the PREAMBLE the principles that apply in the resolution:
Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Whereas Article 25, section
1 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone
has the right to a standard of living adequate for the health and well-being of
himself and his family, including food, clothing, housing, and medical care, and
necessary social services, and the right to security in the event of
unemployment, sickness, disability, widowhood, old age, or other lack of
livelihood in circumstances beyond his control.”,
and
Whereas Article 25, section
2 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood
and childhood are entitled to special care and assistance. All children, whether
born or in out of wedlock, shall enjoy the same social protection.”,
and
Alarmed that 3,000 children die each day due to Malaria, and
Realizing that over 1,000,000 million people die each year due to Malaria, and
Noting with deep concern Malaria kills one child under age 5 every 30 seconds, and
Be It Hereby Resolved That The General
Assembly:
1. The General Assembly start a program called Stopping Malaria, the goal of which is to reduce the spread of malaria and the deaths caused by malaria by 50%.
2. Stopping Malaria will set up five heath stations in the five most malaria effected countries. People will come to these stations and get Malarone™ malaria medication and mosquito nets dipped in bug repellent. These stations will be run by volunteers and doctors from Red Cross. We will be starting up our program in Senegal, Ethiopia, Uganda, Sudan and South Africa.
3. The stations will also give information on malaria and how to prevent it.

This program will run eight years, providing donations
will keep in coming in.
5. If successful, the program can be extended for 6 [BC1] years.
6. The money will be raised by songs bought off of a website made by the United Nations. Artists will donate their songs to be bought, and the money will be donated to the program. The general assembly will also ask for the Malarone™ and nets to be donated for no or little cost to the program.

Whereas Article 12 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to arbitrary interference with his privacy,
family, home or correspondence, nor to attacks upon his honour and reputation.
Everyone has the right to protection of the law against such interference and
attacks.”, and
Aware that for every hundred
thousand people residing in the
Realizing that the crime rate is still increasing rapidly, and
Recognizing that armed burglaries as well vehicular armed burglaries are of high quantity in Dominican Republic, and
Having considered that there is
not enough security in the Dominican Republic we have decided that we need to
increase the amount of security officers in each city,
Be It Hereby Resolved That The General
Assembly:
1. The General Assembly start a program called Dominican Republic Overseas Training Camp for Officers. (DROTCO)
2. DROTCO will send 100 police [BC1] officers in Training to the Dominican Republic every 8 months until the crime rate decreases. Translators will also be added.
3. These officers will train in the Dominican Republic and learn the culture while fulfilling their duty. 10 out [BC2] of every 100 officers will investigate crimes in an attempt to find the root of such crimes.
4. When the crime rate decreases 25% we will pull officers out and bring them back to the United States to fulfill their duties in the United States.
5. DROTCO will begin in the year of 2009[BC3] .
6. Funding will be raised from Walgreens[BC4] .
[BC1]Was amended from U.S. police to world police. Translators were added to the staff roster. The timeline was also changed from 6 months to 8 months.

[BC4]Funding was added. First it used only Local Missouri grocery stores but was then amended to use a percentage of profits from Walgreens instead.

UNIVERSAL DECLARATION OF HUMAN RIGHTS
states, “Everyone, as a member of society, has the right to social
security and is entitled to realization, through national effort and
international co-operation and in accordance with the organization and resources
of each State, of the economic, social and cultural rights indispensable for his
dignity and the free development of his personality,”,
and
Whereas Article 25, section

Deeply concerned that Bangladesh citizens are dying of water contamination, arsenic contamination, malaria leptospirosis, and dengue; because of lack of healthcare, and
Taking into consideration that Bangladesh is the seventh most populous country in the world, with 55,599 square miles of land and no one has enough healthcare for themselves and families, and
Be It Hereby Resolved That The General
Assembly:
1. The general assembly start a program called Healthcare Enabling Lowering Poverty, or HELP. This program will help those of Bangladesh and other impoverished countries to have the will power to receive healthcare for all of its people.
2. HELP will request help from the Secretary General of the UN to establish a healthcare plan that will be affordable and suitable for people under the poverty line. Benefits and opportunities will also be established with this plan.
3. After establishing a healthcare plan, HELP will send ideas to the government of Bangladesh and four other countries. Then HELP will send vaccinations by way of raising money to the countries to help support the disease and contamination of the countries.
4. HELP will last 5 years in hopes of reestablishing financial and healthy ways of living for the people of Bangladesh and the other four countries.
5. Lastly, HELP will send an annual report of progress to the General Assembly for verification.
6. Hopefully, each year, at least 20 million dollars can be raised for the countries by raising UN dues. The [BC1] top 3 wealthiest countries shall have an increase of 3%, the next 7 wealthiest countries will have an increase of 2%.
7. Jobs [BC2] will be created to stop poverty.

Whereas Article 23 section
1 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to work, to free choice of
employment, to just and favorable conditions of work and to protection against
unemployment.”, and
Whereas Article 24 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to form and to join trade unions for the protection of his interests.”, and
Whereas Article 25, section
2 of the
UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood
and childhood are entitled to special care and assistance. All children, whether

Deeply concerned that approximately 32% of the world’s children work in Africa, and
Emphasizes that children as young a three

Shocked that children are threatened physically and mentally; more commonly girls, and
Welcomes that a law prohibits child trafficking and fines anyone who “Recruits, Transports, Transfers, Harbors or Receives” a child to use for forced labor,
Be It Hereby Resolved That The General
Assembly:
1. That the General Assembly will start a program called SCLA (Stop Child Labor in Africa). SCLA’s goal will be to reduce Child Labor in Africa by 30% or more in the next 5 years. The SDLA will start in just three countries- the Democratic Republic of the Congo, Togo and Uganda.
2. As part of the program, SCLA will make [BC1] 8,000 “Necessity packs”. “Necessity Packs” will be made up of common household needs, like water (bottles), canned food, blankets, bathroom items, etc. They will also include books, toys, clothes & shoes for children. These packs will be distributed to families who can’t afford the majority of these items. The SLCA will distribute them through churches, community centers, and police headquarters. These will hopefully reduce the chance of families selling their children into servitude.
3. SCLA will last for 5 years. Over the course of each year, SCLA will record how well SCLA is doing. At the end of the year, it will send the General Assembly a progress report. At the end of the 5 years, the General Assembly will decide whether to continue SCLA, and whether it is doing any good. If [BC2] the progress report is favorable, a new country will be added to the list.
4. The SCLA will accept donations from any organization. They will also alert the companies they buy “Necessity Pack” supplies from what they are doing and why. The companies will be then asked to lower the prices for the supplies. The SCLA will also be selling “Child Labor Awareness” videos and books and distributing brochures to citizens of the wealthier countries. SCLA will also have the 10 wealthiest countries in the world pay [BC3] 3% UN dues. This will go to SCLA.
5. The last step is to distribute brochures in and around Africa to raise awareness about child labor.
6. U.N. Peacekeepers [BC4] will be deployed to stop child traffickers.

Deploring that guerilla troops
such as the Lord's Resistance Army (LRA) have kidnapped more than 30,000
northern Uganda children, mainly for the females to become wives and the males
probably as young as 5 to go through various trainings to become killers, and
Affirming many children under the age of 15 often become homeless because of their parents or guardians have died from AIDS/HIV, and
Drawing attention to the options that are needed to house these orphans, and
Emphasizing that there is an estimate of over 12,000 children on the streets of Uganda,
Be It Hereby Resolved That The General
Assembly:
1. The General Assembly start a program called Considerate Able Resource Expansion (CARE), whose goal would be to gather food, clothes, etc. for homeless orphans in Uganda. CARE will reduce the number of captured orphans and homeless orphans by sending them to foster homes around the world.
2. CARE will build 10 orphanages in the country of Uganda and hire many people from the World Health Organization (WHO) or the American Red Cross Organization to help house and care for the diseases the orphans may have.
3.
These orphanages will include more than 100 rooms, a
school (libraries, computers, books, etc.), and warm comfortable beds for them
to sleep in
4. The UN will ask multiple organizations and television shows to help donate items and advertise the CARE organization to encourage more people to help out.
5. If CARE is successful in Uganda, in five years the program will be expanded to five new countries that have a similar problem with orphaned children.

Assembly:
1. The general assembly build 1000 earthquake proof homes for 1000 homeless families.
2. This will cost at about $995, plus $100,000 to set up a concrete factory. So $1,095,000.
3. This money can be achieved by raising the dues for the 10 richest countries in the world (according to GNI per capita) by 0.2%, easily leaving some extra for transportation.
