Whereas Article 3 of the Universal Declaration of Human Rights states, “Everyone has the right to life, liberty, and security of person", and

 

Whereas Article 5 of the Universal Declaration of Human Rights states, “No one shall be subjected to torture or cruel, inhuman or degrading treatment or punishment,” and

 

Whereas Article 25 of the Universal Declaration of Human Rights states, “Everyone has the right to a standard of living, adequate health and well being of himself     and of his family, including food, clothing, housing, and medical care and necessary social services,” and

 

Alarmed that two and a half million Congolese civilians have been killed and 1.3 million     have been displaced, and

 

Noting that Uganda and Rwanda are attacking and stealing minerals that are vital to the     Congolese people’s survival, and

 

Recognizing that the Democratic Republic of Congo is rich in coltan, which is a substance used in electronics and that rebel troops are stealing these riches and selling them to other countries and to companies like Nokia and Sony to finance their killing and repression of the Congolese people,

 

Be It Hereby Resolved That the General Assembly:

 

1.      Approve the training of 500 soldiers from each United Nations member country to provide for an armed military force to end this war.

 

2.      Boycott all products that use the rebels stolen materials.

 

3.      Place a 0.45% tax on all electronics.

Re:                     Setting Human Rights Standards to be Eligible to Receive Economic Aid

Whereas Article 25, section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food clothing, housing medical care, and necessary Social Services, and the right to security in the vent of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control,” and

 

Noting the literacy rate in Japan and the United Kingdom is 99% for both countries and the GDP per capita in Japan is $24,900 and in the United Kingdom it is $22,800, and

 

Alarmed that Haiti has a GDP per capita of $1,340 and the literacy rate is 53% and the literacy rate in Pakistan is 34.8% and the GDP per capita is $408 (1993).

 

Be It Hereby Resolved That the General Assembly:

 

  1. The countries that receive money will agree to abide to:
    1.  Article 2, Section 1 of the Universal Declaration of Human Rights, which states, “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any race, colour, sex, language, religion, political or other opinion, national or social origin, poverty, birth or other status. 
    2. Article 13, Sections 1and 2 of the Universal Declaration of Human Rights, which states, “Everyone has the right to freedom of movement and residence with in the borders of each state,” and “Everyone has the right to leave a country, including his own, and to return to his own country.”
    3. Article 23, Sections 1and 2 of the Universal Declaration of Human Rights, which states, “Everyone has the right to work, to free choice of employment, to just favorable conditions of work, and to protections against unemployment,” and “Everyone, without any discrimination, has the right to equal pay for equal work.”
  2. Request that all member nations agree to add a 1% tax to luxury transportation such as cruise tickets, airline tickets, and luxury car purchases.
  3. The money that is generated from this tax shall be placed in a separate fund with the purpose of all countries whose literacy rate is 60% or less, poverty rate is 50% or more, and GDP per capita is $15,000 of less using the money tin their area of greatest need and with at least 25% of what they receive used to improve their education.

Whereas Article 25, section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food clothing, housing medical care, and necessary Social Services, and the right to security in the vent of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control,” and

 

Whereas Article 22 of the Universal Declaration of Human Rights states, “Everyone as a member of society has the right to social security and is entitled to realization, through nation effort and international cooperation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality,” and

 Concerned about the fact that Afghanistan is responsible for more than 80% of the world’s poppy crops, and that this economy has been exported to Uzbekistan, and

 Alarmed by the fact that drug trade in Uzbekistan has causes a staple food, bread, to raise in price as much as 20 times the original because farmers have stopped planting wheat and have replaced with a more profitable crop, poppy, and

 Noting that Uzbekistan closed the Friendship Bridge to limit the drug trades between Afghanistan and Uzbekistan, and

 Recalling that Uzbekistan recently reopened the Friendship Bridge for humanitarian reasons, and

 Apprehensive about increased drug traffic because of this humanitarian action.

 Be It Hereby Resolved That the General Assembly:

 

  1. Require that 1% of all U.N. funds aimed at rebuilding Afghanistan be set aside to combat the drug economy in Afghanistan and Uzbekistan.
  2. Encourage all countries that have donated funds to rebuild Afghanistan to also set aside 1% for this purpose.
  3. Require that all poppy fields in both countries be destroyed.
  4. Use funds set aside to:
    1. Give subsidy to farmers whose poppy fields are destroyed and who replant crops such as wheat, barely, and cotton.

                                                               i.      The subsidy will pay the difference in profit between poppies and non-drug crops.

                                                             ii.      The subsidy will gradually be reduced over a ten-year period.

    1. Establish an agency of Uzbekistani citizens who will be trained and salaried to oversee and enforce this program under the U.N. auspices in both Afghanistan and Uzbekistan.  The agency will be reevaluated at the end of 10 years.

Whereas Article 25, section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to a standard living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control,” and

Whereas Article 27,section 1 of the Universal Declaration of Human Rights states, “Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in a scientific advancement and its benefits,” and

Whereas: Medical care in third world countries or lack thereof is mainly responsible for low birth and life expectancy rates, and

Whereas:  Medical care is needed to help people in third world countries because of death caused by treatable illnesses, and lack of proper medicine.

 

Be It Hereby Resolve That the General Assembly:

 

  1. Tax the big over the counter drug companies a certain percent.
  2. The money generated from this tax will be placed in a separate fund to be used for medical assistance for the countries without medical services.
  3. A committee will be chosen to decide which countries do not have medical services and are in need of this medical assistance.
  4. In the third year of this program, the country in which aid has been given will have to summit research to the General Assembly stating the facts that this program is indeed helping the medical conditions of their country.
