Submitted to:  General Assembly

Submitted by: Russia

Date:   April 30, 2013

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Appalled that there are estimated 2.5 million slum- dwellers in Kibera who do not have purified water to drink, and

Disturbed that there are 1.6 million people, mostly children, that die each year from disease related to unclean water, and

Shocked that poor people have to pay more for water than wealthier people of the surrounding countries, and that poor people waste much time walking miles to collect small amounts of water, and

Alarmed that these people have to get water by natural springs, which are all contaminated and unsafe, and

Realizing that most of these people spend a majority of their day getting clean water, and adults and children are being deprived of education and work for money for their families,

Be It Hereby Resolved That The General Assembly:

1. Water For Kibera [WFK] is a program that will help the poor slum-dwellers of Kibera get clean water by installing 100 temporary water purification systems, which will last 10 weeks. Then put metal pipes in to replace the cheap, plastic pipes.

2. The WFK will make all the people here who get ill or die from unclean water stay healthy. This will help all the 2.5 million children and adults in the slums of Kibera. This is helping the largest slum in Kibera.

3. To do this project we request that the UN raises dues on Australia, South Korea and Brazil by 3% which will provide $4,611,636.

4. This project will cost a total of $4,529,304.

5. This project will last 10 weeks. If this project works by the amount of this time we will keep the pipes until a permanent water treatment facility is built. If this works we suggest that we spread this project to other countries that are facing these same unclean water problems.

Fearful that Turkey will not be able to support the Syrian refugees on their current budget, and

Shocked that the flow of refugees is increasing, in January alone, 38,000 refugees crossed from Syria into Jordan, and

Deeply concerned that according to the UN high commissioner for refugees, Antonio Guterres, the camps are only receiving 30% of the funds required, this leaves a gap of 700 million U.S. dollars for 1.1 million refugees,

Be It Hereby Resolved That The General Assembly:

Alarmed that there are 3.5 million landmines all across Vietnam, 6,000,000 landmines are contaminating Cambodia, and 411,796 landmines are still across Thailand, and

Aware that the Vietnamese, Cambodian, and Thai people are not safe under these conditions, and

Having considered that innocent people are dying because of these mines, and

Keeping in mind these people have rights that they need to be protected without the risk of dying, and

6. We will raise the dues of the fallowing countries by 3%. This will be United Kingdom with $5.25 million, Japan with $9.96 million, France with $4.89 million, Germany with $6.39 million, and Italy with $3.99 million for a total of $30.48 million, and we will donate the remaining money to hospitals to care for landmine victims.

Re.:   Drone Attacks Around the World

Submitted to:  General Assembly

Submitted by: Ethiopia, Great Britain, & the Netherlands

Date:   April 30, 2013

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 12 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to protection of the law against such interference and attacks.”, and

Appalled that from June 2004 to mid-September 2012 there have been 2,562 - 3,325 people in Pakistan killed by drones, and

Shocked that 474 - 881 were civilians killed by the attacks including 176 children, in Pakistan, and

Dismayed that many children are terrified to leave their homes and do not want to go to school. Many families have lost members, which leaves many people horrified in Northern Pakistan, and

Realizing that the United Stated has launched two times more drones under President Obama, who was awarded the Nobel Peace Prize in 2009. These attacks happen in Pakistan, we, the United States have drones and Yemen gets attacked by drones often,

Be It Hereby Resolved That The General Assembly:

1. The United Nations will start an organization called Drones Responsibility Ordering the Nations’ Engagement (DRONE) to focus on an agreement on acceptable use of drones. DRONE will contain about ten people that have a strong voice in trying to improve the world by not having drones. The DRONE organization is open to the countries that have drones and use them constantly. Also there will be reviewers or judges to make a hearing in a sense to create a safer world.

2. To limit drone attacks, the agreement will provide specific guidelines for acceptable attacks, this would include the drones that are used to spy on people, the drones for research in space are great, but the killer drones are awful towards people. The drones that also drop off supplies are great uses because they can help out those who need our help.

3. The assembly will closely monitor each nation’s drone activity. Nations planning to use a drone attack must present their reasons for attacking their desired target.

4. If a country does not follow the agreement and launches a drone attack without assembly approval, the country will be fined a fair amount, which will cover the cost to repair the damages from the drone attack, and will be suspended from voting in the assembly for six months. We will set up a committee to repair the drone strike affects. This will add on to the countries U.N. dues. The charged amount will then be used on stopping drone attacks, educating the public and repairing damaged countries that have suffered from drone attacks.

5. To fund the assembly, the countries that use drones will be charged dues of about 5 percent of the cost of building and launching a single drone. Also the people will be charged for making drones a small amount of 1 percent.

6. The assembly and resulting agreement will stand for a minimum of 10 years. If drone attacks go down by 20 percent and the number of casualties is lowered by simple majority, the assembly and agreement will be reinstated for an additional 10 years. If those goals are not met, the agreement will be re-evaluated by the assembly to come to a new resolution.
