Re.:                             Financial Support for Refugees

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Alarmed that​ ​Syrian refugees are unable to continue living in adequate conditions once government assistance ceases to be provided, and

Concerned that​ ​Syrian refugees will be forced to migrate to other countries with lower living expenses, and

Keeping in mind​ Uruguay was the first country in Latin America that willingly​ accepted refugees in order to provoke a ripple effect on surrounding countries, and

Recognizing that​ ​Some refugees have tried leaving Uruguay with Uruguayan IDs and travel documents, but failed due to most countries not recognizing the Uruguay-issued documentation and refugees lacking passports from both their home country and Uruguay, as they are not citizens, and

Saddened that​ ​Uruguay’s economy will largely not allow refugees to assimilate into the workforce, and

Emphasizing​ ​how Uruguay accepted 117 refugees up to September 2015, while 1.3 million refugees request placement in Europe, and

Be It Hereby Resolved That The General Assembly:

  1. The UN will create a committee for refugees called CAMERA (Countries Assisting Middle Eastern Refugees Abroad). CAMERA will be responsible for forming adequate living standards for refugees seeking asylum. If a family requests financial and medical aid, the committee will ensure their needs are met.
  2. The proposed budget is $8 million to supply seven average refugee families with adequate housing, utilities, transportation, internet access, and extra expenses. CAMERA would be responsible for issuing families with monthly allowances and assistance in finding available positions in reasonable workplaces. Funds would be derived from other countries facing a similar refugee crisis; Switzerland, Turkey, Lebanon, Egypt, and Sweden. Each country would contribute 2% of their UN dues to CAMERA.
  3. The financial support would begin in March 2020, as government issued funds diminish for the current refugees. Then, CAMERA would continue the program into February of 2021.
  4. If the refugee families are able to manage remaining financially stable with the help of the committee, then the project will be deemed successful. If successful, the funding will continue until proof of the family’s foreseeable independence. Also, the program would expand to other nations facing placement concerns of refugees, such as European countries, Egypt, Turkey, Lebanon, and Iran.

Re.:                             Limiting Human Trafficking In Latin America

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Aware of  ​Uruguay has convicted five human traffickers in the past six years, according to a study in 2019 by the US government, and

Noting that ​The Ministry Of Social Development has no presence in Uruguay on human sex trafficking investigations, and 

Recognizing ​the Uruguain government established the 2018-2020 Action Plan that failed to succeed beyond technical responsibilities in regards to investigating and supporting victims of sex trafficking, and

Saddened that ​men, women, and children are sexually exploited for profit,

Be It Hereby Resolved That The General Assembly:

  1. The U.N. will create a committee called the Organization of Victim Assistance RecoverY (OVARY). OVARY will be responsible for identifying victims of human trafficking and assisting their transition back to society. The committee will also ensure that small businesses get the economic support they need to distance the economy from human trafficking.
  2. The proposed budget is 30,000 Uruguayan pesos as a starter fee. This money will be used to start and fund a charity for a year. The charity will be self-sustaining onwards, and provide the money necessary to help human trafficking victims become financially stable. The charity will be an independent organization run by OVARY.
  3. The charity would be established as an independent organization for a year starting June 2020, by May 2022 the charity will stop receiving government support. From then on it will provide the money necessary for OVARY to rehabilitate human trafficking victims and prevent human trafficking.
  4. If human trafficking becomes less prevalent in the economy and is shown to decrease, then the project will be successful. If successful, the committee will continue to work alongside the charity to support human trafficking victims. The program will also look at expanding to other Latin American countries who have issues with human trafficking, such as Argentina, Brazil, Guatemala, Ecuador, and Chile.

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

            Noting that the UN has projected that by 2025 nearly half the countries worldwide will face a water shortage or stress, and

            Noting that issues related to water are particularly big in Asia with 42% of deaths associated with unsafe and inadequate water supplies occur in Asia, and

            Knowing that many rivers in the region have became heavily polluted causing many of the Water Quality index in this region to reach unsafe levels, and

            Knowing that a lot of the pollution in the rivers are cause by inefficient sewage and cleaning facilities, metal and other waste produced by companies and poor enforcement on how companies dispose of their waste, and

            Realizing that this problem is only expected to worsen as this areas become more urbanized and the demand for products grow with the population, and

            Aware that countries such as Singapore, India, Thailand, China and more has taken steps to try and  address these problems, but

            Deeply concerned these efforts won’t be enough to address this rapid growing problem,

Be It Hereby Resolved That The General Assembly:

  1. The UN will put together at program called Better Water for Asia (BWA.)
  2. This program will first be responsible for putting in a sufficient water cleaning and sewage system in each region of Asia that properly fits the region and their accessibility to fresh water.
  3. The Program will secondly, oversee a trash tax on large corporation and companies in these regions that will tax 7 USD on each ton of trash produced.
  4. Lastly the Program will be responsible for partnering with different companies such as Addidas, 4Ocean, Patagonia and many more who have taken steps to take plastic out our oceans and repurpose it usable items.
  5. We estimate that the program could be funded by the $7 trash tax and a rise in dues of the top 10 richest countries by 2%.
    • 1/5 of the money will go towards staffing
    • 3/5 of the money will go towards making better sewage and water treatment plants
    • 1/5 of the money will go towards the partnerships with the companies that will help take plastic out of the Asian Rivers and Oceans.
  1. This program will be place for the next 20 years with an evaluation every 2 years that will first measure the average amount of trash in these oceans and rivers, and the WQI.
  2. We will consider this program successful when WQI all across Asia are in the Good Zone and Safe to drink.

Re.:                             To Allow the Kurdish People to have National Self Determination

Whereas Article 2 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without any distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”, and

Whereas Article 15, Section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states “No one shall be arbitrarily deprived of his nationality nor denied the right to change is nationality,” and

Deeply Concerned about the mistreatment of Kurds in the nations of Syria, Turkey, Iraq and Iran and their peoples calls for independence, and

Recognizing that the suppression of allowing Kurdish majority areas to vote for independence violates the UNIVERSAL DECLARATION OF HUMAN RIGHTS, and

Allows for and encourages the Kurdish people’s right to change their nationality from their current country to Kurdistan,

Be It Hereby Resolved That The General Assembly:

  1. The General Assembly condemns all forms of actions restricting the rights of Kurdish people.
  2. Elections will be held in Iran, Syria, Turkey and Iraq Kurdish majority regions to vote on rather or not to secede.
  3. The election will be monitored by Electoral Assistance Division of the Department of Political and Peacebuilding Affairs to maintain legitimacy.
  4. Both sides will honor the results of the election or face retaliation from the UN security council.

Re.:                             Addressing the Cholera Outbreak in Yemen

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Alarmed that between January 1, 2018, and November 3, 2019, over 1,000,000 suspected cases of cholera have been reported in Yemen, and 26% of those are children under five years old, and

Realizing that cholera is treatable if addressed quickly and efficiently in a medical center with the proper resources, and

Noting that only half of Yemen’s medical centers are in operation, and most are understaffed and unequipped to handle the number of patients needing treatment, and

Concerned that the cholera outbreak will continue to spread within the country and to neighboring countries without intervention,

Be It Hereby Resolved That The General Assembly:

  1. The UN create a cholera task force called _. _ will be responsible for testing citizens in Yemen for cholera at designated medical centers. If a person is found to have cholera they will be given the proper treatments at the medical center.
  2. Only half of Yemen’s medical centers are open and most are not ready to support the number of patients needing to be treated. _ will be in charge of assisting those facilities and creating 50 new medical centers in cities and in rural areas.
  3. The proposed budget for _ is $30 million. Each of the 50 new medical centers are estimated to cost $500,000 for staffing, beds, sanitation, medicine, and other expenses, totaling around $25 million. Any remaining money will be used in case of an emergency.
  4. The $30 million will come from raising UN dues on the 10 nations that pay the highest amount of dues by 1.5%, which will raise about $29.8 million We will also ask for additional staff from Doctors Without Borders who are already working in the area.
  5. Due to the urgency of this resolution, we are asking the General Assembly to start this program in the next 3 months and have it last for 18 months.
  6. If the number of people with cholera in Yemen decreases by 50%, the program will be deemed successful and can be renewed for another 18 months. At this time, it can also be implemented in Sudan, which is also struggling with a cholera outbreak.

Re.:                             The Global Climate Crisis

Whereas time is running out to reverse or prevent the effects of climate change, and

Alarmed that the global temperature has been increasing by .15 – .2 degrees Celsius every decade, and

Noting that many countries are discouraged by the possible financial burdens of immense investments in clean energy, and

Concerned that there are only 11 years to prevent irreversible effects of climate change, and

Saddened that the long-term effects of climate change will put a strain on the global economy,

Be It Hereby Resolved That The General Assembly:

  1. Let the United Nations Environmental Programme create a binding agreement between those who sign it, called the Iceland Climate Agreement.
  2. Let those countries who agree to the terms follow the model below.
  3. Let the United Nations provide investment in each participating country that is to be paid back over 20 years, following the first 5 years of investment.
  4. Let the agreement state that within each country, all corporations, companies, or businesses who wholly and totally use a renewable energy source by 2025 be exempt from 40% of their annual federal taxes.
  5. Let the agreement state that all homes which wholly and totally use a renewable energy source by 2025 be exempt from 20% of their federal taxes.
  6. Let the agreement also state that the above percentages in clauses 3 and 4 be open to modification to better fit each country’s economy. These modifications are to reach no less than 10% of offered exemptions.
  7. Also, let the agreement state that each government will create government jobs in an environmental protection agency to replace the jobs of those working in oil industries, energy industries in which fossil fuels are burned, as well as iron, steel, and cement production industries.
  8. Let the agreement state that all persons whose jobs are changed due to this agreement may have matching salaries or a salary which decreases no more than three percent.
  9. Let the agreement state that all persons whose jobs are changed due to this agreement may be members of the Environmental Worker’s Legacy Program(EWLP), in which the children of these workers are offered a job the same as or similar to their parent’s job when they reach the age of 18.
  10. Let all countries who sign this agreement be compliant to the terms of the agreement, and to take part in a check every 5 years, performed by a representative from UNEP, to be sure that they have continued to follow the guidelines of this agreement.
