Resolution GA-01 April 5

Re.:                             Deforestation in Uganda Due to Population Growth
Submitted to:             General Assembly
Submitted by:            Haiti
Date:                           April 5, 2019

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 17, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to own property alone as well as in association with others.”, and

Knowing that it has a growing population contributing Uganda to use more materials such as lumber, so deforestation is a problem, and

Worried that every year, Uganda loses about 86,500 hectares of its forests, and

Deeply Concerned that Uganda’s population may decrease because of difficulty to breathe killing away at its population, and

Fully Aware that Uganda has a lot of people that need natural resources, and

Observing that North Africans have been dealing with this problem and have been moving south every time a certain area runs out of trees which makes North Africa have little to no people living there,

Be It Hereby Resolved That The General Assembly:

  1. United Nations will start a program called Uganda Forever which will provide support to Uganda by influencing other countries to share their lumber with Uganda.

  2. Kenya can share its resources with Uganda using railroads to transport lumber. Other countries can transport by air (large aircrafts will be used to transport.
  3. 362 miles of railroad shall be placed from the capital of Kenya, to Uganda (because Kenya is rich in natural resources and is a close bordering country).

  4. Uganda Forever will cost about $724 million dollars to build the railroads to transport lumber and the leftover money will be used to support the air travel. The money will be provided by raising dues of the 20 wealthiest countries by 5%.

  5. If progress in reducing deforestation does not decline for another two years, the program will continue for at least another 3 years, if the success rate stays up, then support will be provided to other nearby countries revolving around the same problem.

  6. Trees will be planted in almost every county sharing its resources.

Re.:                             Increased Rate of Suicide in Russia
Submitted to:             General Assembly
Submitted by:            Vietnam
Date:                           April 5, 2019

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Knowing the Social media is one leading to a lot of the teens deaths through a site called VKontakte, and that when adults get drunk the males are more likely to commit suicide than a female, and

Worried that there will be a decrease in population there were 31 suicides per 100,000 citizens in 2016, and

Concerned that teens will start to take their lives in Russia because their parents and friends did, and

Aware that in 2011 there were only 4,600 orphans in Russia but there may be an increase in orphans if the parents commit suicide and the orphan houses won’t be able to support all of the kids coming, and

Be It Hereby Resolved That The General Assembly:

  1. The program will be called Stay Alive. It will help people that have suicidal thoughts in Russia. These people will be provided support with therapy, group therapy and counseling.

  1. Temporary counselors will be in tents at grocery stores, pharmacies, and at the entrances of schools. They will be free and can be as long as 1 hour and 30 minutes. The person can schedule a future appointment. There will also be more police officers around bridges. Bus drivers will learn how to help a person who is on verge of committing suicide. Also to purchase guns and knives you will have to have a background check. Finally schools would have a therapeutic dog in them so when kids are having an issue the dog will comfort and calm them down.

  1. The counselors will be flown in from local countries like Europe and North America. They will have to have 1 year of counseling. There will be 60,000 counselors flown in. The rest would be local.

  1. Young people will learn the basics of helping a person that is wanting to commit suicide. Parents will be more encouraged to know where and what their child is doing when not at home.

  1. First we would need a 24 square meter tent for the counselors, and group therapy. The tents would cost $802, they will be at every pharmacy in Russia. There are 65,000 pharmacy in Russia. The counselors would get a salary of $100 per day. The therapy dogs would need to be trained. The extra classes in schools would cost about $15 per day. Bus drivers would take the class when they are learning their routes. Finally, Police officers will be around bridges more often every 30 min if convenient on their routes. The total per year would be about $52,829,277. To get this money we will raise the UN dues (by GDP per capita) 30.42%. The countries affected would be Australia, Denmark, Liechtenstein, Luxembourg, Monaco, Norway, Qatar, San Marino, Sweden, Switzerland, Serbia, and Sudan.
  2. We will stop the program once the suicide rates go down to at least 10%. If this is successful, we would expand this to other places with high suicide rates.

Re.:                 Risk of Death and Serious Health Problems for Young Mothers and Their Children in Madagascar

Submitted to:             General Assembly
Submitted by:            Ethiopia
Date:                           April 5, 2019

Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.”, and

Recognizing that early childbearing is prevalent in Madagascar, and

Alarmed that for every 100,000 live births, 353 results in maternal death, and

Deeply concerned that for every 1,000 live births 40 end up in infant death, and

Aware of the lack of healthcare during birth, and

Observing that most maternal deaths are caused by postpartum hemorrhage, and

Keeping in mind that most child deaths under 5 are caused by pneumonia and other common diseases such as diarrhea and malaria,

Be It Hereby Resolved That The General Assembly:

  1. The U.N will set up hospitals run by volunteers in areas with high fertility rate to safely deliver the infants.

  2. The U.N will fund the distribution of common vaccines for pneumonia and malaria throughout Madagascar.

  3. The UN will stage a blood drive for women giving birth.

  4. Distribute mosquito nets for the rural population to lower the spread of mosquito-carried infections.

  5. Doctors will be sent to give adults and children yearly check-ups for sickness.

  6. This will cost about $3,000,000 in total and will run for 2 years. This would include building 13 hospitals in the 13 major cities for approximately $100,000, supplying these hospitals with 10 midwifery kits for approximately $275,000, and 100 vaccine carriers per hospital for about $25,000, and mosquito nets for half the rural population will be about $2,000,000. Funding will come from raising the dues of the 10 wealthiest nations (GDP per capita) by 2.5%.

  7. If maternal and infant mortality rate goes down by at least 3% then the U.N. will put this program into effect in the next three countries with the highest maternal mortality rate. This would include The Central African Republic, Chad, and Nigeria.

Re.:                             Low Literacy Rate in Niger
Submitted to:             General Assembly
Submitted by:            Niger
Date:                           April 5, 2019

Whereas Article 19 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”, and

Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and

Recalling, that only 50 percent of current primary school teachers in Niger have had basic training, and

Worried, that only 19 percent of citizens 15+ have learned to understand literature, and

Concerned that with a population of over 10,000,000, there are only 3,175 primary schools, and

Aware, that of the few schools in Niger, there is a average of 42:1 student teacher ratio in primary schools,

Be It Hereby Resolved That The General Assembly:

  1.   The UN will seek out for a minimum of 2,000 French speaking volunteers. They will be assigned schools across Niger and educate on literacy. This will be done by contacting wealthy countries and getting permission to start sign ups along with 40% off business class tickets paid for by the UN.

  1. The government of Niger will build more schools in overpopulated areas in order to reduce the student-teacher ratio by collecting lumber from the forests in countries that are bordering Niger.

  1. The teachers and workers in schools of Niger will be given more free opportunities on primary education training by raising salaries to $13,000$ because the current average for South African teachers is around 6,000$

  1. Child labour will be investigated further by possibly compromising with the Niger government and donating canned goods for the families, as child labor is their main source of income.

  1. First world country governments will be requested to set up public donation boxes paid for by local taxes, that request any amount of canned goods along with an additional $20.00 or 17.62euro for shipping fees that goes directly to Niger schools.

  1. This entire resolution will cost $1,421,600.

  1. If in 6 years, the Niger literacy rate rises to 35%, we will continue with these resolutions.

Re.:                             Unemployment and Homelessness in France
Submitted to:             General Assembly
Submitted by:            France
Date:                           April 5, 2019

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 17, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to own property alone as well as in association with others.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Knowing that the 9.3% rate of unemployment in France is causing a lot of people to end up homeless on the streets with no money to pay for food or a place to live, and

Worried that the people in France who can find jobs are becoming so rich that a gap is forming between the poor and the rich, which may cause richer people to abuse homeless people’s position, and

Concerned that the rich will enslave the homeless because they know that they will do anything to get a nice place to sleep and eat, and

Aware that the rate of unemployment and homelessness in France has gone down by at least 3 percent since 2004,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will begin a program called Help the Homeless that will help the homeless or unemployed to get the supplies that they need.

  1. A public location around Paris will be chosen where a donation center made with tables will be set up with lots of space for food and daily necessities. Money can also be donated to help the homeless start to get a little money.

  1. Volunteers can help run the donation center, while other citizens can bring food, blankets, pillows, clothes, etc., for the homeless to use. There will also be a part of this center where experienced people who want to help out can help to train the homeless for jobs. There will also be clothes provided if the homeless/unemployed want to go to a job interview. This donation center will be open 3 or 4 times a week.

  1. Homes can also be set up for the homeless to live in. If we build 3 homeless shelters that are 2,000 square feet each, then we will be providing homes for over 450 homeless people.

  1. Help the Homeless will cost about 2 to 3 hundred dollars to pay for the donation center set up, and about 1.2 million dollars to build the 3 homes. We will raise this money by receiving donations, which will pay for part of it, and the rest will be raised by raising dues on the 10 wealthiest nations by 1 percent.

  1. We will run the keep and pay rent on these shelters for 10 years, and if the homeless percentage has not gone down to at least 8%, then we will keep this program for another 10 years. These actions can also help people in India and New Guinea.
