Delegates Plan to Tackle ISIL - CIVITAS-STL

Saturday Feb. 20 was the Challenge Model UN. The first item on the agenda was a secretariat sponsored resolution on what the united Nations should do about ISIL. Here are the suggestions each committee discussed/brainstormed.

Committee A

O.C. 1 – Prohibit member nations from declaring war on ISIL.

O.C. 2 – Intervening in the governance policies of Syria and of ISIL-held territories

O.C. 3 – Prohibit member countries from giving funds to ISIL

O.C. 4 – Encourage member nations to issue joint counter-ISIL propaganda and prohibit the creation and spread of existing ISIL propaganda that is UN sponsored

O.C. 5 – Member nations will expand budget for UN agencies/committees that help refugees

O.C. 6 – UN will create committee ALEMO (Arab League Economic Monitoring Organization) consisting of a group of Arab nations appointed by the five wealthiest UN members and five randomly selected non-Arab UN members. Oversee major points of exchange (air, land, sea) to monitor for possible ISIL imports and exports.

O.C. 7 – UN will create an international coalition to attempt to achieve peace in ISIL-controlled territory. After peace is achieved in ISIL-controlled territory, the UN will create an oversight group with the goal of maintaining peace while respecting the individual sovereignty of the countries involved.

O.C. 8 – Create long-term committee of both Arab and non-Arab member nations that is concerned with religious toleration and extremism in the Middle East. The committee would consist of every country with a population at least 30% Muslim, and 10 randomly chosen member countries which are re-chosen every 5 years. This committee would use economic and possibly military action to reinforce religious acceptance in the Middle East. (Not voted on)


Committee B

These are the operative clauses that the second committee developed & agreed upon.

O.C. 2 – The UN will follow an action plan for the incorporation and nurturing of refugees until they are able to return to their own countries that are free of conflict. This action plan will include increased transportation as well as a 2-month welfare program focusing on job options and language immersion. Refugees will be given the choice of returning or staying once hostilities in their original countries have died down and are controllable. Vetting process will mirror USA’s current vetting process. Funding will be an incentivized mechanism (due increases waived if accepting refugees).

O.C. 3 – Facilitate rigorous border control on nations bordering ISIL territories with a focus on stopping the trade of contraband oil. (Myanmar, Syria, Russia, Indonesia)

O.C. 5 – Establish an Arab-led committee (e.g. UAE, Turkey, Pakistan, Saudi Arabia, Uzbekistan) funded by the USA and other nations named Arabic Resistance Against Belligerents (A.R.A.B.). The goal would be to fight ISIL with air strikes and ground troops (donated by members of the committee) on all fronts (extending past Syria). Committee members are equal in voting and negotiation, and no military action outside of committee approval is allowed.

O.C. 6 – Establish a UN Cyber Security Committee to publish anti-propaganda on social media (e.g. Facebook, Twitter) in order to weaken ISIL ideology.


 

The second activity of the Challenge Model UN was brainstorming and creating a list of priorities for the U.N.
