Establishing in the PREAMBLE the principles that apply in the resolution:
Whereas Article 23, section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to work, to free choice of unemployment, to just and favorable conditions of work and to protection against unemployment.”, and
Whereas Article 3 of the Universal Declaration of Human Rights states, “Everyone has the right to life, liberty, and security of person.”, and
Observing that the unemployment rate in Algeria is 34% with a percentage of those below the poverty line of 23%, and
Whereas that the rate of unemployment even in a democracy like Macedonia is 39% and 24% of the population is below the poverty line and in Vietnam the unemployment rate is 25% and 37% of the population is below the poverty line, and
Noting that unemployment is a key contributor to poverty, and
Noting that it weakens the economy and creates a need for global aid,
Be It Hereby Resolved That The General Assembly:
1. Request that there will be a 2% tax on all international cigarette and alcohol exports in countries with a GPA above $600 per capita.
2. The money generated from this tax should be placed in a fund to create job opportunities in countries that have unemployment rates of 25% of higher.
3. There will be a council to allocate this money consisting of one representative from each of the countries, which shall be appointed by the Secretary General, with the lowest unemployment rates.
4. This council shall create new jobs that better the lifestyle in these countries and build information centers that allow unemployed people to find career opportunities.
5. This program will be established for a period of 3 years and on the last year, the General Assembly shall decide on renewal of the program, which shall be called the United Nations Council to Decrease Global unemployment.

Establishing in the PREAMBLE the principles that apply in the resolution:
Taking note that in order for all acts of the United Nations to be effective all member states must comply, and
Aware of the need to have means and methods to enforce resolution compliance, and
Alarmed by several member states refusal to comply with current United Nations resolutions such as Iraq and North Korea, and
Deeply concerned about the efficacy of this United Nations body, and
Aware of the threat posed by member states non-compliance such as nuclear disaster, and
Having considered the mission of certain governments is not in line with the United Nations Charter, and
Aware of the four stages of non-compliance:
a) when non-compliance first occurs
b) when all possibilities of a diplomatic response have failed and sanctions must be implemented
c) when all economic sanctions have failed and forces must be deployed
d) when a state of crisis occurs
Defining states of crisis in member states not having complied with resolutions:
a) if it is suspected, by the Security Council, that the said nation wishes to disturb international peace and security
b) if the Security Council recognizes there are severe human rights violations occurring in the non-compliant nation
c) if the Security Council considers the non-compliant nation to be blatantly disregarding international law or international disagreements
Be It Hereby Resolved That The General Assembly:
1. All nations must comply with all resolutions in their exact form within the time limit specified by the resolution or if no time limit is specified the resolution must be complied with in 30 days or less.
2. The General Assembly form a new standing committee, the United Nations Enforcement Committee (UNEC) to work in close relation with the Security Council in ensuring that member states comply with all resolutions and other U.N. documents.
3. The UNEC will have 10 members, two will be permanent members of the Security Council which will rotate every year, the others will be selected by the Security Council.
4. The General Assembly form a new force, the United Nations Rapid Enforcement Corps (UNREC) to work under the directions of UNEC to enforce all resolutions and UNEC decisions.
5. Each post of the UNREC will have military members of at least 3 different current Security Members and no country will be allowed to have more than one of it’s officers as the commanding officer of more than one post.
6. At a minimum the UNREC will have one post on each continent except Antarctica.
7. All members of UNREC will be granted diplomatic immunity in member states while on official UN duty in order to insure that they may carry out their duties properly without fear of persecution.
8. If the UNEC finds a member state to be in violation of a resolution after the specified thirty days and the UNREC has not been able to fully resolve the situation after an additional 20 days, the UNEC may ask the General Assembly to revoke that nation’s membership in the United Nations.

Whereas Article 2, section 1 of the Universal Declaration of Human Rights states, “Everyone is entitled to all the rights and freedoms set forth in this declaration without distinction of any kid, such as race, colour, sex, language, religion, political, or other opinion, national, or social origin, property, birth, or status.”, and
Whereas Article 21, section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to take part in the government of their country, directly or through freely chosen representatives.”, and
Whereas women in Kuwait don’t have the right to vote or hold elected office unlike men in the country of Kuwait,
Be It Hereby Resolved That the General Assembly:
1. Give Kuwaiti women the right to vote.
2. Give Kuwaiti women the right to hold elected office.

Establishing in the PREAMBLE the principles that apply in the resolution:
Whereas Article 4 of the Universal Declaration of Human Rights states, “No one shall be held in slavery or servitude; slavery or the slave trade shall be prohibited in all their forms.”, and
Alarmed by reports of prisoners being illegally “hired out” by prison officials to private enterprises, and
Ashamed by systematic use of prisoners as personal servants of local government figures, magistrates, and judiciary officials, and
Noting that these problems happen within the government and that stopping these occurrences requires outside influences,
Be It Hereby Resolved That The General Assembly:
1. All countries with a GNP of over $600 per capita contribute ˝% of their total GNP to establish prisoner’s rights organization based on land provided by Madagascar.
2. U.N. Inspectors regularly check on the organization for signs of corruption and that it is serving its purpose.
3. In 4 years the General Assembly will vote to renew the program.

Establishing in the PREAMBLE the principles that apply in the resolution:
Alarmed that the United Nations has taken no action to end the numerous trade restrictions and tariffs in place, and
Realizing that the countries that initiated these reasons did so for a reason and therefore are unlikely to change them on their own, and
Noting that the World Trade Organization states that all trade stimulates economic growth and has the potential to create jobs, and
Disturbed that many of the countries who need this economic stimulation often are the very ones who are adversely affected by such sanctions, and
Emphasizing that in the current economic climate the condition of the countries affected by trade restrictions will only worsen, and
Fully alarmed that those nations that are the least developed export those commodities which are the most regulated, and
Noting with approval that nations who have enjoyed unrestricted trade with industrialized nations have themselves developed, and
Welcoming the efforts of those countries who have traded openly without sanction which has strengthened economies in developing nations,
Be It Hereby Resolved That The General Assembly:
1. The sovereign equality of all nations and that this equality shall not be infringed upon by trade sanctions and this shall be accomplished by the complete abolition of all trade sanctions.
2. Due to their negative effects on the development of non-industrialized nations seeking to trade, the complete elimination of all tariffs.
3. Power be given to the United Nations’ Economic and Social Council to determine if ever in the future it would be for the betterment of the world to allow for U.N. sanctioned trade restrictions.
4. The United States’ unjust and outdated embargo against Cuba be immediately ended.
5. The united nations restrict committee membership and remove from the Economic and Social Council all those who do not comply with the above guidelines.

Whereas Article 5 of the Universal Declaration of Human Rights states, “No one shall be subjected to torture or to cruel, inhumane or degrading treatment or punishment.”, and
Whereas Article 4 of the Universal Declaration of Human Rights states, “No one shall be held in slavery or servitude; slavery or the slave trade shall be prohibited in all their forms.”, and
Whereas Article 23, section 1 of the Universal Declaration of Human Rights states, “Everyone has the right to work, to free choice of unemployment, to just and favorable conditions of work and to protection against unemployment.”, and
Whereas Article 23, section 2 of the Universal Declaration of Human Rights states, “Everyone, without any discrimination, has the right to equal pay for equal work.”, and
Whereas everyone over the age of 18 is required to work 8 hours a day excluding Sundays and certain holidays,
Be It Hereby Resolved That The General Assembly:
1. If you don’t work as much, you can spend more time with your family.
2. Reduce stress on yourself and family members.
3. You can do more volunteer work.

Establishing in the PREAMBLE the principles that apply in the resolution:
Noting with regret that 2002 edged out 1999 for the second warmest year on record. 2002 is second only to 1998. Scientists expect that the average global surface temperature could rise 1-4.5 degrees F in the next fifty years, and 2.2-10 degrees F in the next century, with significant regional variation, and
Observing that in 2000 the Ross Ice Shelf in Antarctica started calving icebergs the size of Massachusetts and Connecticut, and
Fully aware that this Ice Shelf holds 75% of the Earth’s freshwater and if a significant portion of this ice melts it would raise sea levels swamping cities such as New York, Venice, Copenhagen, and Singapore, and
Noting with deep concern that carbon dioxide levels have increased by 30%, methane concentrations have more than doubled, and nitrous oxide concentrations have risen by about 15% since the beginning of the Industrial Revolution. Scientific evidence strongly suggests that the rapid buildup of carbon dioxide and other greenhouse gases in the atmosphere is raising the Earth’s temperature and changing the Earth’s climate, and
Further recalling that the burning of fossil fuels, used to run cars and create a source of power, make up 98% of America’s carbon dioxide emissions and 24% of their methane emissions, and
Fully that today a car that gets approximately 27.5 mpg, like a Volkswagen New Beetle, will emit 54 tons of carbon dioxide from the burning of gasoline over its lifetime. An SUV that gets14 mpg, like a Lincoln Navigator, will emit over 100 tons of carbon dioxide in its lifetime. The largest of all SUVs the Ford Excursion gets 3.7 mpg while most government standards put SUVs and trucks at 20 mpg. Obviously these SUVs do not meet the standards set for them and pose a greater risk to the environment than the average passenger car would, and
Taking note that the incidence of asthma increased more than 100% from 1986 to 1996, and
Alarmed by the fact that Sport Utility Vehicles can spew 30% more carbon monoxide and hydrocarbons and 75% more nitrogen oxides than passenger cars. These combustion pollutants contribute to eye and throat irritation, coughing, nausea, dizziness, fatigue, confusion, and headaches,
Be It Hereby Resolved That The General Assembly:
1. All developed nations boycott vehicles that receive less than 25 mpg.
2. The U.N. ask countries to attempt to move towards hydro and electric powered transportation and attempt to be free of gasoline-powered transportation within the next 5 years.
3. The U.N. fund in cooperation with organizations that support a cleaner environment set aside funds for research of clean emissions technology, new forms of transportation and the developing of public transit systems in developed countries.
4. The U.N. work with nations to develop major public transportation systems.
5. The U.N. set a goal for global greenhouse gas emission.
6. The U.N. request of richer nations, funds to go towards setting up clean emissions systems in developing nations that will start them on a path towards a healthier environment.
7. The U.N. ask nations to offer benefits and assistance to their citizens if they purchase and use a clean emission non-gasoline powered vehicle.
