As amended on 11-16-1996
AMENDED SECTIONS IN ALL-CAPS AND UNDERLINED
Re.: Nuclear Disaster Relief
Submitted to: Security Council
Submitted by: Russian Federation
Date: November 6, 1996
Recalling the nuclear disaster that occurred on 26 April 1986 at Chernobyl, and
Recognizing the severity of the repercussions already felt, and still being suffered today, and of those not yet experienced,
mainly by the people of Belarus the Russian Federation, and Ukraine, and
Aware that at least 9 million people have been either directly or indirectly affected by this tragic catastrophe and its aftermath,
and
Realizing that ultimately not only the immediate victims of Chernobyl, but also the greater world community, will feel the
growing effects of this crisis,
Be It Hereby Resolved that the Security Council
- Encourage continued financial support from the international community to the countries most severely affected -
Belarus, the Russian Federation, and Ukraine - to promote research into the projected effects Chernobyl will have on
the world, to address the immediate needs of the people, to continue clean-up and recovery work, and to prevent the
nuclear material that did not escape during the explosion from entering into our atmosphere presently due to the
deterioration of the abandoned nuclear plant at Chernobyl.
- ESTABLISH A COMMITTEE THAT WILL AID IN RESEARCH AND NEUTRALIZATION TO PREVENT
AND RESOLVE THESE AND ALL NUCLEAR DISASTERS ON THE GLOBAL SCALE.
- SUGGEST THAT THIS COMMITTEE WOULD AID IN RELIEF FOR ANY NATION PETITIONING FOR
SUCH AID AGAINST NUCLEAR DISASTERS.
- ASK THAT THIS COMMITTEE BE FUNDED BY MEMBER COUNTRIES OF ECO-SOC WITH THE 2%
INCREASE OF EACH COUNTRY'S MEMBERSHIP DUES, SINCE THIS IS A MULTI-LATERAL
PROBLEM.
