transportation by increasing dues for top 10 carbon-emitting countries.

Revisions:

-Evaluate Israel's education system as well.

-If either country is willing to work for positive change, a free checkpoint pass and transportation will be offered to students of either territory who desire to attend school in the opposite territory. [DELETED BY SPONSOR]

-If neither country is willing to work for positive change, sanctions will be instituted in that country/territory.

-After 10 months, a presentation of facts by UNESCO. If either country says yes or no, the plan goes into effect.

 

    Amendment 1: The program would not go into effect in the "illegally held" Gaza territory held by Hamas, because such a program would legitimize Hamas' control.

DISCUSSION OF HR-03: Helping DARFUR

Delete Operative clause 1:
New Operative clause 1: Any country can offer aid to help Darfur, and whatever is given will be used to help people in refugee camps
Establish International Darfur Defense Fund.  Give significant economic incentive to countries that give money to Darfur.

Delete Op clauses 2, 3.

DISCUSSION OF HR-05:  "WATER WARS IN KENYA"

Rename the resolution:
"Worldwide Water Issues" to address broader issues of water globally.

New Operative clause 1:
United Nations should sponsor water infrastructure programs for the 10 worst urban slums.

New operative clause 2:
U.N. should broker an energy trade deal between Uganda and China in order to eliminate the need for Uganda to overuse water.

New operative clause 3:
Build irrigation and purification systems that helps clean the water, in countries that have a source of water, and make it available to neighboring countries that don't have water.

New operative clause 4:
Implement SODIS [personal water purification program] as a temporary measure.

New operative clause 5:
Build canals from saltwater sources and use de-salinization programs to make water available.

New operative clause 6:
Establish a fund called W.A.T.E.R [Water Assistance Taking Every Reserve] to raise money for costs. Use some of the money for rehydration programs. To fund this,          
         a) ask World Bank for a no-interest loan.

New operative clause 7:
Declare that water is a basic human right.
