Whereas Article 27, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.”, and

Fully aware women make up nearly two thirds of the world’s 759 million illiterate adults, and

Deeply concerned women in parts of Asia are forced into early marriage and girls in this region have suffered some of the most severe forms discrimination and abuse, and

Keeping in mind women played an important role in the recent pro-democracy protest movements in North Africa and the Middle East this year, and

Realizing women must continue to be encouraged, and

Convinced more efforts are needed to achieve equality for all women and violence against women must be stopped,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will establish a program called More Opportunities, Rights, and Education for Women known as “M.O.R.E. for Women” whose goal will be to provide women in all countries, but especially those countries where women’s rights are at the greatest risk, more human rights, more educational opportunities and more protection under the law in their own communities.

3. “M.O.R.E. for Women” will help women improve their lives by providing them with more educational opportunities. Women will have the same access to community level job training as men.

4. “M.O.R.E. for Women” will improve the security of women by providing them with better police protection in their own communities.

5. “M.O.R.E. for Women” will last until women have rights just like men.

6. The United Nations will work with all nations to achieve these goals at the local level. To pay for this program M.O.R.E. for Women will apply for grants from international donors and charge a nominal legal fee for those who have means. M.O.R.E. will also ask the ten wealthiest nations to increase their dues by 0.01% the first year and again after two years until the program is self-sustaining. This money will go towards establishing law clinics that advise and protect women of their rights and privileges under the law.

Date:   April 28, 2011

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 17, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to own property alone as well as in association with others.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Alarmed by the limited fresh water supply in countries of North Africa, caused by drought, soil erosion, and water borne diseases, and

Keeping in mind that about 1/2 (7,000,000 people) of the population (15,200,000) of Mali are under the poverty line and do not have access to clean water and 15% suffer from malnutrition, and

Noting with deep concern that 23% of the people in Algeria are poor and therefore they do not have easy access to clean water, and 18% of people under the age of 5 suffer from malnutrition out of a population of 34,586,184,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will begin a program called Water for the Desert (WFD), the goal of which is to get fresh water to countries in Northern Africa who need it.

2. WFD will take place in North Africa in countries such as Mali, Algeria, and Mauritania.

3. WFD will get water from Niger and Senegal Rivers and filter them with a fresh water filter from the water filtration plant.

4. This project will take about a little more than a year to build the plants and 4 years to run. Each plant costs about $8,000,000,000 to build, including hiring employees.

5. Three plants will be built: one in Algeria, one in Mauritania, and one in Mali.

6. To raise the money to build these water filtration plants, we are going to raise the dues of Luxembourg, Norway, Qatar, Switzerland, Denmark, the United States, Luxembourg, and the United Kingdom by 3%.

7. By raising the dues by 3%, WFD will raise $24,000,000.  That is $69,345 from Qatar, $992,076 from Switzerland, $602,913 from Denmark, $637,995 from Norway, $17,948,768 from the United States, $69,345 from Luxembourg, and $5,418,894 from the United Kingdom; for a total raised of $25,739,336.

8. After building each plant in the countries that need them, WFD will hire employees from that country to run these plants so that not only do they get clean drinking water, but they also get a job to rise from poverty.

9. The workers will be covered by payments from extra money left over from building the plants ($1,739,336), a worker will earn approximately $10,000 per year.  This will provide for approximately 24 workers per plant at a cost of about $720,000 per year.

10. The program will run for 3 years and if successful, we will extend and expand it to 3 more countries in poverty.

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and

Whereas Article 27, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.”, and

Understanding that there are millions of homeless people in Africa, many of which are women and children, and

Shocked that many of those millions are without power, and

Recognizing that many hospitals have no air conditioners or heating units to give their patients comfort,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will begin a program called United Nations Wind Energy (UNWE), this program will assist African people to give them power for their homes or shelters.

2. UNWE will take place in Liberia, Sierra Leone, Guinea, and Guinea Bissau.

3. UNWE will set 5-6 wind turbines in 5 villages in the countries listed. The villages will be close to the sea where there is a lot of wind.

4. These turbines are $35,000-$50,000 so we raise the dues by 1% of the top 25 countries.

5. We will see if any Africans want to help build and maintain the turbines for pay.

6. Then we will review the results after three years and make changes or expand the program.

Understanding that as of 2009, the total enrollment and attendance at an Ethiopian primary school was only 45%, and

Whereas as of 2008, only 4% of the population of Ethiopia attended a college or university, and

Whereas only 52% of Ethiopian children complete a full duration of primary school, and

Recognizing that at least 875 million adults around the world remain illiterate, 68% of which are women, and

Whereas in Ethiopia the literacy rate is 50% for boys and 35% for girls.

Be It Hereby Resolved That The General Assembly:

1. The UN will begin a program called the Ethiopian Children’s Education Foundation (ECEF), the goal of which is to reduce Ethiopia’s illiteracy rate by 25% in the next five years.

2. ECEF will take place in Ethiopia, a country where the average literacy rate is under 50%.

3. ECEF will build schools in the twenty poorest villages in Ethiopia.

4. To fund this program, the UN will raise the dues of the ten richest countries by 1% raising 3.86 million dollars in five years. The ECEF will use the money to build twenty schools($170,000), train teachers ($20,000), provide teacher salaries, purchase other necessary materials such as desks and books($10,000), and provide monthly incentives (see number 8)

5. Schooling will be free to all students. Any student who wishes to learn, with a guardian’s permission, will be admitted.

6. Students will not be turned away based on gender, race, color, religion, language, political opinion, birth status, or national origin.

7. Students will have the option of attending school for half a day, if they are needed to help support their families.

8. ECEF will provide workshops to educate local teachers. ECEF will provide monthly incentives each to families, whose children attend a ECEF school, half day or full day. Each month, each family will receive one five pound bag of rice.

9. ECEF will last for five years. At which time, the program can be evaluated by the General Assembly, and if found successful, can be renewed for another five years. Also at this time the UN can decide if the program should be expanded to other uneducated countries, such as Somalia, Chad, and Burkina Faso, all of which have literacy rates under 50%.

10. The Ethiopian government will be responsible for assuring that the ECEF is carried out. The UN will not be held responsible if the program fails. The effect of this program will be measured by the increase or decrease of the Ethiopian literacy rate after five years.
