Establishing in the PREAMBLE the principles that apply in the resolution:


Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and


Whereas Article 23 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment.”, and


Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born or in out of wedlock, shall enjoy the same social protection.”, and


Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and


Shocked that almost 2,000,000 children in Madagascar are being used as slaves, and


Dismayed that so many children are working and not going to school, and


Realizing that almost 2,000,000 children in Madagascar are in danger every day because of their working conditions,


Be It Hereby Resolved That The General Assembly:


1. The United Nations will begin a program called Progressive Learning for Children, which will build public schools in countries without free education, therefore enabling children who would otherwise work to get an education.

2. PLFC will fill the place of working children with capable unemployed adults.

3. Schools will be staffed by U.N. employees.  There will also be several willing local craftsmen to teach the children that are interested to learn their skills, so that they can follow their interests.

4. PLFC will take place in Mozambique, Tanzania, and Madagascar because they have low literacy rates.

5. PLFC will last 5 years. If this program is found to be successful, it will be renewed for another 5 years, and so on.

6. To pay for Progressive Learning for Children, the U.N. will raise dues by 0.5% on the 10 nations that pay the most dues, raising $9,548,909 per year.  This will pay for the supplies, teachers, lunch, a soccer ball and pump for each school, and local craftsman to teach the children.

7. We will have room for 150 children to go to each school.

8. Each child that participates in this program will receive breakfast and lunch at school.

9. We will be building 3 schools in each country.

Whereas Article 13 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of movement and residence within the borders of each state.”, and


Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and


Affirming rainforests used to cover 14% of the Earth and now only cover 6%, and


Fully aware over 20% of the world’s oxygen comes from the Amazon, and


Deeply concerned that we lose 137 species a day from rainforest deforestation, eliminating many possible cures to diseases, like graviolas, which are proven to kill cancer cells and slow tumor growth,


Be It Hereby Resolved That The General Assembly:


1. The United Nations will begin a program in which translators with experience as medical researchers will travel to the Amazon to learn about medicinal plants from the native tribes and then share the information to the World Health Organization in order to promote the use of Amazon plants.  To fund this program, the United Nations will raise the dues of the 10 wealthiest countries 0.25%, raising approximately $544,000, which will pay for 6 translators, notebooks and pencils, plane flights, transportation through the Amazon (boats, guides, planes, and gas), and bandages and steel to give to the tribes, since bandages and metals like steel are of great use and little access to tribes that stay in their rainforests.

2. This program will take place in Brazil, Peru, and Columbia, countries with large amounts of the Amazon, to encourage the preservation of the wildlife.

3. This new United Nations program will be called Sharing the Treasures of the Amazon Rainforest (STAR).

4. After five years, the program will be evaluated by the General Assembly and, if found to be successful, can be renewed for another five years and expanded to other countries home to rainforest environments.

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and


Whereas Article 28, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”, and


Whereas Article 30 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.” and


Realizing the name changed from School of Americas (SOA) to Western Hemisphere Institute for Security Cooperation (WHINSEC) had no effect on the curriculum of the school, and


Understanding WHINSEC is an American school funded by the American government whose main goal is to destabilize legitimate governments in Central and South America by creating soldiers to use terror and brutality to create puppet governments loyal not to the people of the country but to the United States of America and multinational corporations, and


Aware of the hundreds of thousands of Latin American people suffering because of graduates of the SOA/WINSEC, and


Deeply Concerned that a country so powerful is producing terrorists that are endangering the lives of Latin American civilians, and  

Shocked that in February 2005, eleven people were massacred including 6 Jesuit priests and two other women and their children, 19 of the 27 killers were graduates of the SOA, and


Recognizing Waldo Albarracin the director for the Assembly for Human Rights in Bolivia, who was kidnapped and tortured in 1997 by Captain Filmann Urzagaste Rodriguez who attended WHINSEC in 2002, and


Keeping in mind Colonel Alvaro Quijano an instructor of Peacekeeping Operations and Democratic Sustainment courses at WHINSEC from 2003 to 2004. Who was arrested in 2007 for providing security for FBI’s top 10 most wanted Diego Montoya a notorious drug lord and leading a drug stronghold in Colombia,


Be It Hereby Resolved That The General Assembly:


1. The United Nations will begin a program called Countries against Terrorism (CAT), in which countries will come together and try to abolish any sort of terrorist acts.  

2. CAT will try to prevent terrorism by allowing the United States two years to close WHINSEC.  This will prevent terrorism by ensuring that no more graduates from WHINSEC will be terrorizing Latin America and other countries.

3. CAT will be sending UN representatives to WHINSEC to monitor the activities being held and taught at the school.  UN representatives will review the curriculum and make any necessary revisions to the curriculum.   

4.  If America does not meet the two year deadline given, the UN will recommend for sanctions against the country to arise.  Countries belonging to OPEC will boycott the United States, by not providing their country with our resources (oil).  Countries will bring upon a boycott of all United States manufactured weapons.  No sorts of trade will be made with the United States.

5. CAT will last five years.  When evaluated by the General Assembly and found successful with the closing of WHINSEC, CAT will be renewed for 10 years and expanded to other countries with productions of terrorist.

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and


Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and


Whereas Article 27, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.”, and


Disturbed that there are 247 million cases of malaria each year, 1 million of which result in death, and


Appalled to know that most people that die from malaria are under the age of five, and


Shocked that 109 countries worldwide are affected by malaria, South Africa being the most affected, and


Awakened by the fact that less than 5% of children on the continent of Africa sleep under any type of insect defending net,

Be It Hereby Resolved That The General Assembly:


1. A group of trained medical workers and volunteers to start an organization called Move for Malaria, whose goal is to reduce the risk of Malaria in African countries.

2. Move for Malaria will reach out to church groups around the world and ask them to join in on mission trips to South Africa.

3. The UN will sponsor these trips and pay for airfare for everyone attending, and the money will come from raising UN dues in Luxembourg, Norway, Qatar, Australia, and Denmark by 1.5%.

4. The church groups will plan their own fundraisers and raise money in their community to buy insect fighting nets to deliver to South Africa and surrounding areas.

5. Three volunteers from Move for Malaria will join in each trip, each trained in the safe handling of people that carry Malaria. This ensures that there will be helpers that know about Malaria and how to interact with a person that is infected.

6. Each group will be stationed in camps in needy areas for 3 days, helping to set up nets and providing medical assistance.

7. Move for Malaria will continue for three years, and then be reviewed by the UN. If they approve, the organization will expand into Ethiopia and Nigeria.

8. Using these nets will decrease the actual mosquito population by 90%, hopefully brining the Malaria rate down by at least 10% in each community.

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and


Whereas Article 2 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth  in this Declaration, without any distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”, and


Whereas Article 2 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Furthermore, no distinction shall be made on the basis of political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.”, and


Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and


Whereas Article 18 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of thought, conscience, and religion; this right includes freedom to change his religion of belief, and freedom, either alone or in community with others in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”, and


Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and


Be aware of South Sudan became its own country on July 9, 2011, when it separated from Sudan after a very long war between the countries, and

Keep in Mind:  The South Sudan government is not stable currently, since it is going into war with Sudan over the oil territory, and


Shocked that a genocide in Darfur, South Sudan that started in 2003 is still going on, and the Sudanese army along with the Janjaweed, a poor Arab tribe, is killing the Fur, Zaghawa, and Massalit ethnic groups. They are doing this by dropping many bombs on villages, riding on horses into villages and killing men while raping women, burning all homes, and making anyone still alive flee into the desert. Over 400,000 Darfurians have died because they were murdered or had disease, and


Alarmed by the Jonglei Village deadly attack killed over 600 people and many of the victims were living in the village. Women and children were burned alive, and


Appalled that the Sudanese Air Force has used their planes to bomb U. N. refugee camps and to bomb defenseless South Sudanese villages,


Be It Hereby Resolved That The General Assembly:


1. The United Nations will begin a program called Building Military, Villages, and Government (BMVG), in which it will help rebuild villages that were attacked, serve in the process of building a larger defense/security, create a stable government for South Sudan and negotiate a treaty which shares the revenue of the oil for both countries.

2. The Building Military, Villages, and Government will be stationed throughout the areas of South Sudan where the need is greatest. BMVG will encourage the growth of the South Sudanese Defense/Security Force (SSDF) by recruiting throughout the country.  BMVG and the SSDF will help rebuild villages destroyed by battle and protect the South Sudanese from attacks; they will construct roads and generally help build up South Sudan.  The BMVG will help the people of South Sudan return to normal life that has escaped them for the last decade.

3. The United Nations will also help the South Sudan government become stronger by creating a democratic government a Bill of Rights, in order to ensure all citizens of different ethnic groups have equal rights that cannot be taken away.  

4. A special UN negotiator will bring both countries (Sudan and South Sudan) to create a compromise over border issues and most importantly oil.  In the compromise, a No – Fly Zone will be enforced by African Union nations NATO. This will prevent the escalation of war.  At the same time the negotiator will put forth an agreement to share the oil revenue for both countries.  Third both countries will agree not to violate the borders of the other.   

5. The major cities along the border with Sudan will have a headquarters 6 in total that will defend the border, aid refugees, rebuild villages and have medical facilities to aid the injured. In each of these stations there will be two minivans and two ambulances for easy transportation. The total cost for these vehicles for all of the cities is $736,920. 10 tents will be purchased per city so workers and any refugees in the cities can have a place to stay. The total would be $74,400. $1,240 purchases a tent for a makeshift school or health center (helps rebuild villages) $4,415 supplies enough water for each city.  If we want to buy 15 water supplies it will cost 397,350.  

6. This organization will work rebuilding South Sudan for five  years, and at that point the United Nations will analyze it. If the organization is seen as beneficial, it will continue the rebuilding process if necessary and be used in other developing countries. The program will be changed according to the specific country’s needs. If the process does not work; the United Nations will work together to come up with a new plan for building countries ravaged by civil war.

7. To pay for BMVG, the UN will start an organization that will raise money for building materials and other things the BMVG needs. As well as enlisting non-governmental organizations like Habitat for Humanity (HFH), Doctors without Borders that will assist in our raising building materials. The United Nations will also raise the dues of the 10 wealthiest countries by 5%, raising 10,860,630 per year. This will pay for BMVG buildings, transportation, staffers pay and food. The money will go to the program for the citizens of South Sudan, so then that way it goes for building roads, schools and making the country stronger. It will not go to the government to spend.
