Dear Arthur,
School is drawing to a close for many and planning for
2003-2004 is in full gear. Civitas is expanding its
programs for next year. Before this school year is out,
we would love to talk with administrators, teachers,
and students from interested schools for next year.
We will be working to contact you this May and would
appreciate it if you could try to reach us as well.

Year-End Picnic Washed Out
Our 2002-2003 year-end picnic was scheduled for last
Saturday, May 10, 2003, from 1:00 PM - 4:00 PM.
During that three hour span, there was not a cloud in
the sky and the temperature rose into the upper
70s.
However, our area had been blasted with severe
weather on Friday night and Saturday morning. The
forecast for Saturday afternoon and evening called for
more thunderstorms and tornado watches. The picnic
area was already drenched and the softball field was a
quagmire. So.....we called off the picnic. In five years
of Civitas picnics, we have had one good-weather
event!
Cancellation meant that we were not able to present
our scholarship awards to the seventeen recipients.
Because it is important for the students to receive the
scholarship certificates as soon as possible, we have
mailed them out to them. In the meantime, the long-
range forecast calls for more rain this upcoming
weekend and we don't have permits to use the park
then. So.....we're calling it off for this year. Better
luck next year.

Summer will Mark Change for Civitas |

The focus of Civitas will move slightly away from
international affairs during the summer of 2003 as we
concentrate more on issues related to domestic affairs.
For the second year we will have a program in urban
affairs. Our focus has been on Maplewood, MO and
last year the students in the program were limited to
those from Maplewood-Richmond Heights High School.
This year we will take up to ten students and they can
be from any school. We will study issues related to
urban sprawl and the the effect that unwise
land development can have on poor people in a
community. The seminar will involve daily field trips,
web research, lively discusssions, and the production of
a finished product -- probably on the web.
The dates of the seminar are Monday, July 7 through

Under the leadership of Branch Rothschild (a
recent resident to St. Louis) Civitas is assisting
with the making of a documentary film on the
experience that the community of Maplewood is having
with a land buyout that will eliminate a residential area
and replace it with Wal-Mart and SAM's stores. We will
keep you informed about progress on this project.
Civitas has also been working this year on a concept
called "Community Currency." It is a notion that
individual people can be more empowered in a world of
corporate and government strength if they have use of
a currency that is reliable and supports the concerns of
their local community. Community currency is being
tried on every continent in the world. There does not
seem to be a "one system fits all" mode, but we are
looking at a possible plan for St. Louis. Once again,
more information about this project will be available in
upcoming newsletters.

We want to thank everyone who responded to our poll
from last week regarding a topic area for our next
conference. We had an equal number of respondents
who voted for a conference on Latin America and one
on the Middle East. A second conference on Africa
also fared quite well. We expect that the regional
conference will be October 17-18, 2003. We will
decide on the region within the next few weeks.
The Missouri legislature has just passed a measure
requiring that a woman delay an abortion 24 hours after
consulting her doctor. As the St. Louis Post-Dispatch
said, "The rule will make it harder and more expensive
for women who do not live near abortion providers, by
requiring another day or two away from work and
another night in a motel." The bill may be vetoed by
Gov. Bob Holden, but it appears that in both the
Missouri House and Senate there are sufficient votes to
override his veto. The bill would then become law.
Our question is: "Do you support the Missouri bill
which requires a grown woman to wait 24 hours from
the time that she seeks an abortion until she can have
one?"
