 Whereas Article 26 of the universal Declaration of Human Rights states "Everyone has a right to education. Education shall be free in the elementary of fundamental stages. Elementary education shall be compulsory. Technical and higher education shall be equally accessible to all on the basis of merit," and

Whereas in Vietnam, though some people go to school, only 23% of the population actually finish elementary school and 6.8% of the population actually have a post secondary education,

Whereas the literacy rate in Maldives is 98% but we are short of schools and supplies,

   Be It Hereby Resolved That:

1.      Form a program that promotes education beyond secondary and abolish payment for school during Kindergarten through 8th Grade. 

2.      Continues the program until all the 2nd and 3rd world countries have at least 15% of students have a post-secondary education but will hold a convention every 5 years to decide whether the program should continue or not.

3.   Request that a 3% tax on all international al shipping between member nations be levied. This money will go to help our children with their education.

4.    The money raised from this tax will be put in a separate fund for the building of schools, hiring of teachers, and school supplies.

Re:                        Sharing the Holy Lands

Recognizing that all the Holy Lands should be kept sacred,

Realizing that all religions’ Holy Lands should be available to them,

Remembering that the Holy Lands should be well preserved,

Concerned about the fighting over the Holy Lands,

Alarmed by religious terrorist acts,

Apprehensive about religious inequality

Be It Hereby Resolved That the General Assembly:

1.      Form an organization to keep (or try to keep) peace between religious leaders.

2.      Name the organization World Religious Peace (WRP).

3.      Launch program initially for five years, after which, the General Assembly will discuss its status.

4. The UN will create a task force to eliminate terrorism in the Middle East.

5. The Holy Lands (Jerusalem) will become an international territory governed by the UN.

Whereas Article 25. Section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to a standard of living adequate for the health and well being of himself and of his family, including food. clothing, housing, and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control,” and

  Whereas the people of South Africa are being operated on without antiseptics or anesthetics because there is not enough money to purchase these much needed items,

 

Be It Hereby Resolved That The General Assembly

 

1.         Request that all member nations and all international cruise boats agree to access a 2% tax on all cruise line tickets as well as a 1% tax on CD's, tapes, and records.

 

2.         Half of the money generated from this tax be placed in a separate fund to be used for the buying of antiseptics and anesthetics, and the other half will go to suppressing the AIDS epidemic in South Africa.

 

3.         The money be allotted to various countries dependent on if less than 71% of their people are being operated on without antiseptics and anesthesia.

 

4.         The name of this commission will be the Universal fund for Antiseptics and Anesthesia (U.F.A.A.)

 

5.            The program will be initially authorized for six years.  In the fourth year of the program, the General  Assembly will commence discussion on renewal of the program.

Whereas Article 25. Section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to a standard of living adequate for the health and well being of himself and of his family, including food. clothing, housing, and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control,” and

   

Whereas Article 21. Section 2 of the Universal Declaration of Human Rights states, “Everyone has the right of equal access to public service in his country,” and

 

Whereas the population per physician in India is 1 per 2,178 people and women have a life expectancy of 60 years, men have a life expectancy of 59 years, and

 

Whereas the population per physician in New Zealand is 1 per 318 people and women have a life expectancy of 86, men have a life expectancy of 74.

 

Be it Hereby Resolved that the General Assembly:

        

1.      All medical attention be focused mainly on prenatal care and children ages 0-5.

2.      Place a 1% tax on tourism in New Zealand

3.      Money generated from tax be placed in a special fund used for the recruitment of doctors to be sent to India

4.      The name of this commission will be United Nations Medical Assistance Program (U.N.M.A.P.)

5.      This program will be authorized for 10 years. In the 5th year, the General Assembly will meet to discuss if the program has been successful.

Noting that marriages are arrange in families of some cultures,

 

Alarmed that women are being forced to marry men,

 

Realizing that marriages are often for wealth and status,

 

Be It Hereby Resolved That the General Assembly:

 

1.      Have the Women’s Rights Congress check on countries who require forced marriages.

2.       Publish articles in international journals to inform women of their rights.

Whereas Article 26, Section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to education.  Education shall be free, at least in the elementary and fundamental stages.  Elementary education shall be compulsory.  Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit,” and

 Whereas the literacy rate in Maldives is 98% but we are short of schools and supplies,

 Be It Hereby Resolved that the General Assembly

1.         Request that all member countries and all international imports and exports be taxed 3% to help with our problem.  This money will go to help our children with their education.

 

2.         The money raised from this tax will be put in a separate fund under Maldives Schools, Inc.  For the building of schools, hiring of teachers, and school supplies.

Whereas the preamble of the Universal Declaration of Human Rights states, “Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined promote social progress and better standards of life in larger freedom," and

 

Whereas Article 1 of the Universal Declaration of Human Rights states, "All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood."

 

Whereas Article 3 of the Universal Declaration of Human Rights states, "Everyone has the right to life, liberty and security of person."

 

Alarmed by the unemployment rate in the United States being 4%, approximately 6,000,000 people.

 

Alarmed by the unemployment rate in Haiti being 70% (approximately 4,758,000 people) with a GDP per capita of $1,340.

 

Be It Hereby Resolved That the General Assembly:

 

1.      Request that all member nations and all international transportation companies agree to add a 1% tax on toll roads, passenger airline tickets, and all international shipping boat and freight train cargo (per ton).

2.      The money generated from this tax the placed in a separate fund for the purchasing of land, building of farms, training of farmer, and purchasing of seed in all countries whose unemployment rated is greater tan 30% or a GNP per capita of 1,000 cc less. If farming is not a viable option, the money generated by the tax will be used to develop natural resources (i.e. oil, minerals, rain forests) in poorer nation.

3.      The counties that receive money will agree to train unemployed people to farm and/or develop the natural resources, put half of the products on the market, and half will be distributed to other unemployed people in an effort to feed them while they search for a job. The farmers and workers will be paid three food rations per family members in addition to minimum wage.

4.      The money will be allocated to various countries based on the recommendations of a commission of twelve members appointed by the Secretary-General. The members of this commission consist of one individual from each of the twelve countries in the world with the lowest unemployment rates, or highest GNP per capita.

5.      The name of the commission wilt be the United Nations Commission to Reduce All Poverty (U.N.C.R.A.P). The program will be initially authorized for ten years. In the fifth year of the program, the General Assembly will commence discussion on renewal of the program.

Concerned that people are littering and driving everywhere instead of using other options,

 

Alarmed by manufacturing companies that are using chemicals which pollute the are rather than employing less harmful substances,

 

Be It Hereby Resolved That the General Assembly:

 

1.      Raise money to establish more trash containers.

2.      Inform the country of the problems and work out solutions to those problems.

3.      Push the factories to switch their chemicals.
