Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 15, Section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states “Everyone has a right to a nationality,” and

Whereas Article 15, Section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states “No one shall be arbitrarily deprived of his nationality nor denied the right to change is nationality,” and 

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Article 27, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.”, and

Understanding that 96 out of every 1,000 infants born die before the age of four in Sub-Saharan Africa and 3.3 out of every 1,000 infants born die in France, and

Shocked that only 66% of adults are literate and 82.4% of Africa is below the poverty level, while 99% of adults are literate in France. Also, 6.2% of France is below the poverty level, and

Recognizing that Africa loses $14 billion per year, and

Knowing life expectancy is only 47 years in Sub Saharan Africa and knowing life expectancy in France is 81.5 years, and

Encouraged that giving reparations to Africa can help all of these, and

Supported by the fact that if the European countries can bail out their banks for a total of $4 trillion in one year, then they can take the responsibility to pay $777 trillion in 100 years for their crime of colonization and slavery perpetrated against the continent of Africa, and 

Shocked that after World War II, the former Soviet Union and the U.S supported dictators and regimes with money and military support that allowed multinational corporations control of Africa’s resources for their own benefit at the expense of the people of Africa, and


Be It Hereby Resolved That The General Assembly:

1.      The United Nations will begin a program called Reparations from Europe to Africa to Develop future Societies or (READS), the goal of which is to bring the former colonies of Europe in Africa up into the twenty-second century, repair the damage done by slavery, colonization and European control.

2.      READS will take place in all of Africa because no part of Africa is unaffected by the Europeans, Russians and the United States.

3.      To pay for READS, the United Nations will ask all of the countries in Europe, Russia, and the U.S.A. to pay on average $285,185,185.2 each. Another way to pay for this is to make all countries that commit crimes against humanity must make reparation by giving money determined by READS that maybe up to 10% of the dues of that country

4.      READS will provide ways for African countries to create clean water, better health care, better education systems, and repay government debt by creating a partnership with several NGO’s including and not limited to the International Red Cross and Red Crescent, Carter Center, Doctors without Borders, African Salvation Group (ASG), International Institute for Environment & Development (IIED), Life and Peace Institute, Human Rights Watch and Africa Rights. The goal is to create economic partnerships that will create African based companies to create economic growth for Africans for the ultimate goal of a wealthy competitive independent Africa.

5.      READS will take about 1 century to reach the goal of repaying the debt, improving education, expanding and improving health care and creating a better standard of living equal to Europe. Every five years READS will report on progress to GA and every 25 years READS will evaluate and do an overall check on this program.

6.      The money needed to take care of health care, education, old debt and better living conditions is $777 trillion which is an average of 7.7 trillion a year.

7.      European Union, Russia and the U.S.A. will be given authority of setting the amount of money to be raised and collecting and coordinating its use with READS and the aforementioned NGO’s.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 15, Section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states “Everyone has a right to a nationality,” and

Whereas Article 30 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.” and

Understanding that in 2009, Junge Landsmannschaft Ostdeutschland, who is supported by the National Democratic Party of Germany, organized a march attended by 6,000 Neo-Nazis, and

Recognizing statistics that show in 1991, there were 849 hate crimes, and in 1992 this number grew to 1,485 in Germany, and

Amazed (in a negative way) that groups with Nazi ideals targeting specific races, religions etcetera exist in  Austria, Belgium, Chile, Croatia, Estonia, France, Germany, Greece, Israel, Russia, Serbia, The United  States of America, Sweden, The United Kingdom, Oceania, and more, and

Shocked that the Ku Klux Klan website says: "You must not be married to or date people of other races, nor have mixed race dependants, this includes adopted children.", and

Flabbergasted that a prominent American Nazi party exists that is dedicated to the 14 Words: "We must secure the existence of our people and a future for White children.", and

Disappointed that for nearly 150 years there has been a Ku Klux Klan in America, and

Worried that Al-Qaeda has made plans, in the past twenty years, to kill the Pope and US President Bill Clinton.  They also have had numerous successful bombings for the purpose of killing western and Jewish groups. One of Al-Qaeda's most famous actions was when they attacked the World Trade Center on September 11, which killed 2,750 Americans,


Be It Hereby Resolved That The General Assembly:

1.      The United Nations will begin a program named New Policies on Terrorism (NPT), because we intend to suppress terrorist and bigotry-related acts in mainly Middle-Eastern countries with a recent history of terrorist groups. This program's motto will be "Make Terror Rarer" because it describes our purpose and it also rhythms.

2.      Unlike other anti-terrorist programs, NPT will NOT rely on force and violence against terrorism from outside the country, or require the use of UN troops.

3.      NPT will need to recognize the problems, create new policies, and help the governments enforce the policies in all of the different places we go to.

4.      NPT will accomplish our goal through offering incentives, guidelines, constructive information, and other aid to countries with terrorism problems.

5.      NPT’s budget will also offer incentives such as protection, money, poverty support, and other resources that improve a country's community in exchange for stronger action against terrorism in a country.

6.      To be clear, the point of NPT is NOT for countries to attempt to forcefully eradicate terrorism in other parts of the world, but to help countries focus on what is happening in their country through mainly legislative action.

7.      The goal of NPT is to restructure and improve governments to include safer, stronger, and better laws, policies, and action against any violent acts committed with the point of bigotry.

8.      NPT will have UN representatives talk to government leaders and explain the known and proven benefits of anti-terrorism laws, plus offer educated opinions on effective measures to take based on success in other countries such as the US and Germany.

9.      NPT will suggest laws and measures that have already been put to use to a successful effect in other countries, such as the US law practiced in most states that: the punishment for a crime is automatically higher if the crime was based on bigotry.

10.  The program will be offered to all countries who would like to partake in it, as not only a means of wiping out terrorism, but a way to help out with other local issues.

11.  The UN will help solve these issues in exchange for taking major steps in suppressing terrorism and bigotry. By making an agreement to pass a uniform bill of anti-terrorism laws that will be later chosen, or arrest a certain number of terrorists, a country officially joins MTR.

12.  NPT will not endorse what the US is doing as it sends destructive troops and bomber planes to try to deal with Al-Qaeda in the Middle East. We will instead offer various charity projects and peaceful solutions to the country that will help their communities.

13.  In countries like Somalia, where there is no government, but several groups struggling to take power, the NPT will support the group that has the most anti-terrorist policies. For example, a portion of the aid that is already given to Somalia can be used to endorse the governmental group that expresses the most effective and strict anti-terrorism measures.

14.  In terms of funding, the ten million dollars per year will come out of the assessed contributions of the nations, along with volunteer and private donations achieved through news coverage and charities.

15.  The more peaceful environment will overall decrease costly wars and terrorism defense, including the use of expensive UN troops, and so will eventually pay itself back.

16.  NPT’s budget will be used to hire representatives to educate countries, to train and equip new security agencies within countries to monitor suspicious activity, to introduce new helpful security technology, and to offer incentives for countries to work with our group.

17.  Every year, the UN can reevaluate NPT’s progress and readjust its funding.

18.  NPT will be conveniently headquartered in London, England, where most of the program will be run out of, but additional headquarters will be added in later years.

19.  The time frame goal will be to inform terrorist-like country leaders and get the support of at least 2 Middle Eastern countries in the first year, then broaden to places like East Africa in subsequent years.

20.  We will have working programs in at least 10 countries by 2015. After 2015, the program will be reassessed and restructured, kept up, or shut down.

21.  By 2015 we hope for MTR to be almost independent of the UN in terms of funding and leadership, instead becoming a separate not-for-profit with ties to the UN but run by volunteers and mainly funded through charity donations.

Establishing in the PREAMBLE the principles that apply in the resolution:

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 2 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth  in this Declaration, without any distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”, and

Whereas Article 2 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Furthermore, no distinction shall be made on the basis of political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.”, and

Whereas Article 28, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”, and

Whereas Article 30 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.” and 

Affirming Iran has enough Uranium to make at least one bomb, and

Shocked that President Ahmadinejad would say “A new Middle East will prevail without the existence of Israel.”- August 4, 2006, and 

Keeping in mind the Middle East is an essential energy source and needs to be nuclear free in order to ensure global economic growth, and

Reminded that the source of instability and distrust between Israel and its neighbors revolves around the spread of misconceptions, hate and fear dealing with boundaries which are used by governments to support unprecedented and unsustainable military expenditures, and

Fearful that the spread of hate and mistruths will end in a war that will tear apart the Middle East with a very high probability of including global powers outside the region, and

Alarmed that on several occasions, including December 15th, 2005, Iranian President Mahmoud Ahmadinejad explicitly stated that the Nazi Holocaust of European Jewry a "myth", and

Mortified that President Ahmadinejad would say “… (Israel) has reached the end like a dead rat after being slapped by the Lebanese.”- May 8, 2008, and

Understand that Israel’s nuclear weapon program does not provide prestige, safety and stability but promotes fear, distrust and instability in the region,


Be It Hereby Resolved That The General Assembly:
 

1.      The United Nations will begin a program called Save Israel from Iranian Nuclear System (SIFINS) [sy-fins]. Its goal is to eliminate nuclear weapons in the Middle East in twenty years.

2.      SIFINS will begin the first step of a nuclear free Middle East by beginning negotiations with Middle Eastern countries about Israel’s right to exist with the goal being that every nation signs a treaty that says Israel has the right to exist within borders that will be negotiated by SIFINS and acknowledge that the Nazi Holocaust did occur. This will clear any misconceptions or problems from previous UN resolutions.

3.      The goal is to reach an agreement in 5 years and to have all Middle Eastern countries ratify the treaty of Israeli existence in 3 years and to have all General Assembly countries to ratify the treaty in 2 years – goal for execution of this part of the resolution should take 10 years.

4.      Countries that do not ratify the treaty will be given an extension of 1 year before SIFINS will recommend sanctions that will include a suspension of IMF and World Bank loans, U.N. humanitarian programs will be postponed, boycotts, permanent removal from the UN Security Council, and other sanctions.

5.      The second phase of the resolution will be for all nations in the Middle East to become free from the development or possession of nuclear weapons.  SIFINS will begin negotiations for a treaty that will create a nuclear weapon free zone in the Middle East by 2025.

6.      Countries that do not ratify the nuclear weapons  treaty will be given an extension of 1 year before SIFINS will recommend sanctions that will include a suspension of IMF and  World Bank loans, U.N. humanitarian programs will be postponed, boycotts, permanent removal from the UN Security Council, and other sanctions.

7.      SIFINS will create an ambitious cultural exchange program that will include 100,000 students, faculty and governmental officials between Israel and other Middle Eastern countries by 2020.

8.      SIFINS will begin to promote the demilitarization of the region and publicize the ways governments can use money previously used for the military to improve the humanitarian needs in the region. 

9.      At the successful completion of SIFINS, all countries will sign a treaty reaffirming Israel’s right to exist with the borders that were created in operative clause 2 and creating a nuclear weapon free zone in the Middle East for perpetuity. Goal is to crate and sign new treaty by 2030.

10.  SIFINS will be funded by raising the dues .5% on the EU countries, the United States, China, Japan and Russia since a stable Middle East will benefit them the most besides the countries of that region. The International Atomic Energy Agency (IAEA) will search the nuclear facilities of the region and be responsible for implementing the policy of a nuclear weapons free Middle East.

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 16 section 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “The family is the natural and fundamental group unit of society and is entitled to protection by society and the state.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Shocked that 1.2 million kids are trafficked every year, and

Stunned that in girls as young as 13 are trafficked and are put into forced marriage, and

Upset that kids as young as six years old are being taken away from their families to be used as sex workers, and

Surprised that sex traffickers earn about $7-10 billion dollars annually,


Be It Hereby Resolved That The General Assembly:
 

1.      The United Nations will begin a program called End Southeast Asia Child Trafficking (ESACT), the goal of which is to reduce child trafficking, while improving the communities by 17% in ten years (2011-2021)

2.      ESACT will take place in Japan, but special emphasis will be on Cambodia, Laos, Thailand and other top countries with child trafficking in Southeast Asia.

3.      ESACT will fund a $40,000,000 million dollar project.  %0% of the fund will come from raising dues by 25% every year; Japan will donate 30%., ($12,000,00, the US will donate 10% ($4,000,000) and large international businesses will donate another 10%.

4.      This first month of ESACT will include education UN representatives and volunteers of the dangers of child trafficking, benefits of child protection laws, and the importance of safe communities.

5.      In the next year, representatives will travel to rural communities; become an active part in them, while continuing to spread the knowledge about child trafficking.  The educators will travel on circuits in their assigned countries, while building trusting relationships with their communities.

6.      The representatives will also provide pamphlets on the signs of child trafficking, how to prevent it in their own home, and photos of the top predators.

7.      In addition to this, the countries will share an online database with statistics about the child trafficking and photos and information on top predators.

8.      Another part of the ESACT is to build stronger communities and jobs.  At the start of the second year representatives will begin to oversee job sites including building new roads, housing, and offices advancing the poor villages in the countries.  The people in the towns will be the constructors of the roads, therefore earning immediate income, and not feeling pressured to turn to sex trafficking.

9.      The construction work will earn the community around $640,000 a year and greatly decrease the risk of people turning to child trafficking.  This additional earning power will discourage families from promoting child trafficking and ensure protection of children.

10.  After 5 years, if ESCCAT drops the child trafficking rate by 7%, the project will continue.

11.  Starting year six, representatives will encourage major corporations to have permanent bases around the towns. These companies will create more and more stable jobs for the citizens of the countries that this plan will affect.  That way, parents won’t feel like the only way to support their family is to have their children work.

12.  After another ten years the jobs created will attract bigger corporations to invest into the countries, therefore increasing their infrastructure, will reduce the risk of child trafficking.  By 2021 if the child trafficking rate drops by 17% ESACT will reevaluate and consider an extension.
