Re.:                             Corruption in officials in South Africa

Whereas Article 21, section 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.”, and

Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and

Aware that defilement in higher official positions prompts monetary deficiencies in the state. Administrators exploit the trust with the South African citizens to benefit themselves, and

Saddened that school systems receive a lack of sufficient funds in order to ensure proper education due to the corruption in both the higher and lower bodies of government, and

Knowing that South African officials regularly remove cash from the framework and send insignificant measure of assets to communities, which is later looted from local officials,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations issue investigations for the higher government of South Africa. This will include, but not exclusive to access of: personal financial reports of officials, national budgets, import and export reports, and national profit and loss summaries.
  2. Termination of any official that has ample evidence against him would be immediate, no matter the position or influence.
  3. Elections of new officials will be held under the administration of United Nation officials to prevent electoral fraud and an interference with the election process. Elections will be held 48 hours after the termination of any position(s).
  4. The United Nations will continue to investigate annual personal financial reports of newly elected officials, national budgets, import and export reports, and national profit and loss summaries until the year 2023, to prevent further corruption, and ensure the growth of South Africa.
  5. Until the year 2023, any newly elected official that is found guilty will be terminated and a reelection process will reoccur.
  6. If the United Nations decides by the year 2023 that South Africa’s economy is strengthened, and corruption has ceased, annual investigations would be deemed unreasonable from then on.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 35 of THE CONVENTION ON THE RIGHTS OF THE CHILD states that “States Parties shall take all appropriate national, bilateral and multilateral measures to prevent the abduction of, the sale of or traffic in children for any purpose or in any form,” and

Aware that between 2011 and 2014, government authorities investigated more than 2,200 trafficking cases, arrested 3,300 offenders, and rescued about 5,500 victims, according to the MPS data, and

Saddened that some Vietnamese women who travel abroad for internationally brokered marriages or jobs in restaurants, massage parlors, and karaoke bars—mostly to China and increasingly to Malaysia and Singapore—are subjected to domestic servitude or forced prostitution, and

Knowing that Southeast Asia ranks among the world’s worst regions for human trafficking, accounting for a third of all the women and children trafficked worldwide, as said by Paul Priest, of the International Organization for Migration’s office in Vietnam, at the 14 July event, and

Concerned that Vietnam has also announced a 2016 to 2020 strategy to combat human trafficking, and the plan marked the first time authorities have acknowledged that men and boys are being trafficked, and

Worried that Vietnamese organized crime networks recruit, under pretenses of lucrative job opportunities, and transport Vietnamese, including children, to Europe—particularly the United Kingdom—and subject them to forced labor on cannabis farms. Traffickers increasingly use the internet, gaming sites, and social media to lure potential victims into vulnerable situations; for example, men entice young women and girls with online dating relationships and persuade them to move abroad then subject them to forced labor or sex trafficking, and

Recognizing that France, Italy, and the United Kingdom have implemented successful programs following the UN Protocol against Trafficking in Persons,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations creates a better database to record the details of the human trafficking issue into and out of Vietnam to provide for a better understanding of and bring awareness to the root cause and whereabouts of these cases.
  2. The United Nations to provide housing for homeless citizens for protection against kidnapping and being sold into labor, prostitution, etc.
  3. The UN to send educators to Vietnam so as to increase the ability to get a job in the country so many are not compelled to agreeing to human trafficking for money opportunities.
  4. Create a training program where officials from other countries help teach officials in Vietnam on how to successfully recognize and address human trafficking.
  5. Encourage Member States to implement the UN Protocol against Trafficking in Persons.
  6. Urge nations to evaluate the legal measures in place in their nations to combat human trafficking.
  7. Further invite nations to seek guidance from the UN Office on Drugs and Crime in order to develop measures to impact human trafficking on a local and global scale.
  8. Call upon nations to increase public awareness and develop appropriate legal measures to eliminate trafficking of all kinds and promote social policies that aid victims of modern-day slavery.
  9. The UN will help third world countries to educate them on the dangers of human trafficking and how to prevent their citizens from falling victim to human trafficking.
  10. The UN will encourage all nations to develop more universal and stringent punishments for those found to be trafficking people.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 6 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to recognition everywhere as a person before the law.”, and

Whereas Article 7 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All are equal before the law and are entitled without discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.”, and

Whereas Article 14 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to seek and to enjoy in other countries asylum from persecution.”, and

Whereas Article 18 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of thought, conscience, and religion; this right includes freedom to change his religion of belief, and freedom, either alone or in community with others in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”, and

Whereas Article 19 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”, and

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and

Whereas Article 27, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freely participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.”, and

Whereas Article 27, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author.”, and

Aware that tolerance sites such as the shrine of Lal Shahbaz Qalandar are open to minorities, but these are few and far between, exposing many to suicide bombers and other threats, and

Saddened that these tolerance homes are largely endangered and being destroyed by hate groups, and

Knowing that the focus for these attacks seem to be those who identify as Christian/Hindu or are of other ethnic background, obliterating the ideal of a safe haven for those of different beliefs/cultures, as promised in the UNIVERSAL DECLARATION OF HUMAN RIGHTS and

Concerned that attacks will continue to escalate, and the coming Easter holiday will yield destruction and devastation on multiple levels, including those not yet reached by a safe haven, and

 Worried that the Pakistani government, as well as international advocates are not cooperating with the facade of global efforts, making them even more futile,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations create a crisis task force that will immediately go to Pakistan for the sole purpose of providing sanction to those who face persecution.
  2. After sanction is established, the task force will begin neutralizing potential terrorist efforts towards other Pakistani citizens of any belief system.
  3. With the help of Minority Rights Group International, Pakistani minorities will be educated in the event of crisis, and will be provided with plausible scapegoats during attack.
  4. Also with the help of Minority Rights Group International, a minimum of fifteen more tolerance sites will be established, and they will be spread throughout the country, especially in highly populous and highly endangered areas.
  5. UN delegates will recognize minority attacks in Pakistan as a global concern, validating the above efforts with their full support and contributions.
  6. The above programs will be established immediately and will last until the fear that plague’s Pakistan’s minorities has been eradicated, and the Pakistani government is in consensus with its citizens that the social issue has been contained.

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Realizing that there are an estimated 2.4 million human trafficking victims exploited for labor, state-sponsored forced labor, and sexual exploitation, and

Noting that, in November 2017, the United Nations Security Council unanimously adopted Resolution 2388 reiterating its condemnation of trafficking in persons, and

Be It Hereby Resolved That The General Assembly:

  1. Affirms its current stance on human trafficking, but does nothing to increase pressure on nations, as it is an issue best addressed by each nation and not the place of the General Assembly to make such a decision.
  2. Encourages each nation to evaluate human trafficking at on a local scale, but does not sanction human trafficking, as some nations and laborers may rely on labor practices that may be misconstrued as trafficking.

Whereas Article 2 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without any distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”, and

Whereas Article 18 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of thought, conscience, and religion; this right includes freedom to change his religion of belief, and freedom, either alone or in community with others in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”, and

Knowing that religious minorities are subject to persecution, violence, enslavement, exile, murder, ethnic cleansing and other crimes against humanity, and

Worried that the rights of the innocent are being infringed on by tyrant governments, and other world officials are not cooperating in the global efforts to keep religious minorities safe,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations assembles a crisis team to go into geographical areas of religious in- toleration. Areas such as, but not limited to, the middle east, southeast Asia, and Central/South America.
  2. Have the UN crisis team go in and negotiate solely on the behalf of the protection of religious migrants.
  3. Assuming the negotiations DON’T work, begin enforcing the lawful retribution that come due to a nation committing acts of war such as genocide.
  4. Assuming the negotiations do work, begin writing global legislation to protect the religious minorities.
  5. Have a program to be established to provide shelter and resources for the traveling religious migrants. This program is to take place immediately within a years’ time.

Whereas Article 18 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of thought, conscience, and religion; this right includes freedom to change his religion of belief, and freedom, either alone or in community with others in public or private, to manifest his religion or belief in teaching, practice, worship and observance.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Aware that according to the United Nations Human Rights Monitoring Mission in Ukraine (UNHRMMU), mortar, rocket, and artillery attacks between April 2014 and May 2016 killed over 9,000 people and injured more than 21,000—including civilians and combatants on all sides—in Donetsk and Luhansk regions. The UNHRMMU reported a 66 percent increase in civilian casualties from May to August compared to earlier in 2016, and documented 28 civilian deaths in the summer, many of which resulted from shelling and landmines, and

Saddened that in February, the United Nations Children’s Fund reported that 1 in 5 schools had been damaged in the armed conflict. Some 215,000 children have been displaced, significantly affecting their access to education, yet nothing has been done about it, and

Knowing that the European Union and the United States issued statements recognizing the territorial integrity of Ukraine and that ceasefire agreements have failed twice between the Ukraine and Russia, and

Fearing that without outside intervention, Russia will continue to capture Ukrainian territories, causing the already incredibly high death toll to continue to rise, and the harming of civilian children and adults alike to continue,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations creates a group of nations willing to pressure Russia into peace talks before a war becomes
  2. Assuming the success of these negotiations, hold both countries accountable to the treaty, therefore increasing its likelihood of
  3. The replacement of the Minsk II Agreements that proved faulty and

Whereas Article 15, Section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states “Everyone has a right to a nationality,” and

Aware that hundreds of illegal immigrants enter our country daily, and

Saddened that the situations that the immigrants fled from don’t seem to be disappearing, or their migration seems to be actively encouraged, and

Knowing that the U.S. will always be an immigration hotspot, and

Concerned that instead of trying to improve the situations that cause the need for immigration, countries seem to actively smuggling their citizens into the U.S.,

Be It Hereby Resolved That The General Assembly:

  1. Determine the largest countries from which citizens migrate.
  2. Create an office, or an equivalent such position, that monitors and reports upon the problems that would create the need for immigration, their position would also monitor for government sponsored immigration.
  3. Create a task force that resolves to solve or at least mitigate the problems and fine countries/governments that actively smuggle their citizens into other countries without just cause.

Whereas Article 24 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Be aware! Since 2016 both Russia and the Democratic Republic of the Congo have had severe food shortages, Weather this be because of the high tax international tariffs we get or the high cost of the food. It has hurt both our countries. In 2017 it was so bad that the World Food Programme reported that Both people of the Congo and Russia where selling Human body parts for food, and

Saddened that! The UN has fired shots at both Russia and the Congo have received flak for the way it’s country is falling apart, but without sufficient food storages, it is no wonder people in the Congo and Russia are fighting for food. Two weeks ago in a Russian Orphanage a mob of people rushed the Orphanage and Killed four children to get to the food stores kept inside, and In the Congo cannibalism is running wild as people are slaughtering there neighbors for food, and

Concerned that! The reason for the lack of food is lack of UN funding and support, if the funds between the two countries were to increase we wholeheartedly believe that we could resolve the Issue,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations gives the required funding to support both our countries for the feeding of its people.
  2. The United Nations sends large amount of food over to the two countries enough to use until the bought food is purchased
  3. Lower tariffs on food. And Arms and Military equipment, as so we purchase more food.
  4. The funding could start now and end in about five years after the stability of the countries has been reached.
