Resolutions for April 20, 2018 - CIVITAS-STL

Here are the resolutions for the April 20th General Assembly session. The schools attending are Crossroads College Prep and McKinley Middle. The General Assembly will be at the Richmond Heights Community Center from 9:00 am until 12:00 pm. We will be posting resolutions as we receive them. Some of these might be rough drafts and will have changes before the session.

Resolution GA-01 April 20

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 18 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of thought, conscience, and religion; this right includes freedom to change his religion of belief, and freedom, either alone or in community with others in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Aware that 8.4 million people are on the verge of starvation in Yemen, and

Taking into consideration 400,000 children have severe acute malnutrition, and

Deeply concerned 5,500 civilians have died from starvation,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations provide food banks to Hodeidah, the city in need.
  2. The United Nations should provide shelter to those in Hodeidah
  3. The United Nations should send doctors without borders to help feed children and adults.
  4. The United Nations should help people in Hodeidah, Yemen plant food so they can learn to nourish themselves. The Food and agriculture organization to help plant the different types of seeds and plants to help with malnutrition.
  5. The program would last 1 year for people too not malnourished.
  6. Estimated cost for this program $14 million dollars to put $7 million towards shelter and $7 million towards children and 0.7% or 10 of the richest countries to rise their dues to help with that.
  7. We would know this program will be expanded in more places than Yemen when malnutrition with children and adults is dropped by 15% in Hodeidah.

Whereas Article 7 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All are equal before the law and are entitled without discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and

Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and 

Noting that adolescent girls that attend school are less likely to get married and have children at a young age, and child marriage would by 64% worldwide if ever girl is received education, and

Whereas educated women are likely to contract diseases such as HIV/AIDS, and

Acknowledging that an extra year of secondary school for a girl can increase her lifetime earnings by 25%,

Be It Hereby Resolved That The General Assembly:

  1. Our goal is to educate women, and we will do that by supplying tablets. There are about 1,000,000 women in Mogadishu, Somalia and we would like to give tablets to one in every three women which is 333,333 tablets.
  2. Tablets from Best Buy cost $50. That means we will be spending $16,666,650 on tablets. Our tablets will have volunteer teachers from around the world playing videos with lessons.
  3. The receiver of the tablet will be able to chat with their teacher about questions they have or things they are struggling on. The main goal of the tablets is to teach women how to read and write.
  4. We will put wifi in 15 safe locations such as train stations and university halls. That will cost around $600 all together for one year from AT&T.
  5. We are planning to try out the project for 4 years, which will cost around $2,400 for the wifi. The total budget for the program (tablets + wifi) will be $16,669,050.We will place huge solar chargers in three spots around Mogadishu for public use. They will be located at HCMM Airport, Adden Adde Airport, and Simad University.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Shocked that over 1,400 Syrian citizens have been affected by chemical gases used by the Syrian Government, and

Saddened that the 6.1 million displaced Syrians in Syria faced a winter without proper shelter, and

Worried that the same 6.1 million will face the same predicament if they are not given aid, and

Bothered that 13.5 million Syrian people have been displaced around the world, and

Appalled that three million people live in areas defined as besieged or hard to reach, and

Dismayed that this civil war has influenced half a dozen other regions, including two major powers, the United States of America and Russia, and 

Concerned that people are being denied aid and are being starved are in horrible spots because of these actions against them,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will begin a program called Syrian Populace Aid Group(SPAG), where volunteers will help displaced Syrians attain basic necessities, including food, bottled water, and shelter.
  2. The United Nations will send Doctors Without Borders, SPAG, and supplies so these two groups and their supplies will at first help all injured Syrians. After the wounded are taken care of, then those who do not have the basic necessities will be helped. SPAG will help construct gardens in displaced Syrian communities and help them construct shelters.
  3. The United Nations will also try to negotiate a truce with the leaders of the groups fighting in Syria. This will hopefully stop the violence and bring more attention to the fact that the refugees need help.
  4. There will also be an attempt at a truce with the major powers involved so that this does not grow into an even bigger conflict.
  5. We will be able to help the surrounding countries that are not able to deal with the Syrian refugees coming across the borders including Lebanon, Jordan, Turkey, Iraq, and Greece.
  6. Estimated cost for this would be $25 million. We will request the United Nations will raise dues by 2% on the 15 nations that pay the highest amount of dues. This process will take approximately three years, and depending on if we can strike a deal with the Syrian government, this may not take so long and so much money.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and 

Whereas Article 10 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.”, and

<note, more clauses from the UDHR were listed but we removed them for space constraints> 

Concerned that in Venezuela the Marxist revolution took away the land from people to divide it equally, and

Alarmed that Venezuela is running out of teachers due to its poverty and children are not getting educated with the population of about 5,000,000 kids. Which is really terrible, and

Noting that the people want reforms in their government by peaceful protests, but they kill them with tear gas and batons,

Be It Hereby Resolved That The General Assembly:

  1. Place sanctions on Venezuela from imports of electronics, refined diesel, and steel.
  2. If they comply with the sanctions, give them 700 schools in a box. Teach them how to drill their oil so they can improve their economy and become a capitalist nation.
  3. Put heavier sanctions on soup, canned food, cotton, and pesticides.
  4. If they become a capitalist nation, get oil.
  5. If they remain a Communist nation, go back to step 1.

Resolution GA-05 April 20 

Re.:                             Displaced Persons in the Central African Republic

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Aware that according to IRIN news, there is a 50% increase in the number of displaced people. Bringing the total of displaced people to 633,000. 14 aid workers have died this year, forcing aid agencies to suspend operations, and

Concerned that violence across the country is boiled down to the control of natural resources and taxes groups raised from checkpoints, and

Worried that the insecurity of the government doesn’t cover all of the capitol, Bangui,

Be It Hereby Resolved That The General Assembly:

  1. United Nations will send in peacekeeping troops to work on obtaining a civilized community in Central African Republic capital.
  2. Send more humanitarian workers to provide shelter for the 633,000 people for a year.
  3. Timeline: Up to May 2019, we will be providing food for people who are starving. After that, if results say that the amount of people who are dying from starvation has gone down a certain percent, then we will expand our help into other parts of the country. If that also provides helpful results, then we can expand to other countries with the same issue.
  4. Funding: To provide shelter using a family tent, we will have to 126,000 tents for the average family size of five people. That will cost $1,899,000 dollars. We will also provide 10,024 square meter tents to provide shelter for larger groups of people. That will be a total of $80,200 dollars.

Resolution GA-06 April 20

Re.:                             Sexual Violence in Syria

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and 

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and 

Alarmed that horrific sexual violence takes place during house raids, in checkpoints, and detention centers all throughout Syria, and

Concerned that women from ages as young as 8 and 9 years old to as old as 60 have been victims of sexual violence, and 

Noting that sexual violence in Syria is used as a weapon of war and is designed to destroy family life,

Be It Hereby Resolved That The General Assembly:

  1. Send Israel soldiers to teach self defense in 24-meter tents to women, men, and children in Syria. More specifically:
  • Al-Hakan 20 tents
  • Deirez-zor 20 tents
  • Raqqar 20 tents
  • Aleppo 20 tents
  • Idilip 15 tents
  • Latakia 15 tents
  • Tartus 15 tents
  • Hama 15 tents
  • Homs 20 tents
  • Damascus 15 tents
  • Al-Suwayda 15 tents
  • Daraa 15 tents
  • Queneitra 10 tents
  1. We are also going to send psychiatrists from Doctor Without Borders to help victims with their metal health. Victims are often put to shame and used as pawns for war, but if professionals are able to help it might make victims feel less ashamed and helpless.
  2. The funding we nee dis $456,230. Broken down we need:
  • $174,430 for 215 24x24m tents
  • $154,800 for 2 years of self-defense teachers
  • $86,000 for 5 punching bags in each tent
  • $36,550 for 2 panel mats in each tent
  • $6,450 for 12 foam floor mats

Tents will also be used for therapy sessions as well as self-defense classes.

  1. 6 months from now, we will have raised the money and gathered our materials to ship to Syria. We will send UN volunteers to set up within that year the classes and meetings will be working.
  2. Our budget for the classes will only last 2 years, however it is sustainable because former trainees will be able to serve as teachers.
