Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 7 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All are equal before the law and are entitled without discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas the European Commission cited 12 L.G.B.T. hate killings in Egypt between October 2012 and September 2013, plus “incidents of torture, rape, ill-treatment, domestic violence, harassment and cyber-attacks.” Anti-gay attacks and hate speech have also increased, and

Whereas in the last 3 years, Turkey has witnessed over 40 documented hate murders against LGBT individuals, and

Whereas Turkey’s vague regulations on the protection of “public morality” are frequently interpreted in ways that discriminate against gays in employment, education, housing and health care, and

Whereas almost 80 men have been arrested in Egypt in the last several years for suspected homosexuality, including charges of debauchery, violation of honor, practicing immoral behavior, and/or defaming of Islam,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will begin a program called Free to Live and Love (FLL) which will focus on Egypt and Turkey, two nations with high levels of discrimination against the LGBT community.
  2. FLL will set up outposts in each country where gays can seek asylum from persecution, arrest, and/or threats to their well-being.
  1. These outposts would provide opportunities for therapy, safe haven, medical assistance, and means to obtain legal assistance.
  1. Outposts will be located in Alexandria, Egypt and Antalya, Turkey.
  1. The outposts would provide security.
  1. The existence of the outposts would be advertised on social media.
  1. The goal of FLL is to increase the mental and physical well-being of clients being served.
  1. Success will be measured by client surveys taken before, during, and after services have been utilized.
  1. The FLL program will be run for five years. If the results are proven successful the program will be renewed, evaluated, and continued every five years thereafter.
  1. If the program has been successful in Turkey and Egypt, we will expand the program to other countries with high rates of discrimination, such as Indonesia.
  1. FLL will cost an estimated $3,100,600 for the first five years of operation. The money will be put toward purchasing buildings and supplies, employing staff (professional and nonprofessional), and paying for advertising and communication.
  1. FLL will be paid for by raising the dues of the ten wealthiest nations by 2%.

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 9 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to arbitrary arrest, detention, or exile.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Shocked that people as young as 13 and as old as 89 have been held in Gitmo, and that more than twenty children have been held overall. The military admits that 100 prisoners at the camp are refusing to eat but lawyers for Guantanamo detainees have said that more than 130 detainees are on hunger strike. U.S. Medical reinforcements have arrived at Gitmo to force-feed prisoners, and

Whereas of January 2015, 122 detainees remain at Guantanamo, and

Whereas over half of the detainees at Gitmo have been cleared for release…but they are still there! This fact is helping to drive the hunger strike in Gitmo. Surprisingly 70% of Americans are in favor of keeping Gitmo open, and

Dismayed that more than Ninety Percent of prisoners in Guantanamo bay are not categorized as Al-Qaeda fighters, and

Realizing that more than seventeen times the amount of Guantanamo bay prisoners are captured by foreign forces than are captured by the US government itself,

Be It Hereby Resolved That The General Assembly:

  1. Return Guantanamo Bay to Cuba by the United Nations setting up the organization known as Closing of Guantanamo Bay (COG)
  2. COG will promote Cuba and all countries in Central America, Caribbean, and South America self-determination and remove all vestiges or remnants of colonialism and imperialism.
  3. Close Guantanamo Bay and remove all military installations from the island of Cuba. In order to close Guantanamo Bay, the United States needs to formally accuse all prisoners at GITMO. Prisoners not charged with a crime will be released to their home country.
  4. All prisoners must be charged with a crime or released within one year’s time.
  5. All prisoners charged with a crime need to be tried in The World Court at The Hague Netherlands
  6. All trials be started within three years against those accused and all trials finished within five years.
  7. If prisoners are found guilty of the charges against them they will serve out their term in the US.
  8. In 7 years Guantanamo bay should be turned over to Cuba.
  9. COG will begin normalizing relations which would allow travel between countries and opening of embassies in capitals within 5 years.
  10. COG will set up a commission to research self-determination and removing all vestiges or remnants of colonialism and imperialism in the Western Hemisphere and give recommendations of which colonial possessions should be returned to their rightful government.
  11. How are you going to pay for this? Due to the fact that the U.S. is responsible for all the prisoners in Guantanamo bay and the mess it has become it should have to pay for the brunt of COG.

Re.:                             Unpunished Terrorist Acts Encouraged by the State of Israel

Whereas Article 2 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Furthermore, no distinction shall be made on the basis of political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 7 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All are equal before the law and are entitled without discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and

Alarmed that Israeli warplanes have struck areas in al-Dimas, and harmed a number of institutions there and

Distressed that Israel continues to occupy the Syrian Golan, an area recognized as Syrian land, even after multiple recognitions from the international community that it is illegal, and

Frightened Israeli troops have hit, gassed, and killed a Palestinian minister, and

Dejected that Israel has continuously suppressed and mistreated the Palestinian people, and

Aghast that these criminals who have committed this crime have not been comprehended or punished,

Be It Hereby Resolved That The General Assembly:

  1. Starting on June 1, 2015, a small number of Syrian police force members will be permitted to enter Israel in order to retrieve criminals and terrorists guilty of terrorizing in the country of Syria. These criminals will be returned to Syria, where they will receive punishment as any citizen of Syria would, based on their crimes.
  2. Alternatively, Israeli police workers could work to capture the criminals, should there be any concern about having the Syrian police working in Israel.
  3. Criminals will be enacted fair, normal Syrian treatment for their crimes, with decisions enacted by a jury composed of citizens from another country. This will allow for a fair decision to be made, without political pressure.
  4. The Israeli government may also enact punishment decided by the Syrian government, but may not choose the punishment themselves.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Noting with deep concern from 1980-2010, 221 people in Fiji have been killed due to natural disasters, and

Alarmed by that a flood in Fiji can put the country $10,683 in debt, and

Aware of that about 7.22 people are killed every time there is a flood, and

Emphasizing that Fiji experiences about 1.5 floods a year, and

Keeping in mind that about 25,253.33 people are affected by floods every year,

Be It Hereby Resolved That The General Assembly:

  1. The U.N will start a program called “The Great Water Protection Foundation” (T.G.W.P.F.).
  1. The project will be implemented in Fiji.
  1. The goal is that damage and deaths from floods will be reduced by 75% per year.
  1. We will build water walls 10-15 feet high around the coast of Fiji.
  2. The water walls will raise the required amount of water for a flood to happen, which wouldn’t stop major floods but it would stop small and average floods.
  3. This will cost about $30,000,000 dollars. This will be spent on concrete, steel wire frame, construction workers, technicians, a backhoe, dump trucks, engineers, and the building permit. Any extra money will be used for repairs.
  4. We will fund this by raising the dues of the ten nations that pay the highest amount of dues by 2% which will raise a total of $38,567,148.
  1. The construction of this program will last about 75 days.
  2. Success will be measured by the decrease of water damage and deaths caused by floods.
  3. The program will be expanded to other islands and coastal lines if the water damage and deaths were decreased by 65% within the first 2 years.
  4. The Fiji government is responsible for making sure this build is accomplished.

Re.:                             Maritime Piracy in the South China Sea

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 17, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to own property alone as well as in association with others.”, and

Whereas Article 17, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be arbitrarily deprived of his property.”, and

Whereas Article 23 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment.”, and

Whereas Article 28, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”, and

Alarmed by 13 people died from piracy from 2009-2014, and

Deeply concerned by 87 ships were attacked in the South China Sea in 2014 making it the area with the highest risk in the world for pirate attacks, and

Noting with deep concern that in the South China Sea an oil tanker carrying 1,160 barrels of fuel went missing on July 4th 2014 was boarded by attackers, and by the time the indonesian navy arrived, it had disappeared. Its location is still unknown, and

Fully aware that South China Sea pirates are equipped with lethal weapons, and

Alarmed that in 2014, 19 crewmen were kidnapped and 1 was killed and that there are over 40 crewmen being held hostage, and

Realizing Southeast Asian pirates are highly organized criminal enterprises that gather intelligence, coordinate attacks, work in discrete teams, sometimes have their own tankers and cargo ships,

Be It Hereby Resolved That The General Assembly:

  1. In order to stop piracy in the South China Sea the United Nations will form Anti Raider Group (ARG).
  2. ARG will protect people and commerce in order to allow the region to prosper and be secure in their pursuit of work, energy and food.
  3. Train and equip the navies of surrounding countries, including the Philippines, Malaysia, Indonesia, and Vietnam. The goal will be to train 100 sailors a year for each country listed above. These countries will coordinate with the navies of the major powers in the Pacific – U.S., China, Japan, India and Australia for training.
  4. Setup and use of satellites, radar, and sophisticated drones to monitor the South China Sea, Celebes Sea, Sulu Sea, and the Strait of Malacca (total of 1,586,097 square miles to cover). We would have two satellites circle the total area of the bodies of water is 415,097 square miles. ARG will concentrate its efforts on pirate “hot spots”.
  5. In regard to satellites, have the 5 Pacific powers rotate satellites every 2.5 months.
  6. In regard to drones, we will use a Hydra Technologies S4 Ehécatl. It can last 8 hours going 44 mph (70 kph). Cost of $90,000.
  7. According to the World Bank 473,821,055 twenty foot containers were shipped in 2009 if a tax of .5 of a dollar were imposed per container roughly $250,000,000 could be raised to pay for expenses of ARG.
  8. In addition allow fisherman who wish to join Arg’s efforts to end piracy in the region to obtain grants to upgrade their boats with tracking devices, more energy efficient motors, and communication systems to help track suspected pirates, this could take up roughly 10% ($25,000,000) of our budget and re-evaluated in four years.
  9. ARG will reevaluate its efforts in 4 years. Incorporate ways to improve ARG and then ARG will be evaluated every 2 years. The program will continue indefinitely since piracy will return to the region if patrol and cooperation in the region declines.
  10. 1 prisoner costs $45,000 in the Philippines. $22,000 in Malaysia. Avg=$33,500
  11. We will put the pirates in prison in Malaysia and the Philippines.

Re.:                             Domestic Violence and Human Trafficking in Belize, and Guatemala

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Alarmed that ninety percent of violent crimes against women are caused by their partner or spouse. Violent crimes against women often result in deaths and disfigurements from mutilations, burnings and beatings, and

Shocked to see that domestic violence is one of the most serious problems affecting Belize, and

Amazed that Belize itself has the second highest reported incidence of domestic violence in South America, and

Realizing more than 80% of the violence inflicted utilizes physical (body) force, including slapping, punching, kicking, pushing, hair pulling and others, and

Alarmed at the individual level, violence is rooted in many psychological factors including the lack of love, painful experiences of apathy, neglect, lack of kindness and childhood violence experiences. Too often people fail to see that life as it is experienced in the present is really the result of an accumulation of all past actions and habit patterns of the mind, and

Surprised last year there were a total of 1,477 cases of reported domestic violence in Belize, and

Shocked Guatemala is one of the most violent countries in the world, especially for women and girls,

Be It Hereby Resolved That The General Assembly:

  1. Belize and neighboring countries should put together a program that will try to eliminate domestic violence.
  2. The program called Domestic Violence Program South America (DVP SA) will try to help the countries that have the highest rate of domestic violence in South America.
  3. DVP SA will create a least two homes per city for women to go to be safe.
  4. The shelters will provide food and proper necessities.
  5. The women will only have to pay 5 dollars for one week of shelter.
  6. Each person who enters the doors of the shelter is allowed to stay 2 weeks at a time.
  7. The women are allowed to bring any family member they wish, but there is a 5 person per room rule.
  8. The DVP SA will try to bring the domestic violence rate down, by teaching young children about how bad this issue is.
  9. DVP SA will provide money for building “Safe Houses” and will pay each worker the same, so they can support their family.
  10. Each year trained inspectors will come and inspect the buildings to make sure that they are safe to live in and also that they are up to code.
