Establishing in the PREAMBLE the principles that apply in the resolution:
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care and necessary social services…”, and
Noting that Article 2, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms in this declaration without distinction of any kind, such as race, color, sex, language, or opinion, etc.”, and
Whereas the children of Cote D’Ivoire are deprived of protein and many other vital nutritional things lowering their standard of life, and
Whereas the families are allowing the adult to eat and serving the children the scraps. This is because families believe that parents work and need more food so they are not allowing the same rights to their children,
Be It Hereby Resolved That The General Assembly:
1. Request every country put a 0.25%[AHL1] tariff tax on all exported goods in countries with a GNP per capita of $20,000.[AHL2]
2. The money will be used to buy food products. The aforementioned food products will be a balanced amount of all groups needed for a healthy diet.[AHL3] Italy will send volunteers over to Cote D’Ivoire (and other malnourished countries) to run soup kitchens four times a month.
3. This shall be called the BMFM. (Buying Meat For Malnutrition)
4. A U.N. inspection team will check in on this program once a year to insure that the food products are being distributed properly.[AHL4]
5. Each wealthy nation will be assigned a poorer nation (or two) that it will help provide for.[AHL5]
6. This program shall be tried for 6 years and in 3 years we will bring it back and revote upon it.

Establishing in the PREAMBLE the principles that apply in the resolution:
Alarmed by the fact that 2,258 men and women from 18 to 85 years of age were executed by their own governments in 37 countries in 1998, and
Deeply disturbed that 23 innocent people were cruelly executed by their own governments in one member country alone from 1900 to 1985, and
Determined to make it known that the death penalty does NOT cut down on the homicidal rate substantially, if at all, and
Recognizing that 106 countries, many of which are member states in the United Nations, never or rarely use capital punishment, which they view as archaic and barbaric, and
Equally aware that over 90 countries, some of which belong to this very group, have yet to abolish this horrifying practice, and
Noting that Article 3, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Referring to Article 5, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or cruel, inhumane or degrading treatment or punishment.”,
Be It Hereby Resolved That The General Assembly:
1. The U.N. request the overall and complete abolishment of capital punishment.
2. An article be added to the UNIVERSAL DECLARATION OF HUMAN RIGHTS specifically prohibiting national governments from executing their citizens.
3. U.N. inspectors be placed in countries that haven’t abolished capital punishment by the year 2004,[AHL6] to insure their compliance to the above article.

Establishing in the PREAMBLE the principles that apply in the resolution:
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and
Whereas Article 3, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Whereas Article 6, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to recognition everywhere as a person before the law.”, and
Whereas cities are growing at an alarming rate and pollution in those cities are the number one killer of young children because of respiratory diseases, and
Whereas the poor are getting poorer due to competition for resources while governments are strained to keep up with them and economies fail, and
Whereas wild habitats that shelter endangered plants and animals are giving way to human activities and needs, and
Whereas civil conflict often emerges in societies where rapid pollution growth combines with environmental scarcity to undermine the governments,
Be It Hereby Resolved That The General Assembly:
1. Request each member country to place a tax on cigarette consumption, taking in 10 cents per every $100. Only countries with a GNP per capita over $10,000 shall be taxed.[AHL9]
2. The money generated from this tax shall be placed in a separate fund to be used for the creation of classes to instruct young men and women about contraceptives in countries where the total population is more than 150 people per square mile,[AHL10] in countries with an Aids/HIV rate over 10%, and in countries with a GNP less than $40 billion.
3. The program will be initially authorized for 15 years, in the 12th year of the program; the General Assembly will discuss renewal of the program. There will also be inspections every four years to ensure that the program is effective and a separate group of scientists experimenting with cleaner fuels to decrease global pollution.[AHL11]
4. The name of this committee shall be the United Nations Committee to Stabilize the Population. (U.N.C.S.P.)

Establishing in the PREAMBLE the principles that apply in the resolution:
Acknowledging that even though 92% of Venezuelans are literate, only 38% ever go on to get a secondary school education, and
Noting further that 80% of Venezuelans are unemployed, and
Deeply concerned with the fact that many of the above live in shanty towns built of cardboard boxes which are overlooking rich villas and luxurious hotels, and
Taking into account the population increases every year by 5%, 2.7% of which are illegal aliens from the Colombian border, and
Noting further that 99 tons of coca are grown and produced into cocaine yearly in Columbia, all of which must first pass through Venezuela to get shipped to the U.S. and Europe, and
Having considered this it is possible to see why and how an efficient gang can make 2-3 kidnappings per day in order to make money through ransom, and
Realizing that every person has either experienced or had a relative experience crime such as kidnapping or murder, and
Bearing in mind that Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”,
Be It Hereby Resolved That The General Assembly:
1. The U.N. insist that the governments in all countries[AHL12] with poverty to spend more time and money on the enrollment and supervision of secondary schools in all countries.
2. The U.N. help all countries establish learning programs for adults, so they can go on to have more prestigious and better paying careers.[AHL13]
3. The U.N. will pay for students to get their teaching degree if they agree to teach in a poor country (GNP per capita less than $5000) for two years.[AHL14]
4. The U.N. also establish and fund shelters providing food, shelter, water, heating, etc, for anyone who does not live in adequate conditions.
5. The U.N. will help poor countries in the upgrade of law enforcement systems.[AHL15]

Whereas Article 3, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Whereas Article 4, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and
Whereas Article 5, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or cruel, inhumane or degrading treatment or punishment.”, and
Whereas Article 1, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and
Whereas tens of thousands of black slaves are owned by Arabs in Northern Sudan, and
Whereas 15,000 Southern Sudanese have been abducted in raids on Southern villages by Arab militiamen in the past decade,
Be It Hereby Resolved That The General Assembly:
1. Place a 5% tax on all types of guns sold legally to citizens in the countries with a GNP in the top five.
2. These funds will go towards creating workshops and/or buildings in Sudan.
3. The U.N. Peace Keeping Committee can then teach the people of Sudan to tolerate other religions.
4. The following Nobel Peace Prize winners (Nelson Mandela, Elie Wiesel, Jimmy Carter, Kofi Annan, David Trimble, and Desmond Mplio Tutu) will be contacted about being guest speakers at workshops and finding other peace keepers who could also be guest speakers. If this is successful then it will be used as a model for other problems like this.

Establishing in the PREAMBLE the principles that apply in the resolution:
Noting with deep concern that al-Qaida and Osama bin Laden have not been captured and put to justice, and
Alarmed by the fact that 2 surface-to-air missiles were fired at an Israeli commercial aircraft that had just taken off from a local airport nearly hitting the plane, which would have killed 271 passengers in an instant, and
Noting with regret that on November 28, 2002, Islamic terrorists blew up a hotel in Kenya filled with Israeli tourists by detonating a lethal car bomb in the hotel killing 12 people, 3 of them were Israeli, and wounding 80 others, and
Taking into account that it took several hours for some of the wounded to receive medical attention, and
Equally regretting that on August 7, 1998, a truck bomb exploded outside of the U.S. Embassy in Kenya killing 213, and moments later, another truck bomb exploded outside the U.S. Embassy in Tanzania killing 11, and
Fully aware that Article 3, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.” and Article 5, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or cruel, inhumane or degrading treatment or punishment.”,
Be It Hereby Resolved That The General Assembly:
1. No country shall provide a safe haven or form of support to a terrorist group or any of its affiliates.
2. The U.N. creates a monetary fund that gives all countries which are vulnerable to terrorism enough money to protect themselves.
3. The U.N. makes sure that all major cities in a country have a reaction time to an emergency of 15-20 minutes, especially in those countries that are most vulnerable.
4. All countries who decide to wage war on another country shall take into account the acts of terrorism that could be caused by the attack.
