Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and 

Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born or in out of wedlock, shall enjoy the same social protection.”, and

Understanding that 3.575 million people die of water related diseases each year, and that 884 million people in the world, approximately one in eight people, lack access to clean safe water and,

Sadly more than half of the Africans and about 5% in rural areas have any access to water, and

Taking into consideration that Africa owns 19 of the 25 top countries that lack clean water, and

Appalled that 54% of Africans have no access to clean water or even water at all

Be It Hereby Resolved That The General Assembly: 

1.      The United Nations will begin a program called the African Water Support System (AWSS), the goal of which is to supply different parts of Africa with a sufficient supply of clean water, and water cleaning supplies. We will do this by transporting supplies by boat and by air if needed. We will ship the filters and water we have saved up in big cartons and then send people to set up the big filters to help cleanse water for the people we are targeting. It will take 7 to 8 months to ship everything over and around a year to completely construct and hook up the filters so they are doing their job properly. 

2.      AWSS will provide for Kenya, Chad, and The Democratic Republic of the Congo.

3.      Overtime, AWSS will try to supply even more clean water to the other 20% or less of the population that we couldn't provide for in the first 5 years, and try to help other small neighboring countries in Central Africa. Also we will try to teach people how to use the filters for smaller amounts of water, and maybe try to provide 1 or 2 bigger filters, that could purify unsanitary water from lakes and streams.

4.      If this turns out to be successful, we will try to expand our organization, and reach out to other countries, and we could talk to other countries in the European Union, to see if they could help the AWSS by either, providing us with money for filters, more clean water to give, or maybe even making a branch of AWSS in their own countries.

5.      The AWSS will need around 20 million dollars to provide as much water and filters as can. We will pay for this by taking the top 50 wealthiest countries, and increase their dues by 4[BC1] % for the 5 years we will try to provide for.

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 23 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, without any discrimination, has the right to equal pay for equal work.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and 

Whereas Article 26, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance, and friendship among all nations, racial or religious groups, and shall further the activities of the United nations for the maintenance of peace.”, and 

Shocked that 246 million children between the ages of 5-17 are forced to work for unreasonably low pay in hazardous occupations including agriculture, trash collecting, child soldiers, industrial work, mining, domestic work, or for sexual purposes, and

Alarmed that an estimated 1.2 million children are trafficked each year, forced to work as cheap labor or for sexual purposes, and

Understanding that 82% of children trafficked are trafficked with the consent of their parents, and

Convinced that child labor is directly caused by poverty which is ultimately caused by a lack of education and educational opportunities,

Be It Hereby Resolved That The General Assembly:

1.      The United Nations will begin a program called Child Labor Ends Today (CLET), the goal of which is to put an end to child labor & child soldiers[BC1]  around the world in 19[BC2]  years.

2.      CLET will begin in the seven countries identified as having the most child labor for the first five years and then begin to expand into other nations.

3.      CLET will find as many children as possible that are currently forced into labor and give them an opportunity to attend school between the ages of 3-19[BC3] .

4.      CLET will provide training in education and construction so that parents will construct the schools and staff the schools as teachers. 

5.      Recognizing that many parents do not have the capital or education to begin their own business, CLET will provide small business loans and training for parents of children who are victims of child labor.

6.      During the time that parents are being trained CLET will provide food necessary for well being of the people who participate in the program.

7.      CLET will identify businesses that use child labor and call for a boycott of those businesses by the citizens of the world.

8.      To pay for CLET the United Nations dues from the 20[BC4]  wealthiest countries will be raised by 5% generating an estimated $2,329,653.

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality,”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Understanding that health indicators show us that there is a steady rise in maternal and child mortality, which leads to chronic malnutrition, and

Whereas this problem is caused from possible unemployed mothers who may not have enough money to feed themselves during their pregnancy and/or after their children are born, and 

Whereas this issue affects the children of these mothers and may lead to a possible death, and 

Whereas there are still 800 million hungry people and 185 million preschool children seriously malnourished in the world because of lack of food and water or disease,

Be It Hereby Resolved That The General Assembly:

1.      The United Nations will start a program called Improving Modern Health (I.M.H.). The goal of the organization will be to assist unemployed or underprivileged mothers feed themselves during their pregnancy, and also feed their children after birth.

2.      Improving Modern Health will take place in Chile, Haiti, Brazil, Yemen, India, Ethiopia, and 2 other countries because[BC1]  together there are over 250,500,000 children in starvation.

3.      The program will donate up to 7[BC2] .5 million dollars for each country as needed; the program should be in place for the time span of 5years[BC3]  so that these mothers are financially stable and learn how to support their children.

4.      These mothers will be able to receive the food required to support themselves and their children at local clinics OR a new facility which will be built specifically for Improving Modern Health.

5.      Raising U.N. dues of the top 15[BC4]  richest countries 4 % per year over the next 10 years would fund I.M.H. The top 10 richest countries include Luxemburg, Norway, Qatar, Iceland, Ireland, Switzerland, Denmark, the United States, Sweden and the Netherlands.

6.      Raising the dues would allow for a 36 million (USD) surplus in dues, funding I.M.H entirely.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Understanding that infant mortality is defined as the number of infant deaths (one year of age or younger) per 1000 live births, and

Alarmed that the infant mortality rate in Afghanistan, Angola, Liberia, Niger, and Sierra Leone is over 100 per year, and

Recalling 24,000 children die each day due to poverty, and they die quietly in some of the poorest villages on earth, far removed from the scrutiny and the conscience of the world, and

Recognizing that around 2.2 million children die each year because they were not immunized and,

Keeping in mind that around 27-28 percent of all children in developing countries are estimated to be underweight or stunted,

Be It Hereby Resolved That The General Assembly:

1.      The general assembly will start a program called Ending Poverty Problems Now (EPPN).

2.      This program will be established in the poorest countries with a highest infant mortality rate.  The goal of this program is to provide help mothers get prenatal care, immunizations, and hospital checkups so that the infants get the healthcare they need without cost.    

3.      This program will start in Afghanistan, Angola, Liberia, Niger, and Sierra Leone. It will also include the countries listed in GA-03[BC1] .

4.      The (EPPN) will partner with Doctors Without Borders to help with the program and mothers/children whose survival is threatened by violence, or neglect due to armed conflicts, epidemics, malnutrition, and exclusion from healthcare.

5.      Health Mobiles will be used to make sure that mothers/children without hospital and clinic access because of their circumstances get their healthcare needs provided for.

6.      The program will be in place for 7 years and renewed for another 7[BC2]  years if proven successful.  Success will be determined by the reduction of infant mortality rate in the countries chosen.

7.      If the program is successful in the first 5 countries over the 10 year time period, the program will be extended to the next 5 counties with the highest infant mortality rate.

8.      The cost of the program will be paid for by collecting 10 million dollars a year from the 50[BC3]  richest countries in the UN which totals 250 million dollars a year.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and 

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Article 29 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has duties to the community in which alone the free and full development of his personality is possible.”, and

Understanding that there are 23 million people in the Horn of Africa in danger of not having food or water because of droughts due to climate change and 6.2 million require emergency aid, and

 Whereas 247 million acres could be unfarmable by 2050, and

Using climate models, they determined that if carbon emissions remain high by 2050, the number of reliable crop growing days would fall below 90 for almost 1 million square kilometers of arid and semi-arid lands in Africa. With fewer carbon emissions, the number of growing days would still fall below 90 for some 500,000 square kilometers (124 million acres), the study found, and

Whereas millions of people around the world suffer from climate change related droughts, 

Be It Hereby Resolved That The General Assembly:

1.      The United Nations will begin a program called General Drought Relief (GDR), the goal of which is to reduce the number of climate change caused droughts and provide relief for those suffering under climate change caused draughts.

2.      GDR will take place in Niger, Ethiopia, Kenya, Algeria and Chad, five countries which are suffering severe droughts.

3.      GDR will build wells and provide water to the citizen of Niger, Ethiopia, Kenya, Algeria and Chad.

4.      Finally, GDR help educate about climate change and educate farmers in the aforementioned countries. 

5.      To pay for GDR, the United Nations will raise the dues of the 15[BC1]  wealthiest countries by GDP[BC2]  1%, raising 10.5[BC3]  million dollars a year. If a country is currently suffering from a drought they are exempt from paying.

6.      GDR will last 10[BC4]  years. At that time the program will be evaluated by the General Assembly and, if found to be successful, can be renewed for another five years to expand to other countries with climate change caused droughts. If the program lasts 10 years, raise the dues to 5% to cover program costs[BC5] .

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 13 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of movement and residence within the borders of each state.”, and 

Whereas Article 14 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to seek and to enjoy in other countries asylum from persecution.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Understanding that there are tens of thousands of Sudanese refugees in Egypt, most of them seeking refuge from ongoing military conflicts in their home country of Sudan. Their official status as refugees is highly disputed. The refugees have been subject to racial discrimination and police violence, and

Saddened that the country of Sudan does not seem to perceive an end to this conflict, and seems to disregard the lives that are being destroyed by this war, and

Recognizing that many of these Sudanese refugees are in the country of Egypt illegally, an

Acknowledging that these refugees need support and a place to live while they flee their home country and reside temporarily in Egypt,

Be It Hereby Resolved That The General Assembly:

1.      The United Nations will begin a program called IMPROVING REFUGEE LIVES (IRL).

2.      IRL will take place in Somalia and Israel, the countries where the people are immigrating into Egypt illegally.

3.      IRL will make refugee camps for the illegal immigrants that have migrated toward Egypt due to military conflicts.

4.      IRL will create jobs for the Egyptians and the illegal immigrants we would like to create schools, hospitals and steel mines for the purposes of education, health, and industry.

5.      To pay for IRL the United Nations will raise the dues of the 15 wealthiest countries by 2% over the next 10 years.

6.      Each year (of the 10 years) IRL will get approximately $718,419.
