Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Deeply concerned that out of the 2.2 billion children in the world, 1 billion of them live in poverty, and

Appalled that 45% of Malawian children under the age of five are stunted due to malnutrition, and

Dismayed that over 40% of Malawians (mainly female) are currently living on or below the poverty line, and

Be It Hereby Resolved That The General Assembly:

3. The HFP will take the $17 million granted and use it towards the following; tents for our volunteers, volunteer’s meals, buses, volunteers plane tickets, shipping, vocational training textbooks, notebook paper for students, pencils, peanut paste, and life straws.

4. HFP will send 840 trained interns/volunteers to five countries, Malawi, Democratic Republic of Congo, Haiti, Madagascar, and Ethiopia in order to hand out peanut paste and life straws to children and give vocational training to adults.

5. HFP will last for five years.

6. If the program progresses and reduces the amount of children in poverty by 10,000 children, another five years may be renewed.

Whereas Article 9 of the UNIVERSAL DECLARATION OF THE HUMAN RIGHTS states, “No one shall be subjected to arbitrary arrest, detention or exile,” and

Whereas Article 10 of the UNIVERSAL DECLARATION OF THE HUMAN RIGHTS states, “Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him,” and

Appalled that in 2009 only five countries had no incidents of torture reported, and

Deeply concerned that 13 of the G-20 nations had torture reported in 2009, and

Emphasizing that information obtained from torture has been proven to not be reliable,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will begin a program called End Torture Worldwide (ETW), which will focus on G-20 nations, and nations involved in the War on Terror (G-20 nations proven to be more likely to use torture and tactics and a large portion of modern torture stems from the War on Terror.)

2. ETW will work with NGOs specializing in torture and human rights violations worldwide including Amnesty International and Human Rights Watch.

3. ETW will send 25 inspectors each (using volunteers from NGOs) to facilities suspected to be using torture to extract information and/or violating other human rights with an annual goal of visiting at least 5 suspected facilities and a completion goal of at least 22 facilities investigated.

Re.:   Deforestation of the Tropical Rain Forest

Submitted to:  General Assembly

Submitted by: Panama

Date:   April 2, 2013

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Surprised that one and one-half acres of rainforest are lost every second with tragic consequences for both developing and industrial countries, and

Alarming that there were an estimated ten million Indians living in the Amazonian Rainforest five centuries ago. Today there are less than 200,000, and

Shocked that nearly half of the world's species of plants, animals and microorganisms will be destroyed or severely threatened over the next quarter century due to rainforest deforestation, and

Amazed that some farmers have begun to set aside some of their land for new trees,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will begin a program called Slowing Down Deforestation Right Now (SDDRN) which will focus in the Amazon Rain Forest.

2. SDDRN will work with farmers in South America who have taken down land of the Amazon to start setting aside areas in their land to plant trees.

3. The SDDRN will train a group of people to look at farms around the Amazon and make sure that they have set apart land for trees

4. If a farm that has been a part of the rainforest has found to be not planting trees for the replacement of the trees they cut down there will be fines to be collected. These fines will be given to SDDRN to make it a better program.

5. To create SDDRN, we request that we get educated farmers, people who would be willing to investigate, money to supply trees to the people who cut them down, and peace keepers to know whether the laws are being broken.

6. Slowing Down Deforestation Right Now will last 5 years. If after this time there has been a reduction in deforestation by 10% it can be renewed for another five years. At this time it is suggested that the program be spread to another region with higher deforestation rate.

7. Panama respectfully requests that the General Assembly raise the dues of the 10 wealthiest nations by 5% to fund this program.

Deeply concerned that the government in China alone censors at least 18,931 websites, and

Observing that about 13.4% of all tested .TW (Taiwan-hosted) sites are blocked in China, and

Emphasizing that at least 1,736 sites on Yahoo related to religion are blocked in China, and

Noting that Saudi Arabia censors at least 538 internet hosts, and

Alarmed that 100% of all outside media is blocked in North Korea,

2. These funds will be used to purchase weather balloons, leaflets, helium tanks, pay survey staff and pay for delivery of balloons to human rights organizations in target areas for release.

3. These funds/ objects will be distributed to countries neighboring China, Saudi

Arabia, Malaysia, and North Korea, the exact location varying by weather conditions on the day of release.

4. This program will be called S.C.I.E.N.C.E. (Stop Censoring in Eastern Countries)

5. This program will run over 5 years, with a release of the propaganda in the first year, and surveying the resulting impact of the propaganda.

6. At the end of the 5-year run, the impact of the effort will be examined. Impact will be judged by movement. If the program has had enough impact to make it financially viable to support another run, another release-and-observe cycle will be run.

Re.:   Child Trafficking and Abuse

Submitted to:  General Assembly

Submitted by: Greece

Date:   April 2, 2013

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 7 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All are equal before the law and are entitled without discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and

Alarmed by the fact that data was collected from over 132 countries about child trafficking, and

Shocked that children as young as 13 are being discriminated by child trafficking and are taking drugs because they do not want to know what happens to them, and

Dismayed that girls make up 2/3s of the total amount of victims affected,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will begin a program called Child Trafficking Prevention Program (CTPP) which will focus in Romania, Macedonia, Bulgaria, and Ukraine. (Four nations in Europe with some of the largest rates of child trafficking.)

2. CTPP will work with other NGO’s who focus on child trafficking in Europe including Nobody’s Children Foundation, the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse, and Human Rights Watch

3. CTPP will train a group of inspectors (using volunteers from the aforementioned NGOs) to be able to detect if a child is actually a victim of human trafficking.

4. If a child is found to be victimized, the fate of the trafficker will be put into the hands of the local law enforcements. The child/children will be taken into the care of the CTPP.

5. Considering some of the children have been taking drugs and drinking, in instances of possible addiction, rehabilitation programs will be made available to the children by the CTPP. Also, the CTPP will work so that either the actual parents of the child/children can be found, or will work to find a new, stable family.

6. Child Trafficking Prevention Program will last four years. If after this time there has been a reduction in child labor by at least 12%, it can be renewed for another four years. At this time, it is suggested that the program be spread to another region with high child trafficking rates.

7. We respectfully request the General Assembly raise the dues of the 10 wealthiest nations by 7% to pay for this program.
