Whereas Article 3 of the Universal Declaration of Human Rights states," Everyone has the right to life, liberty, and security of person," and

 Whereas Article 29, Section 2 of the Universal Declaration of Human Rights states," In the exercise of his rights and freedoms, everyone shall be, subject only to such limitation as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society," and

 Whereas everyone should be safe from the violence involved in illegal smuggling of drugs, and

 Whereas Argentina is one of many countries where the consumption of drugs has sky rocked, and

 Whereas drug abuse decreases life expectancy, and

 

Be it Hereby Resolved that the General Assembly:

1.      Assess a 8% tax on all tobacco and alcohol products.

2.      Half of this  money earned from the tax will be used for law enforcement. Half will be used to set up rehab clinics.

3.      If any drugs are found, the drugs will be destroyed and the culprits will be fined a minimum $15,000 and will be imprisoned for at least 5 years.

4.      The name of this commission will be United Nations Commission to Decrease Global Drug Abuse (UNCDGDA).

5.      The program will be authorized for 5 years. At the end of the fourth year, the General Assembly will commence discussion on the renewal of the program as well as assess the effectiveness.

Re:                    Deforestation in Latin America

Whereas in Latin America the cutting of trees causes layers of fertile soil to erode, and
 Whereas deforestation has caused areas of dense vegetation to become desert-like, and
 Whereas a loss of vegetation in the Amazon region and other forested regions of Latin America are at a rate of 25,000 - 50,000 square km 
per year, and
 Whereas if deforestation were to continue at this rate, most of the tropical forests in Latin America, especially the Amazon region would 
disappear in the next 50 to 100 years causing a dramatic effect on the regional and world climate, and
 Whereas Article 3 of the Universal Declaration of Human Rights states, "Everyone has the right to life, liberty and the securing 
of person,"

 Be It Hereby Resolved That:

  1. All countries belonging to the United Nations with a per capita GDP of $12,000 and above would donate.002% per year to a fund that 
    would build and maintain    preservation areas within the Amazon region and other areas of Latin American tropical forests.
    
  2. Each country's Department of Conservation would be designated an apportioned amount to be used to replant areas already destroyed.
    3% of the rainforests will be sold to lumber companies for a very large sum of money.  The profits will be used for the projects above and 
    to prevent illegal logging.
    
  3. This funding would continue for 5 years.  At the end of that time, the program would be reevaluated by the United Nations and either continued, 
    changed or dropped.

Re:                      Provide Medical Services and Help to India & Jamaica

Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states, "Everyone has the right to a standard of living adequate for the health of himself and his family, including food, clothing, housing, medical care, necessary social services, and the fight to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood due to circumstances beyond their control,” and

 Whereas 11 % of deaths in India are caused by unsanitary conditions, and inept workers, and

 Whereas there is little available help for drug addicts in Jamaica,

 

Be It Hereby Resolved That the General Assembly:

  1. Request that all member nations agree to assess a .5% tax on all imports.

  2. Request that all member nations and all telephone communication companies assess a 0.5% tax on all international, long distance phone calls.

  3. The money generated from these taxes will be distributed to the areas in India and Jamaica that have the worst medical records to be used to buy medical supplies and services.

  4. The name of this commission will be Special Medical Services for India and Jamaica (SMSIJ).

  5. This commission will be authorized for 4 years, At the end of the 3rd year the General Assembly will commence discussion for the renewal of this commission.

Re:                    AIDS in Sub-Saharan Africa

Whereas in sub-Saharan Africa the number of fatalities resulting from AIDS in 1998 was 2.2 million and over 95% of the new cases will be 
found in central southern African countries, and

 Whereas there is no cure for AIDS, advanced medication which hampers the development of the disease is not being distributed to Africa 
because the citizens of African nations are unable to pay for the high cost of the drugs and,

 Whereas citizens in other countries such as Italy and Belarus are potentially at risk because of international travel and the prevention of HIV 
has become necessary to greatly reduce the number of AIDS victims and save countless lives, and

 Whereas Article 25, Section 1 of the Universal Declaration of Human Rights states that  "Everyone has the right to a standard of living 
adequate for the health and well being of himself and of his family, including...medical care...and the right to security in the event of...
sickness..."

 
Be It Hereby Resolved That:

 
  1. Scientific research being done on HIV and AIDS be conducted by more drug companies and these companies should be persuaded to 
    distribute medication to third world nations at little or no cost.
    
  2. Experts on the AIDS epidemic be sent to sub-Saharan countries to educate government officials, health care workers and anyone who deals 
    with AIDS victims giving them ways to spread information to the population in general on how to avoid getting AIDS.
    
  3. Voluntary testing for HIV and AIDS be done at clinics.  The clinics would be funded to pay for personnel and testing materials from a fund 
    established by the United   Nations.  All member nations will donate .0001% of their yearly GDP.
    
  4. United Nations will establish a campaign program to raise voluntary funds from individuals throughout the world.  The United Nations will 
    collect and distribute these voluntary contributions on a country-by-country need basis.

Re:                      Increasing Employment in Djibouti

Alarmed about Djibouti’s low employment rate, and

 Whereas Article 23, Section l of the Universal Declaration of Human Rights states " Everyone has the right to work, to free choice of employment, to just and favorable conditions of work, and protection against unemployment,” and

 Whereas The CIA World Fact book 2000 said the unemployment rate of 40% to 50% continues to be a major problem.

 
Be It Hereby Resolved That the General Assembly:

  1. Since Djibouti is a poor country, Australia plans to trade money for coffee.

  2.  Djibouti will use this money to make factories so they will have more jobs, for people.

  3. We will have builders from Djibouti to build the factories in Djibouti.

  4. Our organization will be called United Nations Funding for Employment (UNFE). The organization will be authorized for six years. At the end of the fifth year, the General Assembly will evaluate the effectiveness of this program.

Re:                    Lack of Medical Care in Latin America

Whereas in many Latin American countries, such as Chile, there are insufficient hospitals, doctors, health care workers, medicine and medical 
	equipment, and
 Whereas in many Latin American countries, such as Chile, the cost of paying for medical can take as much as 50% of a person's family income 
	because there is no health insurance, and
 Whereas more than 50% of deaths in many Latin American countries, such as Chile, are caused by diseases such as heart disease, malaria, 
	dysentery, and common childhood diseases, and
 Whereas the governments of many Latin American countries, such as Chile, are not financially able to help pay for the costs of health care, and
 Whereas Article 25 Section 1 of the Universal Declaration of Human Rights states,  "Everyone has the right to a standard of living adequate 
	for the health and well being of himself...and his family"...

Be It Hereby Resolved That:
  1. All countries with an annual GDP of $10,000 or more will give.005% to the United Nations to be sent to Latin American countries with poor 
    health care systems.
  2. This plan will be in effect for 5 years at which time it will be reviewed again by the General Assembly for another 5 years.
  3. The monies will be used to help finance the building of hospitals, paying the salaries of doctors and other health care workers, medications, and diagnostic equipment.
